Chicco is one of the big players in the car seat and stroller business. The baby products giant has a full portfolio of car seats, including the new Keyfit 35 ClearTex infant car seat.

The ClearTex part of its name means this seat uses fire-resistant fabrics that haven't been treated with chemicals, giving you peace of mind and your baby a lower risk of skin reactions. The Keyfit 35 features a base with a rebound bar that braces against the vehicle seat back for a more stable fit. The base cinches down easily enough using the LATCH (short for Lower Anchors and Tethers for Children) belt. Once that's done, you can click the seat in or unfasten it to transfer to a compatible Chicco stroller.

Car seat companies are constantly innovating and finding new ways to add versatility to something as seemingly basic as a seat. Most infant car seats are made up of a base and the seat itself, which can detach easily for use as a carrier or click into a compatible stroller. But the Maxi-Cosi Coral XP one-ups the competition with the ability to separate a third way for an even lighter wearable carrier. 

The upholstered and cushioned portion of the Coral XP's seat can be detached with the push of a button and lifted out of the outer carrier shell by the large straps on the sides. A heavy-duty shoulder strap with quick release clips is included and is intended to be worn cross-body. The inner carrier weighs about 5 pounds, so carrying your baby this way is pretty comfortable. This method is best used for newborns, but I was able to carry my 1-year-old daughter for a few minutes before my back and shoulder started aching. This feature definitely would have come in handy when she was younger, especially for the frequent visits to her doctor on the second floor of an elevator-less medical building. 

When combined with the outer carrier shell, the seat is compatible with all Maxi-Cosi strollers, along with some premium strollers like the Uppababy Vista once adapters are installed. The Coral XP's base is on the long side, so it might not be ideal for cars with shallow rear seat cushions. 

At its $400 list price, the Coral XP is on the pricier end of the spectrum. But its solid build quality and unique carrier feature help justify the cost. (However, it can at times be had at significant discounts, so keep an eye out.)

No one enjoys interrupting their baby's precious sleep, which is why travel systems that let you transfer a car seat to a stroller exist. The Doona infant car seat stroller takes that concept a step further by building a compact stroller into the car seat itself. 

Like other infant car seats, the Doona is most convenient when used with the base it comes with. That base is easy to install using the LATCH hooks, which tighten with a turn of a knob. Once the base is secured, you can click the car seat in place and buckle your child in. You then have more options when taking baby out of the car. If they fall asleep, you can take the seat out of the car and convert it to stroller mode in just a few simple steps. With practice, you'll be able to do it without your baby even flinching. 

Having the ability to take my daughter out of the car and instantly roll her into a store for a quick errand was a game-changer. I was able to stealthily hoist the seat out of the car, transform it into a stroller, and venture into the store without her waking up. Pressing my luck, I drove to another store and did it again, turning what would have been a 10-minute nap into a 45-minute one. This is nothing new if you have an infant car seat and compatible stroller, but not having to dig the rolling portion of the travel system out of the trunk each time saves you a lot of trouble (not to mention your back). I could see the Doona being a lifesaver for parents with small cars and/or limited cargo space.

Though the Doona has a weight limit of 35 pounds, picking it up with a child over 20 pounds will feel like powerlifting. The car seat-stroller hybrid weighs almost 17 pounds by itself, so plan your upper body workouts accordingly.

A child safety seat, sometimes called a infant safety seat, child restraint system, child seat, baby seat, car seat, or a booster seat, is a seat designed specifically to protect children from injury or death during vehicle collisions. Most commonly these seats are purchased and installed by car owners, but car manufacturers may integrate them directly into their vehicle's design and generally are required to provide anchors and ensure seat belt compatibility. Many jurisdictions require children defined by age, weight, and/or height to use a government-approved child safety seat when riding in a vehicle. Child safety seats provide passive restraints and must be properly used to be effective. However, research indicates that many child safety restraints are often not installed or used properly.[1] To tackle this negative trend, health officials and child safety experts produce child safety videos to teach proper car seat installation to parents and caregivers.[2][3]

In 1990, the ISO standard ISOFIX[4] was launched in an attempt to provide a standard for fixing car seats into different makes of car. The standard now includes a top tether; the U.S. version of this system is called LATCH. Generally, the ISOFIX system can be used with Groups 0, 0+ and 1.

In 2013, a new car seat regulation was introduced: "i-Size" is the name of a new European safety regulation that affects car seats for children under 15 months of age. It came into effect in July 2013 and provides extra protection in several ways, most notably by providing rearward facing travel for children up to 15 months instead of 9 to 12 months, which the previous EU regulation advised.

History[edit]

Since the first car was manufactured and put on the market in the early 1900s, many modifications and adjustments have been implemented to protect those that drive and ride in motorized vehicles. Most restraints were put into place to protect adults without regard for young children. Though child seats were beginning to be manufactured in the early 1930s, their purpose was not the safety of children. The purpose was to act as booster seats to bring the child to a height easier for the driving parent to see them. It was not until 1962 that two designs with the purpose of protecting a child were developed independently.[5] British inventor Jean Ames created a rear-facing child seat with a Y-shaped strap similar to today's models.[6] American Leonard Rivkin, of Denver Colorado, designed a forward-facing seat with a metal frame to protect the child.[7]

Seat belts for adults were not standard equipment in automobiles until the 1960s. Child safety seats first became available in the late 1960s, but few parents used them.[8]

Classifications[edit]

There are several types of car seats, which vary in the position of the child and size of the seat. The United Nations European Regional standard ECE R44/04[9] categorizes these into 4 groups: 0–3. Many car seats combine the larger groups 1, 2 and 3. Some new car models includes stock restraint seats by default.

Group 0[edit]

Group 0 baby seats, or infant carriers, keep the baby locked up in a rear-facing position and are secured in place by a standard adult seat belt and/or an ISOFIX fitting.

Group 0 carrycots hold the baby lying on its back.

Carrycots are secured by both seat belts in the rear seat of the car. Both types have handles to allow them to be easily moved into and out of the car.

  • Position: Laying (in carrycots), rear-facing (in infant carriers), no airbags (with the exception of curtain airbags).
  • Recommended weight: Birth to 10 kg (22 lb)
  • Approximate age: Birth to 15 month

Fastened carrycots[edit]

Carrycots or infant car beds are used for children that cannot sit in a regular baby seat, such as premature infants or infants that suffer from apnea. A carrycot is a restraint system intended to accommodate and restrain the child in a supine or prone position with the child's spine perpendicular to the median longitudinal plane of the vehicle. Carrycots are designed to distribute the restraining forces over the child's head and body, excluding its limbs, in the event of a big crash. It must be put on the rear seat of the car. Some models can be changed to face forward after the baby has reached the weight limit which is normally about 15-20 kilograms (33 to 44 lb).

Carrycots generally include a stomach belt and a connection to the (three points) safety belt.

Infant carriers[edit]

Infant carrier means a restraint system intended to accommodate the child in a rearward-facing semi-recumbent position. This design distributes the restraining forces over the child's head and body, excluding its limbs, in the event of the frontal collision.

For young infants, the seat used is an infant carrier with typical weight recommendations of 5-20 lb. Most infant seats made in the US can now be used up to at least 22 pounds (10.0 kg) and 29 inches (74 cm), with some going up to 35 pounds (16 kg). In the past, most infant seats in the US went to 20 pounds (9.1 kg) and 26 inches (66 cm). Infant carriers are often also called "Bucket Seats" as they resemble a bucket with a handle. Some (but not all) seats can be used with the base secured, or with the carrier strapped in alone. Some seats do not have bases. Infant carriers are mounted rear-facing and are designed to "cocoon" against the back of the vehicle seat in the event of a collision, with the impact being absorbed in the outer shell of the restraint. Rear-facing seats are deemed the safest, and in the US children must remain in this position until they are at least 1 year of age and at least 20 pounds (9.1 kg). although it is recommended to keep them rear-facing until at least 2 years old or until they outgrow the rear-facing car seat height and weight, whichever is longer.[citation needed]

Group 0+[edit]

Group 0+ car seats commonly have a chassis permanently fixed into the car by an adult seat belt and can be placed into some form of baby transport using the integral handle if it is the specific model. Rear-facing child seats are inherently safer than forward-facing child seats because they provide more support for the child's head in the event of a sudden deceleration. Although some parents are eager to switch to a forward-facing child seat because it seems more "grown up," various countries and car seat manufacturers recommend that children continue to use a rear-facing child seat for as long as physically possible[10]

  • Position: Sitting, rear-facing, no airbag(with the exception of curtain airbags).
  • Recommended weight: Birth (2–3 kg) to 13 kg (29 lb).
  • Approximate age: Birth to 15 months

Convertible seats[edit]

Convertible seats can be used throughout many stages. Many convertible seats will transition from a rear-facing seat, to a forward-facing seat, and some then can be used as a booster seat. Many convertible seats allow for 2.3–18 kg (5-40 lb.) rear-facing, allowing children to be in the safer rear-facing position up to a weight of 18 kg (40 lbs).

Convertible safety seats can be installed as either rear-facing or forward-facing. There is a large selection available to choose from and weight limits, height limits, and extra features vary from seat to seat and by manufacturer. Seats with a 5-point harness are considered safer than those with an overhead shield.[11]

Convertibles aren't considered the best choice for a newborn because the bottom harness slots are often above the shoulders of most newborns. A seat with low bottom harness slots can be used if it is desired to use a convertible from birth.

Rear-facing weight limits range from 9 to 23 kg (20 to 51 lb) depending on the manufacturer and country of origin. Forward-facing limits range from 9 to 40 kg (20 to 88 lb) depending on the seat model and the manufacturer and country of origin.

Most convertible seats in the U.S. have at least a 16 kg (35 lb) rear-facing weight limit, most now to go to 18 kg (40 lb), some 20 kg (44 lb) and a few 23 kg (51 lb). The American Academy of Pediatrics (AAP) recommends that children remain rear-facing until they outgrow their convertible seat, regardless of how old they are. Children can remain in a rear-facing seat until they have either outgrown the weight limit for their seat, or the top of their head is within 25 mm (1 in) of the top of the shell of the car seat.[12]

Group 1[edit]

  • Position: Sitting, recommended rear-facing but forward-facing is legal, no airbag (with the exception of curtain airbags).
  • Recommended weight: 9 kg to 18 kg (20 lb to 40 lb)
  • Approximate age: 9 months to 4 years (Although older children can fit too sometimes)

It is recommended that children sit rear-facing for as long as possible. In Scandinavian countries, for example, children sit rear-facing until around 4 years old. Rear-facing car seats are significantly safer in frontal collisions, which are the most likely to cause severe injury and death.[13][14][15][16][17][18][19][20][21][22][23] Rear-facing group 1 car seats are becoming more widespread but are still difficult to source in many countries.

Group 2[edit]

A larger seat than the Group 1 design. These seats use an adult seat belt to hold the child in place.

  • Position: Sitting, forward-facing or rear-facing (make sure the seat is certified for up to 25 kg, 55 lb)
  • Recommended weight: 15 kg to 25 kg (33 lb to 55 lb)
  • Approximate age: 4 to 6 years (Although older children can sometimes fit)

Group 3[edit]

Also known as booster seats, these position the child so that the adult seat belt is held in the correct position for safety and comfort.

  • Position: Sitting, forward-facing
  • Recommended weight: 22 kg to 36 kg (48 lb to 76 lb)
  • Approximate age: 4 to 10, and above if the child is not 36 kg (48 lb) yet

Booster seats[edit]

Booster seats are recommended for children until they are big enough to properly use a seat belt. Seat belts are engineered for adults, and are thus too big for small children. In the United States, for children under the age of 4 and/or under 40 pounds (18 kg), a seat with a 5-point harness is suggested instead of a booster seat.[24]

Booster seats lift the child and allow the seat belt to sit firmly across the collar bone and chest, with the lap portion fitted to the hips. If the seat belt is not across the collar bone and the hips, it will ride across the neck and the stomach and cause internal injuries in the event of a collision.

There are two main types of boosters: high back (some of which have energy absorbing foam) and no back. A new generation of booster seats comes with rigid Isofix (Latch) connectors that secure to the vehicle's anchors, improving the seat's stability in the event of a collision. There are also 3-in-1 car seats that can first be used as a rear-facing baby car seat, then as a forward-facing seat, then finally as a booster seat when the child reaches the recommended height and weight.[25] Unlike many booster seats, 3-1 car seats may use the LATCH system to be secured inside the car.

The consumer group[which?] is calling on manufacturers and retailers to phase out backless boosters, as it says they don't provide enough protection in side-impact crashes and could put children at risk.[26] So while backless booster cushions are better than using no child seat at all, they do not provide adequate protection in all circumstances.

Front-facing restraints[edit]

Used for Groups I, II and III.

After reaching one year of age and 20 pounds (9 kg), children may travel in forward-facing seats. Most Scandinavian countries require children to sit rear-facing until at least the age of 4 years. This has contributed to Sweden having the lowest rate of children killed in traffic in international comparisons.[27]

By law (in Canada and some US states), children need to be restrained until they are 4-years old and 40 pounds (18 kg). After the requirement is met, they can move into a booster seat.

Safety information[edit]

All child restraints have an expiration date. Seats can expire 6 years from the date of manufacture, although this can vary by manufacturer. Expiration dates are highly debated, with proponents and manufacturers claiming that older car seats can degrade over time to be less effective and that changing laws and regulations necessitate an expiration date. Opponents argue that it is simply for their legal protection and to sell more car seats, and point out that manufacturers have noted that the plastics in most car seats long outlast the expiration date. As ageing is due to temperature swings and UV-light, a seat ages faster in a car than in a cool, dark cellar.

Like motorcycle and race car helmets, child restraints are tested for use in just one crash event. This means that if the restraint is compromised in any way (with or without the child in it), owners are strongly suggested to replace it. This is due to the uncertainty with how a compromised child restraint will perform in subsequent crashes.[28]

The National Highway Traffic Safety Administration (NHTSA) provides guidance on the reuse of child restraint systems after a crash. Replacement of child restraints is recommended following a moderate or severe crash in order to ensure a continued high level of protection for child passengers. However, recent studies demonstrate that child restraints can withstand minor crash impacts without any documented degradation in subsequent performance.[29]

A minor crash is defined by the NHTSA as one in which all of the following apply:

  • A visual inspection of the child safety seat, including inspection under any easily movable seat padding, does not reveal any cracks or deformation that might have been caused by the crash
  • The vehicle in which the child safety seat was installed was capable of being driven from the scene of the crash
  • The vehicle door nearest the child safety seat was undamaged
  • There were no injuries to any of the vehicle occupants
  • The air bags (if any) did not deploy

Crashes that meet all of these criteria are much less severe than the dynamic testing requirement for compliance with Federal Motor Vehicle Safety Standard (FMVSS) 213 and are highly unlikely to affect future child safety seat performance.[29]

Child restraints are sometimes the subject of manufacturing recalls.[30] Recalls vary in severity; sometimes the manufacturer will send an additional part for the seat, other times they will provide an entirely new seat.

The purchase of a used seat is not recommended. Due to the aforementioned concerns regarding expiry dates, crash testing, and recalls, it is often impossible to determine the history of the child restraint when it is purchased second-hand.

Children traveling by plane are safer in a child safety seat than in a parent's arms. The FAA and the AAP recommend that all children under 40 lb use a child safety seat on a plane. Booster seats cannot be used on airplanes because they don't have shoulder belts.

Parents should not put children into safety seats with thick winter coats on. The coat will flatten in an accident and the straps will not be snug enough to keep the child safe.[31] An alternative would be placing a coat on the child backwards after buckling the child in.

Straps on the harness should be snug on the child, parents should not be able to pinch the straps away from the shoulders of the child. The straps also need to be placed at the proper height for the child.

Seat placement[edit]

A study of car crash data from 16 U.S. states found that children under the age of 3 were 43% less likely to be injured in a car crash if their car seat was fastened in the center of the back seat rather than on one side. Results were based on data from 4,790 car crashes involving children aged 3 and younger between 1998 and 2006. According to data, the center position was the safest but least used position. However, economist Steven Levitt (see below) has demonstrated that car seats do not reduce fatalities when compared to regular seat belts.[32]

The move from having car seats in the front passenger seat to having them in the back seat, facing backwards, may make it easier for a busy, distracted parent to leave an infant in the car.[33] Each year, between 30 and 50 infants die of heat illness and hypothermia in the United States after being left in a car.[33]

Law[edit]

Baby car seats are legally required in many countries, including most Western developed countries, to safely transport children up to the age of 2 or more years in cars and other vehicles.

Other car seats, also known as "booster seats," are required until the child is large enough to use an adult seat belt. This is usually, but not always, when the child is 135 cm (4.43 ft; 53 in) [34] tall. The child needs to meet five criteria before moving out of the booster seat, including the child's seating position, shoulder belt position, lap belt position, knee position, and ability to sit properly for the length of the trip.

Generally, countries that regulate passenger safety have child safety laws that require a child to be restrained appropriately depending on their age and weight. These regulations and standards are often minimums, and with each graduation to the next kind of safety seat, there is a step down in the amount of protection a child has in a collision.[35] Some countries, such as Australia and the United States, forbid rear-facing child seats in a front seat that has an airbag. A rear-facing infant restraint put in the front seat of a vehicle places an infant's head close to the airbag, which can cause severe head injuries or death if the airbag deploys. Some modern cars include a switch to disable the front passenger airbag for child-supporting seat use.

European Union and UNECE regulations[edit]

Directive 2003/20/EC of the European Parliament and the Council[36] has mandated the use of child-restraint systems in vehicles effective May 5, 2006. Children less than 135 centimetres (53 in) tall in vehicles must be restrained by an approved child restraint system suitable for the child's size.[37] In practice, child restraint systems must be able to be fitted to the front, or other rows of seats. Children may not be transported using a rearward-facing child restraint system in a passenger seat protected by a front air bag, unless the air bag has been deactivated.[citation needed]

For a child restraint to be sold or used within any of the 56 UNECE member states it must be approved by the standards of UNECE Regulation 44/04, Directive 77/541/EEC or any other subsequent adaptation thereto. In order to be granted ECE R44 approval the child restraint must comply with several design, construction and production conformity standards.[38] If approval is granted the seat can display an orange label with the unique approval license number, the type of approval, the mass group approved for and the details of the manufacturer.

However, until May 9, 2008 member states may have permitted the use of child restraint systems approved in accordance with their national standards. EuroNCAP has developed a child-safety-protection rating to encourage improved designs. Points are awarded for universal child-restraint anchorages ISOFIX, the quality of warning labels and deactivation systems for front-passenger airbags.

2013: New EU I-Size regulation is introduced: "i-Size" is the name of a new European safety regulation, UNECE Regulation 129 that affects car seats for children under 15 months of age. It came into effect in July 2013 and provides extra protection in several ways, most notably by providing rearward facing travel for children up to 15 months instead of 9 to 12 months, which the previous EU regulation advised. Read more about I-Size. This new regulation is to be phased in between 2013 and 2018 and will be run in parallel to UNECE R44/04 until 2018 when it completely supersedes it.

Australia[edit]

Australian laws regarding infants in motor vehicles were revised on November 9, 2009.[citation needed]

By law every child restraint sold in Australia must carry the Australian Standard AS/NZ1754 sticker (pictured right). Most overseas child restraints, including restraints from Europe and the US, do not comply with these Standards and cannot legally be used in Australia. This also applies for ISOFIX child restraints imported from Europe or the USA.

  • Children under seven must be restrained in a suitable, approved child restraint or booster seat.
  • Children under six months must be restrained in a rear-facing position.
  • Children between six months and under four years must be restrained in a rear- or forward-facing restraint.
  • Children between four and under seven must be restrained in a forward-facing restraint or booster seat.

In Australia there are six different types (Type A to Type F) of child restraints under the mandatory standard. Note: these restraints are NOT based on weight but on HEIGHT. All car seats with the AS/NZ1754 sticker will have height markers. These markers show clearly for what height the seat is appropriate.

The six types are:

  1. Type A: Rearward-facing or transversely installed restraint with a harness or other means of holding the child back
  2. Type B: Forward-facing chair with a harness
  3. Type C: Forward-facing harness without a chair
  4. Type D: Rearward-facing chair with harness
  5. Type E: a restraint that consists of either:
    • a booster seat or booster cushion used with a Type C child restraint and a seat belt, or with a lap-sash seat belt,
    • a converter seat suitable for children who weigh 18 to 32 kg (40 to 70 lb).
  6. Type F: A restraint that consists of either:
    • a booster seat used in conjunction with a Type C child restraint and a seatbelt, or with a lap-sash seatbelt, suitable for children approximately 4 to 10 years of age, or
    • a converter used in conjunction with a seatbelt, suitable for children approximately 8 to 10 years of age.

Combination Type A/B: Child restraints can also be a combination of the above types. For example, a Type A/B converter seat.

The responsibility for children under the age of 16 using restraints or safety belts correctly rests with the driver. In Queensland, penalties for drivers not ensuring that passengers under the age of 16 are properly restrained involve a fine of A$300 and three demerit points. In Victoria the penalty is a fine of A$234 and three demerit points.[39] Possible suspension or cancellation of license may also apply.

Exemptions to the law[edit]

  • Laws regarding taxis vary by state for infants. For children up to seven, a child restraint must be used if available, otherwise the child must use a properly fastened and adjusted seat belt.[citation needed]
  • A child traveling in a police or emergency vehicle.
  • If a child has a medical condition or physical disability that makes it impractical to use a child restraint and the driver has a certificate from a doctor indicating this is the case.[40]

Austria[edit]

As an EU member states, products used in Austria should comply with European Union single market definitions.

  • All children who are smaller than 150 cm (4 ft 11 in) and younger than 14 years old must use a booster or car seat appropriate to their weight. A child must be either 14 years old or 4'11" to ride without a booster seat.

Brazil[edit]

  • All children who are smaller than 145 cm (4 ft 9 in) and younger than 7 years old must use a booster or car seat appropriate to their weight. A child must use a car seat at ages 0–4; Ages 5–7 a booster is required.
  • Children under 10 years old are required to ride in the back seat.

Canada[edit]

  • Child restraint requirements vary from province to province.
  • The strictest province law requires children who are younger than 10 years and smaller than 4 ft 9 in to use a booster seat.
  • For safety reasons, it is generally advised to use a booster seat until the child reaches a height of 4 ft 9 in.

Germany[edit]

As an EU member states, products used in Germany should comply with European Union single market definitions.

  • All children younger than 12 years and smaller than 135 cm (4 ft 5 in) [34] must use a booster seat or child-safety seat appropriate to their weight. The Department of Transport advises that children continue to use a seat when they are 12 years or older but smaller than 150 cm (4 ft 11 in).
  • It is highly recommended that children younger than 14 years sit in the back seat or use a booster seat in the front seat.

Israel[edit]

  • 1961 Israeli transportation law states that every passenger and driver in the vehicle must either have a seat belt or a safety seat. A child under the age of 3 must be set in an approved safety seat, and until the age of 8 the child needs to be in a booster or a safety seat. Up until one year a child must ride rear-facing. Children with the appropriate car seat are allowed to travel in the front seat if the airbag is disabled.[41] The Israeli transportation regulation states that a child under the weight of 36 kg (80 lb), height of 140 cm (4'7"), or age of 8 will use some kind of safety chair.[42]

The Israeli regulation states that a Sal Kal (he:סל קל lit. light basket) is equal to European group 0 and group 0+ regulations[43]

An Urban legend[44] in Israel states that nursery homes and hospitals will not allow exit with an infant if a SalKal (infant carry one safety seat) is not presented.[45]

New Zealand[edit]

NZ Transport Agency governs the rules and sets standards for the health and safety aspects with respect to child restraints in New Zealand. Their guidelines dictate the minimum legal requirements for a New Zealand vehicle from the safety perspective. The correct fitting of a car seat can protect individuals and can be a lifesaver. This page provides details on qualified seat installation processes and approved standardized marks to look out for in child restraints. The Agency trains and certifies NZTA certified child restraint technicians who are authorized to install child safety seats.[46]

Rules and regulations for passengers of different ages[edit]

  • Children aged under 7 years must use an approved child restraint unless they are travelling in a public bus, shuttle or taxi and an approved child restraint is not available.
  • Children aged 7 years must use an approved child restraint if one is available.
  • Children aged 8 years to 14 years are not required to use a child restraint. However, if a seat belt is not available (pre-1979 vehicles are not required to be fitted with seat belts on all seats), they must sit in the back seat.[47][48]

New Zealand Approved Marks for child restraints[edit]

All child restraints must meet the standards set by the NZ Transport Agency. There are different marks to indicate this approval from the safety perspective. Approved marks/symbols are shown in the table below:[49]

The number after 'E' in the ECE 44 standard indicates as to which country certifies the child restraint. Hence the number differs between countries. The EU (European Union) also has similar symbols to indicate safety standards for children travelling in a vehicle.

Philippines[edit]

Under the Republic Act No. 11229, or the Child Safety in Motor Vehicles Act which took effect in 2 February 2021, children age 12 years and below who are smaller than 1.50 m (4 ft 11 in) are required to use "child restraint systems" or child car seats and is bared from seating in the front seat of vehicles. The Department of Transportation is also mandated by the same law to conduct a feasibility study on the use of child restraint systems on public transport including buses, taxis, and jeepneys. The law does not cover motorcycles and motorized tricycles.[50]

Spain[edit]

As an EU member states, products used in Spain should comply with European Union single market definitions.

  • Front seats: children younger than 12 years or smaller than 4 feet 5 inches must use a child-safety seat. Persons bigger than 135 cm (4 ft 5 in) may use the adult safety belt.
  • Rear seats: persons smaller than 135 cm (4'6") must use a child-safety seat. Also true for kids younger than 12 years.

United Kingdom[edit]

As it was an EU member state at the time laws were introduced, products used in United Kingdom should comply with European Union single market definitions.

From September 18, 2006, all children under the age of 12 have to use some form of child car seat, unless they are taller than 135 cm (4 ft 5in).[51]

United States[edit]

  • In 2003, the American Academy of Pediatrics (AAP) suggested that infants "should spend minimal time in car seats (when not a passenger in a vehicle) or other seating that maintains supine positioning" to avoid developing positional plagiocephaly ("flat head syndrome").[52]
  • Child restraint requirements differ for the various states in the United States.
  • In Florida and South Dakota, children who are four years or older can use an adult seat belt without a child safety seat. In the rest of the country, a booster seat or otherwise appropriate child restraint is required until the child is between five and nine years old, depending on the state.
  • Most states include in their law a requirement that all infants ride rear-facing until they are BOTH one year of age AND at least 20 pounds.[53] Though it is not included in every state's law, no child safety restraint marketed to the US will accommodate an infant less than 20 pounds, some no less than 22 pounds, in a forward-facing position. As of 2011, most children ride rear-facing until they are at least 2 years of age.
  • The National Highway Traffic Safety Administration (NHTSA) advises the use of a child restraint or a booster seat for all children who are shorter than 4 ft 9 in, regardless of age and weight, or even longer if the belts hit the child at the wrong place. Some booster seats can be used for children up to 60 inches and 120 pounds.
  • Many state laws prefer that children 12 years and younger sit in the back seat if available. Some states, as is the case in Michigan,[54] forbid placing a child under the age of 4 years in a front seat if a rear seat is available.
  • Some states require that all child safety seats be used in full accordance with the manufacturer's instructions in what is sometimes referred to as a "proper use clause".

Manufacturing[edit]

Though there are hundreds of variations of makes and models in the world of child safety seats, the materials used in the manufacturing process are basically the same. Factories in which the seats are put together receive loads of polypropylene pellets.[55] Foam makes up the padding of the individual seats, while vinyl and fabrics are used to make up the covers for the seats as well as the harnesses.

A safety seat increases the safety of a properly restrained child in the case of a motor vehicle accident. The safety seat includes foam padding, fabric covers, a harness, and buckles or attaching mechanisms. Labels and instructions are also attached. Every child safety seat will have an expiration date on it. The Safe Kids USA organization does not recommend using a child safety seat that is more than 6 years old.[citation needed] Periodically, child safety seats are recalled by manufacturers for safety reasons. The National Highway Traffic Safety Administration posts a link to recent recall information at nhtsa.gov.

Types[edit]

There are different types of child safety seats for children of different sizes and ages.

  • Infant seats - Child safety seats made specifically for infants are the smallest and have carrying handles for easy carrying and loading. Newborns are most often placed in a rear-facing seat. These seats are designed for infants is up to 22 pounds (10.0 kg) to 32 pounds (15 kg), depending on the model.
  • Convertible seats - Similar to the infant seat, the convertible seat can be used in a rear- or forward-facing position and is used for children typically beginning at 5 pounds (2.3 kg) up to 50 pounds (23 kg). The rear-facing position is used for children until they weigh more than 20 pounds (9.1 kg) and are at least two years old. Research studies and crash test results show that children are safer in a rear-facing child safety seat. The American Academy of Pediatrics recommends keeping children in a rear-facing seat until "they are 2 years of age or until they reach the highest weight or height allowed by their car safety seat’s manufacturer" (www.healthychildren.org).
Some seats allow the child to stay rear-facing until 45 pounds (20 kg). Once the child has reached the minimum requirements to be forward facing, the seat can be turned around and used as a forward-facing seat.[citation needed]
  • Combination seats - The combination seat or five-point booster is a forward-facing seat that has a five-point harness system. It can be modified to a belt-positioning booster by removing some webbing[56]
  • Booster seats - The earlier described combination seat can become a high-back belt-positioning booster. There is also a high-back belt positioning-booster that is available for that purpose only. The other type of belt-positioning booster is the low-back or no-back booster. The major differences between the low- and high-back booster seats are head support and improved protection in side-impact collisions. Vehicles with a bench seating and no headrest are required to use a high back booster. The purpose of the booster seats is to provide elevation to the child so the shoulder belt rests appropriately on the shoulder blade and does not ride up the child's neck. It also provides "hips" that the seat belt can rest securely across and remain on the large bones of the child instead of resting across the soft tissue of the abdomen. This seat is available for children over 40 pounds (18 kg) up to over 100 pounds (45 kg).[57] From the ages of eight to twelve, children may have outgrown their booster seats and can be permitted to use regular adult seat restraints. It is suggested that, until the age of thirteen, the child remains in the back seat.

Hazards[edit]

Manufacturers have quality controls to ensure seats are properly put together and packaged. However, it is not guaranteed that the included instructions are always adhered to and correctly followed. Up to 95% of the safety seats that are installed may not be the right seat for the child, may be hooked into the vehicle loosely, may be hooked with an incompatible belt in the vehicle, may have harnesses incorrectly fastened in some way, or may be incorrectly placed in front of air bags. In 1997, six out of ten children who were killed in vehicle crashes were not correctly restrained.[55]

Along with the problem of instructions not being followed properly, there are other hazards that can affect children involving these safety seats. A recent study[clarification needed] attributed many cases of sudden infant death syndrome (SIDS) to the prolonged sitting or lying position these infants are in when putting the safety seats to use. When researchers reviewed more than 500 infant deaths, it was found that 17 of these deaths occurred while the infant was in a device such as a child safety seat. The age of the most occurring rates of death by SIDS in a child safety device was found to be under one month, having six of the 17 deaths happen in this age group. Although SIDS has been found to be a high risk regarding child safety seats, a coroner in Quebec also stated that "putting infants in car seats…causes breathing problems and should be discouraged."[58] His warning came after the death of a two-month-old boy who was left to nap in a child safety seat positioned inside his crib rather than the crib itself. The death was linked to positional asphyxiation.[58] This means that the child was in a position causing him to slowly lose his supply of oxygen. Coroner Jacques Robinson said it's common for a baby's head to slump forward while in a car seat that is not properly installed in a car and that can diminish a baby's ability to take in oxygen. "The car seat is for the car," he said. "It's not for a bed or sleeping." Robinson added, however, he has nothing against car seats when they are properly used. The coroner said that it is common for a baby's head to "slump forward while in a car seat and that it diminishes oxygen".[58]

The American Academy of Pediatrics says to "make sure the seat is at the correct angle so your infant’s head does not flop forward. Many seats have angle indicators or adjusters that can help prevent this. If your seat does not have an angle adjuster, tilt the car safety seat back by putting a rolled towel or other firm padding (such as a pool noodle) under the base near the point where the back and bottom of the vehicle seat meet." Safety seats come with an instruction booklet with additional information on the appropriate angle for the seat.

Criticism[edit]

There has been some criticism of the safety standards for forward-facing child safety seats, in particular by the economist Steven D. Levitt, author of the popular book Freakonomics, who evaluated only fatal collisions between 1975 and 2003. Other researchers say that child safety seats offer a considerable safety advantage over seat belts alone, when looking at data about collisions in newer cars with newer child safety seats, without restricting the data to include only fatalities.[59]

Child safety seats can be expensive and bulky, and if the family has multiple children who need to use child safety seats at the same time, it may even be necessary to buy a larger vehicle or specialized, narrower safety seats to comply with legal requirements about transporting children safely. One economic study found that these requirements affected families' decisions about birth spacing, and estimated that, in 2017, the requirements for fitting multiple child safety seats into a vehicle at the same time had likely discouraged several thousand families from having an additional child at that time.[60] A major challenge to child restraint use is that it is considered as a mechanism to discipline children instead of being seen as a safety device by parents and as children became older they actively seek opportunities to negotiate the non-usage of restraints.[61]

    MOSCOW (AP) — The Kremlin said Friday that President Vladimir Putin will seek binding guarantees precluding NATO’s expansion to Ukraine during a planned call with U.S. President Joe Biden, while a U.S. intelligence report and the Ukrainian defense minister warned of a possible Russian invasion of Ukraine as soon as next month.

    With tensions between Russia and the West escalating, Biden said his administration was “putting together what I believe to be the most comprehensive and meaningful set of initiatives to make it very, very difficult for Mr. Putin to go ahead and do what people are worried he may do” in positioning troops near Ukraine.

    The NATO chief and numerous former U.S. diplomats and security officials say Russia’s demand that Biden rule out NATO membership for Ukraine, a former Soviet republic eager to ally with the West, is a nonstarter.

    “There’s absolutely no way in the world that that Russian position will make any progress,” John Herbst, a former U.S. ambassador to Ukraine, said Friday. “It’s basically a rhetorical point for Moscow.” More likely, he said, were U.S. assurances that Western military assistance to Ukraine be for defensive purposes only.

    Ukraine, the U.S. and other Western allies are increasingly concerned that a Russian troop buildup near the Ukrainian border could signal Moscow’s intention to invade. Officials say it remains unclear if Putin intends to go through with an invasion or appears to be threatening one in hopes of forcing concessions from Ukraine and its Western allies. The U.S. has threatened the Kremlin with the toughest sanctions yet if it launches an attack, while Russia has warned that any presence of NATO troops and weapons on Ukrainian soil would cross a “red line.”

    Ukrainian Defense Minister Oleksii Reznikov told lawmakers Friday that the number of Russian troops near Ukraine and in Russian-annexed Crimea is estimated at 94,300, warning that a “large-scale escalation” is possible in January.

    An unclassified U.S. intelligence report made public later Friday cited recent artillery, troop and materiel movements near Ukraine’s border in saying Russia was planning for the possibility of a military offensive with 175,000 troops early next year.

    “The plans involve extensive movement of 100 battalion tactical groups … along with armor, artillery, and equipment,” according to the U.S. report, which said about half of those units were already near Ukraine’s border. The intelligence finding was first reported by The Washington Post. A Biden administration official, speaking on condition of anonymity to discuss the finding, confirmed it to The Associated Press.

    Amid the mounting tensions, Putin’s foreign affairs adviser Yuri Ushakov told reporters Friday that arrangements have been made for a Putin-Biden call in the coming days, adding that the date will be announced after Moscow and Washington finalize details.

    White House press secretary Jen Psaki said later that administration officials have “engaged in the possibility” of a Biden-Putin call.

    “It certainly would be an opportunity to discuss our serious concerns about the bellicose rhetoric, about the military buildup that we’re seeing on the border of Ukraine,” Psaki said.

    On Thursday, U.S. Secretary of State Antony Blinken met face-to-face with his Russian counterpart, Sergey Lavrov, in Stockholm to demand that Russia pull back troops from the border with Ukraine. Lavrov retorted that the West was “playing with fire” by denying Russia a say in any further NATO expansion into countries of the former Soviet Union.

    Ukraine has pushed to join the alliance, which has held out the promise of membership but hasn’t set a timeline.

    Ushakov noted that during the call with Biden, Putin will raise his demand for a legally binding agreement that would “exclude any further NATO expansion eastward and the deployment of weapons systems that would threaten us on the territories of neighboring countries, including Ukraine.”

    Russia long has pushed for such arrangements, Ushakov said, emphasizing that it has become particularly acute because of the latest buildup of tension. “It simply can’t continue like that,” he said.

    NATO Secretary General Jens Stoltenberg said this week that Russia had no say in whether Ukraine joined the Western security alliance.

    “It is up to Ukraine and 30 allies to decide when Ukraine is ready to join the alliance,” he said. Russia “has no veto, no right to interfere in that process.”

    Russia and Ukraine have remained locked in a tense tug-of-war after Russia annexed Ukraine’s Crimean Peninsula in 2014 and threw its weight behind a separatist insurgency in Ukraine’s eastern industrial heartland, known as the Donbas. More than 14,000 people have died in the fighting.

    Ukraine’s defense minister warned Friday that an escalation “is a probable scenario, but not certain, and our task is to avert it.”

    “Our intelligence service analyzes all scenarios, including the worst ones,” Reznikov said. “The most probable time when (Russia) will be ready for the escalation is end of January.”

    Konstantin Kosachev, a deputy speaker of the upper house of parliament, reaffirmed Moscow’s denial that it was pondering an attack.

    “We don’t have any plans to attack Ukraine. We don’t have any heightened military activity near Ukraine’s borders. There is no preparation underway for an offensive,” Kosachev told Russia’s state TV channel Russia-24.

    The Kremlin has voiced concern that Ukraine may use force to reclaim control of the rebel east. And adding to the tensions, the head of a Russian-backed, self-proclaimed separatist republic in eastern Ukraine said Thursday that he could turn to Moscow for military assistance if the region faced a Ukrainian attack.

    Reznikov said Ukraine wouldn’t do anything to provoke Russia but is prepared to respond in case of an attack. “Ukraine is most interested in political and diplomatic resolution,” the defense minister said.

    He said that Ukraine will launch construction this month of two naval bases with British assistance — one in Ochakiv on the Black Sea and another one in Berdyansk on the Sea of Azov.

    “The development of the navy and the missile program are among our priorities,” he said.

    Michigan pedestrian deaths rise, safety laws questioned

    LANSING — Pedestrian safety in Michigan has taken a hit as fatalities skyrocketed by 17% in 2020, even though fewer drivers were on the road due to COVID-19 lockdowns. 

    Pedestrian deaths increased from 149 in 2019 to 175 in 2020, according to the Office of Highway Safety Planning.

    “In the midst of the pandemic, we know there were fewer cars on the road, and those cars were driving faster,” said Trevor Layton, the communications manager at the Southeast Michigan Council of Governments.

    But that’s not the only cause of the fatality increase, said Nancy Feldbush, the senior editor of the Office of Highway Safety Planning.

    “It is a mix of things: driver behavior such as speeding, distraction and impatience; lack of pedestrian-friendly infrastructure; and pedestrian behavior, such as unpredictable crossings and inconspicuous clothing,” Feldbush said.

    For the past three years, the safety planning office has given overtime grants to cities that participate in Pedestrian Safety Enforcement Week, which is an effort by the state to increase awareness of pedestrian safety laws. 

    During that week, police issue citations and warnings to motorists and pedestrians who break laws related to pedestrian safety, such as not yielding the right-of-way for a pedestrian in a crosswalk or blocking a crosswalk while stopped at a traffic signal.

    One goal of Pedestrian Safety Week is to increase the number of participating agencies; however, from 2020 to 2021 participating agencies decreased by 58%, from 12 to five. Participation ebbs and flows depending on the availability of staff, Feldbush said.

    Lansing was among this year’s participants. While most motorists were receptive to the lesson, they “were not pleased on receiving a citation for the violation,” said Robert Merritt, the public information director with the Lansing Police Department.

    But it’s not only about writing tickets and giving warnings.

    “It is as much educational as it is enforcement,” Feldbush said. “It is up to the officer’s discretion whether they want to take that opportunity to talk to that motorist or pedestrian, and educate them on how to be safe and share the road.” 

    But what conduct gets a citation in one city, might be perfectly legal in another. 

    Motorists must stop for people waiting to cross the roads in Ann Arbor and Kalamazoo. Traverse City has pedestrian safety measures built into its streets such as raised crosswalks that slow traffic. In Grand Rapids, drivers must stop when a pedestrian is in the crosswalk. 

    The state requires a vehicle to yield only if a person is in the crosswalk on the driver’s side of the street.

    It’s confusing, said Shawn Winter, the planning director for Traverse City. 

    “We have a lot of tourists,” Winter said. “And a lot of them are coming from within Michigan.”

    “It would be helpful if there was some sort of more unified state legislation specifically for urban areas that made it more consistent like, no matter where you are, if you see a pedestrian and a crosswalk, you stop.”

    New legislation isn’t sufficient as it already appears that law enforcement officers haven’t been properly trained on existing pedestrian laws, Todd Scott wrote in an email. Scott is the executive director of the Detroit Greenways Coalition, which advocates for greenways and pedestrian and bicycle-friendly streets in Detroit.

    Scott also says more enforcement isn’t the answer. 

    “Such enforcement is a largely temporary and often ineffective method for improving road safety,” Scott said.

    Detroit Greenways is a member of the Transportation Equity Caucus that doesn’t support federal funding for enforcement efforts like Michigan’s annual pedestrian safety enforcement week.

    “Most Michigan roads are designed to be motorist friendly — and the conditions are getting worse,” Scott said.

    The state Department of Transportation concluded a study in August in Charlevoix where three pedestrian accidents have occurred since October 2020. One person died.  

    It recommended “limiting certain turning motions for vehicles, having crosswalks in predictable locations and marked similarly, and including additional signals to reduce ambiguity about right-of-way,” Krista Phillips wrote in an email. Phillips is the traffic, safety and operations engineer for the Transportation Department’s North Region.

    The Southeast Michigan Council recently conducted walking audits in Clarkston, Lincoln Park and Clawson to improve downtown pedestrian safety.

    “We’re basically just trying to get the word out there how to be safe on the road, and how pedestrians and vehicles can share the road,” Feldbush said. 

    “Our motto is ‘Everybody’s Road. Everybody’s Rules.’”

    In 2013, a new car seat regulation was introduced: "i-Size" is the name of a new European safety regulation that affects car seats for children under 15 months of age.     Since the first car was manufactured and put on the market in the early 1900s, many modifications and adjustments have been implemented to protect those that drive and ride in motorized vehicles. Most restraints were put into place to protect adults without regard for young children. Though child seats were beginning to be manufactured in the early 1930s, their purpose was not the safety of children. The purpose was to act as booster seats to bring the child to a height easier for the driving parent to see them. It was not until 1962 that two designs with the purpose of protecting a child were developed independently.[5] British inventor Jean Ames created a rear-facing child seat with a Y-shaped strap similar to today's models.[6] American Leonard Rivkin, of Denver Colorado, designed a forward-facing seat with a metal frame to protect the child.[7]

    Seat belts for adults were not standard equipment in automobiles until the 1960s. Child safety seats first became available in the late 1960s, but few parents used them.[8]

    Classifications[edit]

    There are several types of car seats, which vary in the position of the child and size of the seat. The United Nations European Regional standard ECE R44/04[9] categorizes these into 4 groups: 0–3. Many car seats combine the larger groups 1, 2 and 3. Some new car models includes stock restraint seats by default.

    Group 0[edit]

    Group 0 baby seats, or infant carriers, keep the baby locked up in a rear-facing position and are secured in place by a standard adult seat belt and/or an ISOFIX fitting.

    For young infants, the seat used is an infant carrier with typical weight recommendations of 5-20 lb. Most infant seats made in the US can now be used up to at least 22 pounds (10.0 kg) and 29 inches (74 cm), with some going up to 35 pounds (16 kg). In the past, most infant seats in the US went to 20 pounds (9.1 kg) and 26 inches (66 cm). Infant carriers are often also called "Bucket Seats" as they resemble a bucket with a handle. Some (but not all) seats can be used with the base secured, or with the carrier strapped in alone. Some seats do not have bases. Infant carriers are mounted rear-facing and are designed to "cocoon" against the back of the vehicle seat in the event of a collision, with the impact being absorbed in the outer shell of the restraint.     Convertible seats[edit]

    Convertible seats can be used throughout many stages. Many convertible seats will transition from a rear-facing seat, to a forward-facing seat, and some then can be used as a booster seat. Many convertible seats allow for 2.3–18 kg (5-40 lb.) rear-facing, allowing children to be in the safer rear-facing position up to a weight of 18 kg (40 lbs).

    Convertible safety seats can be installed as either rear-facing or forward-facing. There is a large selection available to choose from and weight limits, height limits, and extra features vary from seat to seat and by manufacturer. Seats with a 5-point harness are considered safer than those with an overhead shield.[11]

    Convertibles aren't considered the best choice for a newborn because the bottom harness slots are often above the shoulders of most newborns. A seat with low bottom harness slots can be used if it is desired to use a convertible from birth.

    Rear-facing weight limits range from 9 to 23 kg (20 to 51 lb) depending on the manufacturer and country of origin. Forward-facing limits range from 9 to 40 kg (20 to 88 lb) depending on the seat model and the manufacturer and country of origin.

    Most convertible seats in the U.S. have at least a 16 kg (35 lb) rear-facing weight limit, most now to go to 18 kg (40 lb), some 20 kg (44 lb) and a few 23 kg (51 lb). The American Academy of Pediatrics (AAP) recommends that children remain rear-facing until they outgrow their convertible seat, regardless of how old they are. Children can remain in a rear-facing seat until they have either outgrown the weight limit for their seat, or the top of their head is within 25 mm (1 in) of the top of the shell of the car seat.[12]

    Group 1[edit]

    The National Highway Traffic Safety Administration (NHTSA) provides guidance on the reuse of child restraint systems after a crash. Replacement of child restraints is recommended following a moderate or severe crash in order to ensure a continued high level of protection for child passengers. However, recent studies demonstrate that child restraints can withstand minor crash impacts without any documented degradation in subsequent performance.[29]

    A minor crash is defined by the NHTSA as one in which all of the following apply:

    • A visual inspection of the child safety seat, including inspection under any easily movable seat padding, does not reveal any cracks or deformation that might have been caused by the crash
    • The vehicle in which the child safety seat was installed was capable of being driven from the scene of the crash
    • The vehicle door nearest the child safety seat was undamaged
    • There were no injuries to any of the vehicle occupants
    • The air bags (if any) did not deploy

    Crashes that meet all of these criteria are much less severe than the dynamic testing requirement for compliance with Federal Motor Vehicle Safety Standard (FMVSS) 213 and are highly unlikely to affect future child safety seat performance.[29]

    Child restraints are sometimes the subject of manufacturing recalls.[30] Recalls vary in severity; sometimes the manufacturer will send an additional part for the seat, other times they will provide an entirely new seat.

    The purchase of a used seat is not recommended. Due to the aforementioned concerns regarding expiry dates, crash testing, and recalls, it is often impossible to determine the history of the child restraint when it is purchased second-hand.

    Baby car seats are legally required in many countries, including most Western developed countries, to safely transport children up to the age of 2 or more years in cars and other vehicles.

    Other car seats, also known as "booster seats," are required until the child is large enough to use an adult seat belt. This is usually, but not always, when the child is 135 cm (4.43 ft; 53 in) [34] tall. The child needs to meet five criteria before moving out of the booster seat, including the child's seating position, shoulder belt position, lap belt position, knee position, and ability to sit properly for the length of the trip.

    Generally, countries that regulate passenger safety have child safety laws that require a child to be restrained appropriately depending on their age and weight. These regulations and standards are often minimums, and with each graduation to the next kind of safety seat, there is a step down in the amount of protection a child has in a collision.[35] Some countries, such as Australia and the United States, forbid rear-facing child seats in a front seat that has an airbag. A rear-facing infant restraint put in the front seat of a vehicle places an infant's head close to the airbag, which can cause severe head injuries or death if the airbag deploys. Some modern cars include a switch to disable the front passenger airbag for child-supporting seat use.

    European Union and UNECE regulations[edit]

    Directive 2003/20/EC of the European Parliament and the Council[36] has mandated the use of child-restraint systems in vehicles effective May 5, 2006. Children less than 135 centimetres (53 in) tall in vehicles must be restrained by an approved child restraint system suitable for the child's size.[37] In practice, child restraint systems must be able to be fitted to the front, or other rows of seats. Children may not be transported using a rearward-facing child restraint system in a passenger seat protected by a front air bag, unless the air bag has been deactivated.[citation needed]

    For a child restraint to be sold or used within any of the 56 UNECE member states it must be approved by the standards of UNECE Regulation 44/04, Directive 77/541/EEC or any other subsequent adaptation thereto. In order to be granted ECE R44 approval the child restraint must comply with several design, construction and production conformity standards.[38] If approval is granted the seat can display an orange label with the unique approval license number, the type of approval, the mass group approved for and the details of the manufacturer.

    However, until May 9, 2008 member states may have permitted the use of child restraint systems approved in accordance with their national standards. EuroNCAP has developed a child-safety-protection rating to encourage improved designs.     2013: New EU I-Size regulation is introduced: "i-Size" is the name of a new European safety regulation, UNECE Regulation 129 that affects car seats for children under 15 months of age.     Australia[edit]

    Australian laws regarding infants in motor vehicles were revised on November 9, 2009.[citation needed]

    By law every child restraint sold in Australia must carry the Australian Standard AS/NZ1754 sticker (pictured right). Most overseas child restraints, including restraints from Europe and the US, do not comply with these Standards and cannot legally be used in Australia. This also applies for ISOFIX child restraints imported from Europe or the USA.

    • Children between six months and under four years must be restrained in a rear- or forward-facing restraint.

    In Australia there are six different types (Type A to Type F) of child restraints under the mandatory standard. Note: these restraints are NOT based on weight but on HEIGHT. All car seats with the AS/NZ1754 sticker will have height markers. These markers show clearly for what height the seat is appropriate.

    The six types are:

    1. Type A: Rearward-facing or transversely installed restraint with a harness or other means of holding the child back
    2. Type B: Forward-facing chair with a harness
    3. Type C: Forward-facing harness without a chair
    4. Type D: Rearward-facing chair with harness
    5. Type E: a restraint that consists of either:
      • a booster seat or booster cushion used with a Type C child restraint and a seat belt, or with a lap-sash seat belt,
      • a converter seat suitable for children who weigh 18 to 32 kg (40 to 70 lb).
    6. Type F: A restraint that consists of either:
      • a booster seat used in conjunction with a Type C child restraint and a seatbelt, or with a lap-sash seatbelt, suitable for children approximately 4 to 10 years of age, or
      • a converter used in conjunction with a seatbelt, suitable for children approximately 8 to 10 years of age.

    Combination Type A/B: Child restraints can also be a combination of the above types. For example, a Type A/B converter seat.

    The responsibility for children under the age of 16 using restraints or safety belts correctly rests with the driver. In Queensland, penalties for drivers not ensuring that passengers under the age of 16 are properly restrained involve a fine of A$300 and three demerit points. In Victoria the penalty is a fine of A$234 and three demerit points.[39] Possible suspension or cancellation of license may also apply.

    Exemptions to the law[edit]

    • Laws regarding taxis vary by state for infants. For children up to seven, a child restraint must be used if available, otherwise the child must use a properly fastened and adjusted seat belt.[citation needed]
    • A child traveling in a police or emergency vehicle.
    • If a child has a medical condition or physical disability that makes it impractical to use a child restraint and the driver has a certificate from a doctor indicating this is the case.[40]

    Austria[edit]

    • All children who are smaller than 150 cm (4 ft 11 in) and younger than 14 years old must use a booster or car seat appropriate to their weight. A child must be either 14 years old or 4'11" to ride without a booster seat.

    Brazil[edit]

    • All children who are smaller than 145 cm (4 ft 9 in) and younger than 7 years old must use a booster or car seat appropriate to their weight. A child must use a car seat at ages 0–4; Ages 5–7 a booster is required.
    • Children under 10 years old are required to ride in the back seat.

    Canada[edit]

    • Child restraint requirements vary from province to province.
    • The strictest province law requires children who are younger than 10 years and smaller than 4 ft 9 in to use a booster seat.
    • For safety reasons, it is generally advised to use a booster seat until the child reaches a height of 4 ft 9 in.

    Germany[edit]

    As an EU member states, products used in Germany should comply with European Union single market definitions.

    • All children younger than 12 years and smaller than 135 cm (4 ft 5 in) [34] must use a booster seat or child-safety seat appropriate to their weight. The Department of Transport advises that children continue to use a seat when they are 12 years or older but smaller than 150 cm (4 ft 11 in).
    • It is highly recommended that children younger than 14 years sit in the back seat or use a booster seat in the front seat.

    Israel[edit]

    • 1961 Israeli transportation law states that every passenger and driver in the vehicle must either have a seat belt or a safety seat. A child under the age of 3 must be set in an approved safety seat, and until the age of 8 the child needs to be in a booster or a safety seat. Up until one year a child must ride rear-facing.     New Zealand[edit]

    NZ Transport Agency governs the rules and sets standards for the health and safety aspects with respect to child restraints in New Zealand. Their guidelines dictate the minimum legal requirements for a New Zealand vehicle from the safety perspective. The correct fitting of a car seat can protect individuals and can be a lifesaver. This page provides details on qualified seat installation processes and approved standardized marks to look out for in child restraints. The Agency trains and certifies NZTA certified child restraint technicians who are authorized to install child safety seats.[46]

    Rules and regulations for passengers of different ages[edit]

    • Children aged under 7 years must use an approved child restraint unless they are travelling in a public bus, shuttle or taxi and an approved child restraint is not available.

    Philippines[edit]

    Under the Republic Act No. 11229, or the Child Safety in Motor Vehicles Act which took effect in 2 February 2021, children age 12 years and below who are smaller than 1.50 m (4 ft 11 in) are required to use "child restraint systems" or child car seats and is bared from seating in the front seat of vehicles. The Department of Transportation is also mandated by the same law to conduct a feasibility study on the use of child restraint systems on public transport including buses, taxis, and jeepneys. The law does not cover motorcycles and motorized tricycles.[50]

    Spain[edit]

    As an EU member states, products used in Spain should comply with European Union single market definitions.

    • Front seats: children younger than 12 years or smaller than 4 feet 5 inches must use a child-safety seat. Persons bigger than 135 cm (4 ft 5 in) may use the adult safety belt.
    • Rear seats: persons smaller than 135 cm (4'6") must use a child-safety seat. Also true for kids younger than 12 years.

    United Kingdom[edit]

    As it was an EU member state at the time laws were introduced, products used in United Kingdom should comply with European Union single market definitions.

    From September 18, 2006, all children under the age of 12 have to use some form of child car seat, unless they are taller than 135 cm (4 ft 5in).[51]

    United States[edit]

    • In 2003, the American Academy of Pediatrics (AAP) suggested that infants "should spend minimal time in car seats (when not a passenger in a vehicle) or other seating that maintains supine positioning" to avoid developing positional plagiocephaly ("flat head syndrome").[52]
    • Child restraint requirements differ for the various states in the United States.
    • In Florida and South Dakota, children who are four years or older can use an adult seat belt without a child safety seat. In the rest of the country, a booster seat or otherwise appropriate child restraint is required until the child is between five and nine years old, depending on the state.
    • Most states include in their law a requirement that all infants ride rear-facing until they are BOTH one year of age AND at least 20 pounds.[53] Though it is not included in every state's law, no child safety restraint marketed to the US will accommodate an infant less than 20 pounds, some no less than 22 pounds, in a forward-facing position. As of 2011, most children ride rear-facing until they are at least 2 years of age.
    • The National Highway Traffic Safety Administration (NHTSA) advises the use of a child restraint or a booster seat for all children who are shorter than 4 ft 9 in, regardless of age and weight, or even longer if the belts hit the child at the wrong place. Some booster seats can be used for children up to 60 inches and 120 pounds.
    • Many state laws prefer that children 12 years and younger sit in the back seat if available. Some states, as is the case in Michigan,[54] forbid placing a child under the age of 4 years in soccer america vs leon front seat if a rear seat is available.

    Manufacturing[edit]

    Types[edit]

    There are different types of child safety seats for children of different sizes and ages.

    • Infant seats - Child safety seats made specifically for infants are the smallest and have carrying handles for easy carrying and loading. Newborns are most often placed in a rear-facing seat. These seats are designed for infants is up to 22 pounds (10.0 kg) to 32 pounds (15 kg), depending on the model.
    • Convertible seats - Similar to the infant seat, the convertible seat can be used in a rear- or forward-facing position and is used for children typically beginning at 5 pounds (2.3 kg) up to 50 pounds (23 kg). The rear-facing position is used for children until they weigh more than 20 pounds (9.1 kg) and are at least two years old. Research studies and crash test results show that children are safer in a rear-facing child safety seat. The American Academy of Pediatrics recommends keeping children in a rear-facing seat until "they are 2 years of age or until they reach the highest weight or height allowed by their car safety seat’s manufacturer" (www.healthychildren.org).
    Some seats allow the child to stay rear-facing until 45 pounds (20 kg). Once the child has reached the minimum requirements to be forward facing, the seat can be turned around and used as a forward-facing seat.[citation needed]
    • Combination seats - The combination seat or five-point booster is a forward-facing seat that has a five-point harness system. It can be modified to a belt-positioning booster by removing some webbing[56]
    • Booster seats - The earlier described combination seat can become a high-back belt-positioning booster. There is also a high-back belt positioning-booster that is available for that purpose only. The other type of belt-positioning booster is the low-back or no-back booster.     Hazards[edit]

    Manufacturers have quality controls to ensure seats are properly put together and packaged. However, it is not guaranteed that the included instructions are always adhered to and correctly followed. Up to 95% of the safety seats that are installed may not be the right seat for the child, may be hooked into the vehicle loosely, may be hooked with an incompatible belt in the vehicle, may have harnesses incorrectly fastened in some way, or may be incorrectly placed in front of air bags. In 1997, six out of ten children who were killed in vehicle crashes were not correctly restrained.[55]

    Along with the problem of instructions not being followed properly, there are other hazards that can affect children involving these safety seats. A recent study[clarification needed] attributed many cases of sudden infant death syndrome (SIDS) to the prolonged sitting or lying position these infants are in when putting the safety seats to use. When researchers reviewed more than 500 infant deaths, it was found that 17 of these deaths occurred while the infant was in a device such as a child safety seat. The age of the most occurring rates of death by SIDS in a child safety device was found to be under one month, having six of the 17 deaths happen in this age group. Although SIDS has been found to be a high risk regarding child safety seats, a coroner in Quebec also stated that "putting infants in car seats…causes breathing problems and should be discouraged."[58] His warning came after the death of a two-month-old boy who was left to nap in a child safety seat positioned inside his crib rather than the crib itself. The death was linked to positional asphyxiation.[58] This means that the child was in a position causing him to slowly lose his supply of oxygen. Coroner Jacques Robinson said it's common for a baby's head to slump forward while in a car seat that is not properly installed in a car and that can diminish a baby's ability to take in oxygen. "The car seat is for the car," he said. "It's not for a bed or sleeping." Robinson added, however, he has nothing against car seats when they are properly used. The coroner said that it is common for a baby's head to "slump forward while in a car seat and that it diminishes oxygen".[58]

    The American Academy of Pediatrics says to "make sure the seat is at the correct angle so your infant’s head does not flop forward. Many seats have angle indicators or adjusters that can help prevent this. If your seat does not have an angle adjuster, tilt the car safety seat back by putting a rolled towel or other firm padding (such as a pool noodle) under the base near the point where the back and bottom of the vehicle seat meet." Safety seats come with an instruction booklet with additional information on the appropriate angle for the seat.

    Criticism[edit]

    There has been some criticism of the safety standards for forward-facing child safety seats, in particular by the economist Steven D. Levitt, author of the popular book Freakonomics, who evaluated only fatal collisions between 1975 and 2003. Other researchers say that child safety seats offer a considerable safety advantage over seat belts alone, when looking at data about collisions in newer cars with newer child safety seats, without restricting the data to include only fatalities.[59]

    Child safety seats can be expensive and bulky, and if the family has multiple children who need to use child safety seats at the same time, it may even be necessary to buy a larger vehicle or specialized, narrower safety seats to comply with legal requirements about transporting children safely. One economic study found that these requirements affected families' decisions about birth spacing, and estimated that, in 2017, the requirements for fitting multiple child safety seats into a vehicle at the same time had likely discouraged several thousand families from having an additional child at that time.[60] A major challenge to child restraint use is that it is considered as a mechanism to discipline children instead of being seen as a safety device by parents and as children became older they actively seek opportunities to negotiate the non-usage of restraints.[61]

      For many, many years, the Safety 1st Alpha Omega family of car seats was the default car seat for many, many families. While it claimed to be a multimode car seat, the belt fit in booster mode was poor and unsafe for most children. When it was discontinued, CPSTs across the nation rejoiced and welcomed the Grow and Go 3-in-1 in its place.

      Safety 1st has a number of convertible and multimode seats.  We’ve created a handy comparison chart to detail the differences between models.

      The Grow and Go has multiple ease of use features, among them is the easy to remove washable cover. When the harness is in the rethread position, the cover can be removed without removing the harness or uninstalling the seat!

      The buckle holder is another ease of use feature. It can hold either the buckle tongues or the harness webbing out of the way so the care giver doesn’t have to awkwardly dig the buckle out from under the child every time the child gets in the seat.

       

       

      Installation: Rear Facing

      In rear facing mode, the Grow and Go fits children who weigh between 5-40 pounds and are 19-40 inches tall. This seat has 2 rear facing recline angles. These options can help the seat fit into most vehicles, regardless of how sloped or not sloped the vehicle seat is.

      The Grow and Go has three recline positions. Position 1 is for forward facing only, positions 2 and 3 are rear facing. There is a handy guide on the side of the seat to show which position the seat is in. The higher the number, the more reclined the seat will be.

      For an infant who cannot sit up unassisted, the Grow and Go must be in recline position three and have the red rear facing line on the side of the seat parallel to the ground. Once the child can sit unassisted, you can have the seat installed in a more upright position. Recline positions two or three may be used at this time.

       

      The sloped seats of the Town and Country required using recline position three along with the noodleless installation method to get the level line parallel with the ground. In a vehicle with less sloped seats, recline position three alone should be sufficient.

       

      When the Grow and Go is fully reclined for newborns, it has a pretty sizeable front to back footprint. This footprint means it’s not the best option in compact cars for infants who cannot yet sit up unassisted. For older babies who have neck control, recline position two gives much more room front to back.

      The difference in front to back space between recline 2 and 3 will vary by vehicle. For example, in a four door Cavalier, the Grow and Go can be installed rear facing using recline position two with the front seat all the way back.

       

       

      Thanks to our friends at Vancouver Island Car Seat Techs, we have a few insights to the Canadian Safety 1st Grow and Go. In Canada, the seat has only one recline line and it must be used at all times, regardless of child’s age or size. Unfortunately, this makes the seat much less compact; so it will only fit well rear facing in larger vehicles.

      The Grow and Go’s lower anchor connectors are the standard j-hook style. The lower anchor child weight limit is the same as the rear facing weight limit of 40 pounds so it could be installed with lower anchors for the entire time a child rides rear facing. However, the vehicle seat belt can be used at any weight. Install using only the vehicle seat belt or lower anchors, not both, and the tether is never to be used when rear facing.

      The Grow and Go has a no rethread harness for all but the tiniest passengers. There’s a newborn harness position for small infants. This harness position will probably be required until most children are around 6-9 months old because the first no rethread harness position is a fairly tall 10 inches.
      We found threading the harness into this lowest harness position on our particular seat pretty challenging. There’s a lot of padding to work through and the harness slot itself on our review model was sharp. We’ve tried this task on another Grow and Go seat and found it much easier to do.

      To use the lowest harness position, the headrest must be in the bottom position. It’s physically impossible to thread the harness through the separate harness slot if the headrest is not in the lowest position.

      The Grow and Go also comes with additional body and head supports to provide a consistently good harness fit for the youngest passengers. The body support must be used anytime the harness is in the lowest newborn harness position. The harness threads through the body support to help keep it in place.

      The harness covers can be removed to fit the tiniest of passengers.  Please store them in a location you’ll remember — replacements cannot be ordered separately.  The manufacturer only sells the harness pads as part of a set along with a new cover.

      Once the child is large enough to use the lowest no rethread harness position, the body insert can be removed. The additional head support has tabs that hook into the headrest and can be removed at any time.

      Forward Facing

      Our Grow and Go has a two year minimum age for forward facing. This means all children using this seat must ride rear facing until at least age two, weigh 22 pounds, and are 29 inches tall. Your child must hit all three milestones in order to forward face in the Grow and Go. It’s safer to continue to ride rear facing until your child outgrows the limits of the seats. That’s 40 inches, 40 pounds, or when there is less than an inch of space above the child’s head when using the correct headrest position, whichever comes first.

      Newer models of this seat and other car seats made by Dorel have a one year minimum age for forward facing. We advocate that children ride rear facing as long as possible.
      Once your child has outgrown the rear facing weight limit of the Grow and Go, the seat will need to be installed with the vehicle seat belt. Lower anchor installation is allowed if the child weighs less than 40 pounds. The top tether is required for forward facing.

      Forward facing installations require recline position one. The top tether is an integral part of safety for forward facing restraints and is required. To position the harness for forward facing, adjust the headrest so the harness is close to the child’s shoulders, but still above them.

      High Back Booster Mode

      Not only does the Grow and Go have rear and forward facing modes, it’s also a transitional booster seat that offers a good seat belt fit in booster mode. The 18.5 inch shoulder belt guide position means that this seat may not last terribly long in booster mode but it’s a nice option to help new booster riders adjust to their new responsibilities.

      The 2015 IIHS Booster Ratings awarded the Grow and Go a Good Bet, which means that it has an acceptable vehicle seat belt fit in most vehicles.

      In booster mode, the Grow and Go must be in recline position one. This is the same recline position used for forward facing harness mode installations. The seat doesn’t allow for the lower anchors or tether in booster mode so the seat has to be buckled in when not in use and the lower connectors stored away.

       

      Converting to Booster Mode

      Some multimode car seats h and m near me sale swtiching between harness and booster mode quite challenging because the harness must be removed and stored. The Grow and Go’s harness storage system keeps the harness attached to the seat, the chest clip is stored under the cover so no way for it to get lost. The crotch buckle must be stored.

      To switch to booster mode in the Grow and Go, remove the crotch buckle and pad, then unsnap the cover and pull it back. Close the chest clip and thread the harness through the notches on the side of the plastic headrest support that extends behind the child’s back. Tighten the harness and the chest clip will slide safety 1st grow and go 3 behind the head support and out of the way. Snap up the cover and the seat is ready for booster mode.

      To adjust the Grow and Go for an infant, pull the crotch buckle down under the seat’s shell, then back up through the middle crotch buckle to shorten it. The crotch buckle isn’t overly long so this adjustment is a bit of a chore.

      Skipping this step should still provide a nice harness fit on most newborns, the alternate newborn crotch buckle routing can help the Grow and Go fit the smallest of babies well. If your particular Grow and Go includes a crotch buckle cover, it is required at all times in harness mode.

      Fit to Child

      Our Huggable Images newborn weighs 7 pounds and 17″. She fits great using the newborn harness position with the harness just below her shoulders. She fit well using both the newborn crotch buckle setting and regular small setting. The harness covers were removed to allow the chest clip to be at armpit level and allow easier access to the harness to do the pinch test. The harness pads can be removed at any point when using the harness.

      Rear Facing Toddler

      This model is 3 years old, weighs 30 pounds, and is 36 inches tall. She is citi mobile credit card payment the third harness slot of the five available and it is right even with her shoulders. The additional head and body inserts were removed and she is using the middle crotch buckle position with the required crotch buckle cover.

      When rear facing, only the closest two crotch buckle positions may be used. She’ll get easily another year out of this seat rear facing and since rear facing is the safest way to ride, this is how she normally rides.

      Forward Facing

She’s using the fourth harness slot of the five. She could easily use this seat forward facing for another 2-3 years on her current growth curve. This is great for her since should be at least five before moving into a high back boosterand mature enough to handle the switch.

      High Back Booster

      This model is 6.5 years old, first service bank login 55 pounds, and is 48 inches tall. She’s tall for her age and has a long torso so outgrows car seats sooner than her peers. Even though she still meets the written requirements to use the harness, here she’s using the highest position for the booster belt guide. She’s almost outgrown the Grow and Go even in booster mode. For the moment, she fits well and has proper belt fit for a booster. The lap belt is low on her lap, not on her abdomen, and the shoulder belt crosses well and touches her body, not hovering in front of it. This is a superior belt fit compared to the discontinued Safety 1st Alpha Omega. Seeing this excellent seat belt fit makes a CPST very happy!

      Important Information: Where to Find

      FAA Approval- The Grow and Go is FAA approved when used in harness mode. It is not approved in booster mode though and because of its size, would not be recommended for travel if you were using it without the harness. You can find the FAA approval statement on the sticker on the child’s right side. When used rear facing, if the child is sitting unassisted, it may fit well front to back for airline travel using it on recline position two. FAA information is found on page 31 of the manual.

      Expiration The Grow and Go has a ten year expiration from the date of manufacture. The date of manufacture is found on a white sticker on the side of the seat, while the seat is imprinted on the bottom with Do Not Use Ten Years from the Date of Manufacture. Near the date of manufacture sticker is also one of the QR codes available to help with installation videos. When I tried to use the QR code, it took me to a promotional video with no option for installation videos.

      Manual Storage The manual is stored in this little compartment on the base of the seat, right near the storage for the tether anchor when using the seat rear facing. When forward facing, the tether should always be used, so no need to store it then.

      Other Versions of this Seat

      Other versions of this seat include the Grow and Go Air and the Grow and Go Air EX. Similiar, but shorter-lived versions of the Grow and Go are the Safety 1st EverFit and MultiFit 3-in-1. These options only harness forward facing until the child weighs 40 pounds, which is a very low weight limit. They also cannot be used in booster mode until the child weighs 40 pounds, so there is often a span of time the seats are unusable. We’d suggest sticking to the Grow and Go family of products instead of these options.

      Overall Thoughts

      The harness or vehicle seat belt fit in all three modes remains the Grow and Go’s leading feature. After so many years of having the ill-fitting in booster mode Alpha Omega on the market, the Grow and Go is a welcome change that can fit children from birth through their first days as booster riders.

      What is a Anti-Rebound Bar?

      An anti-rebound bar (ABR for short) is used for rear facing car seats. It is a bar near the foot of the car seat (near baby's feet) which protects baby during a crash by minimizes forces and reducing rotaitons by up to 50% in a rear collision.
      Any time you can minimize the motion in a crash, though, the potential for injury is also reduced. The added stability provided by an anti-rebound bar or foot could lessen the risk of injury to a child in a crash. Anti-rebound features are not a federally required car seat feature in Canada and the U.S.

      What is the difference between the 3 models of Safety 1st's Grow and go car seats?

      Key features of these seats include a “QuickFit harness” that adjusts the harness and headrest by pushing on a lever at the headrest. . . hence, no rethreading is needed as the baby grows. (We should note that the no rethread feature has a caveat: you do have to rethread the harness when moving it from the lowest position for babies. After that one rethread, it adjusts to more heights without rethreading). And the newest seats (the Air, Air Sport and EX Air) have the Air Protect side impact protection cushions.

      Also nice: harness holders that make it easier to put baby in the seat—no more fishing the harness from behind a child or under their bottom.

      We liked the machine washable and dryer safe pad that easily removes from the seat (without having to remove the harness), as well as the two integrated cup holders. The Grow & Go has a three-position recline, basic (hook) LATCH connectors and a head/body support for newborns. As a booster, the Grow & Go’s harness removes (and stores away) to become a belt-positioning booster that earned a Good Bet from the IIHS.

      The basic version of the Grow & Go has double triggers to adjust the headrest. It also doesn’t have the Air Protect cushions.

      At $135-$190, this seat is affordably priced. What’s the difference between the four options? For the most part, it’s just better fabrics although the basic Grow & Go doesn’t have the Air Protect cushions and the center harness adjustment button.

      So what are the negatives to the Grow & Go? In the most reclined position, the Grow & Go takes up a good amount of real estate in a back seat . . . and that could make it a challenge to use it in smaller vehicles. With only three recline positions, the Grow & Go pales in comparison to seats like Chicco NextFit. Of course, that seat costs $130 more than the Grow & Go.

      Chicco is one of the big players in the car seat and stroller business. The baby products giant has a full portfolio of car seats, including the new Keyfit 35 ClearTex infant car seat.

      The ClearTex part of its name means this seat uses fire-resistant fabrics that haven't been treated with chemicals, giving you peace of mind and your baby a lower risk of skin reactions. The Keyfit 35 features a base with a rebound bar that braces against the vehicle seat back for a more stable fit. The base cinches down easily enough using the LATCH (short for Lower Anchors and Tethers for Children) belt. Once that's done, you can click the seat in or unfasten it to transfer to a compatible Chicco stroller.

      Car seat companies are constantly innovating and finding new ways to add versatility to something as seemingly basic as a seat. Most infant car seats are made up of a base and the seat itself, which can detach easily for use as a carrier or click into a compatible stroller. But the Maxi-Cosi Coral XP one-ups the competition with the ability to separate a third way for an even lighter wearable carrier. 

      The upholstered and cushioned portion of the Coral XP's seat can be detached with the push of a button and lifted out of the outer carrier shell by the large straps on the sides. A heavy-duty shoulder strap with quick release clips is included and is intended to be worn cross-body. The inner carrier weighs about 5 pounds, so carrying your baby this way is pretty comfortable. This method is best used for newborns, but I was able to carry my 1-year-old daughter for a few minutes before my back and shoulder started aching. This feature definitely would have come in handy when she was younger, especially for the frequent visits to her doctor on the second floor of an elevator-less medical building. 

      When combined with the outer carrier shell, the seat is compatible with all Maxi-Cosi strollers, along with some premium strollers like the Uppababy Vista once adapters are installed. The Coral XP's base is on the long side, so it might not be ideal for cars with shallow rear seat cushions. 

      At its $400 list price, the Coral XP is on the pricier end of the spectrum. But its solid build quality and unique carrier feature help justify the cost. (However, it can at times be had at significant discounts, so keep an eye out.)

      No one enjoys interrupting their baby's precious sleep, which is why travel systems that let you transfer a car seat to a stroller exist. The Doona infant car seat stroller takes that concept a step further by building a compact stroller into the car seat itself. 

      Like other infant car seats, the Doona is most convenient when used with the base it comes with. That base is easy to install using the LATCH hooks, which tighten with a turn of a knob. Once the base is secured, you can click the car seat in place and buckle your child in. You then have more options when taking baby out of the car. If they fall asleep, you can take the seat out of the car and convert it to stroller mode in just a few simple steps. With practice, you'll be able to do it without your baby even flinching. 

      Having the ability to take my daughter out of the car and instantly roll her into a store for a quick errand was a game-changer. I was able to stealthily hoist the seat out of the car, transform it into a stroller, and venture into the store without her waking up. Pressing my luck, I drove to another store and did it again, turning what would have been a 10-minute nap into a 45-minute one. This is nothing new if you have an infant car seat and compatible stroller, but not having to dig the rolling portion of the travel system out of the trunk each time saves you a lot of trouble (not to mention your back). I could see the Doona being a lifesaver for parents with small cars and/or limited cargo space.

      Though the Doona has a weight limit of 35 pounds, picking it up with a child over 20 pounds will feel like powerlifting. The car seat-stroller hybrid weighs almost 17 pounds by itself, so plan your upper body workouts accordingly.

      Launched in early 2021, Century is a newcomer to the baby gear game. A sister brand to Graco, Century offers easy-to-use products made from sustainable materials at an affordable price. Century's convertible car seat, the DriveOn Three-in-One, certainly meets that last criteria. Priced around $145, the DriveOn Three-in-One offers a lot of value for the money. 

      The seat accommodates children ranging in weight from 5 pounds all the way up to 100 pounds through its three convertible modes: rear-facing, forward-facing and high-back booster. The DriveOn Three-in-One's LATCH system straps are nothing fancy, with simple clip-style hooks instead of button-release connectors, but they work. The lower anchor strap is easy to tighten and the low profile of the buckle on the tether strap makes it easy to pass underneath a headrest and secure it to the tether anchor. 

      The headrest is easily adjustable via an easy-to-find yellow lever on the top. Meanwhile, the seat feels well padded with soft, breathable fabrics, which are said to use recycled materials. The upholstery removes easily and is machine washable.

      MOSCOW (AP) — The Kremlin said Friday that President Vladimir Putin will seek binding guarantees precluding NATO’s expansion to Ukraine during a planned call with U.S. President Joe Biden, while a U.S. intelligence report and the Ukrainian defense minister warned of a possible Russian invasion of Ukraine as soon as next month.

      With tensions between Russia and the West escalating, Biden said his administration was “putting together what I believe to be the most comprehensive and meaningful set of initiatives to make it very, very difficult for Mr. Putin to go ahead and do what people are worried he may do” in positioning troops near Ukraine.

      The NATO chief and numerous former U.S. diplomats and security officials say Russia’s demand that Biden rule out NATO membership for Ukraine, a former Soviet republic eager to ally with the West, is a nonstarter.

      “There’s absolutely no way in the world that that Russian position will make any progress,” John Herbst, a former U.S. ambassador to Ukraine, said Friday. “It’s basically a rhetorical point for Moscow.” More likely, he said, were U.S. assurances that Western military assistance to Ukraine be for defensive purposes only.

      Ukraine, the U.S. and other Western allies are increasingly concerned that a Russian troop buildup near the Ukrainian border could signal Moscow’s intention to invade. Officials say it remains unclear if Putin intends to go through with an invasion or appears to be threatening one in hopes of forcing concessions from Ukraine and its Western allies. The U.S. has threatened the Kremlin with the toughest sanctions yet if it launches an attack, while Russia has warned that any presence of NATO troops and weapons on Ukrainian soil would cross a “red line.”

      Ukrainian Defense Minister Oleksii Reznikov told lawmakers Friday that the number of Russian troops near Ukraine and in Russian-annexed Crimea is estimated at 94,300, warning that a “large-scale escalation” is possible in January.

      An unclassified U.S. intelligence report made public later Friday cited recent artillery, troop and materiel movements near Ukraine’s border in saying Russia was planning for the possibility of a military offensive with 175,000 troops early next year.

      “The plans involve extensive movement of 100 battalion tactical groups … along with armor, artillery, and equipment,” according to the U.S. report, which said about half of those units were already near Ukraine’s border. The intelligence finding was first reported by The Washington Post. A Biden administration official, speaking on condition of anonymity to discuss the finding, confirmed it to The Associated Press.

      Amid the mounting tensions, Putin’s foreign affairs adviser Yuri Ushakov told reporters Friday that arrangements have been made for a Putin-Biden call in the coming days, adding that the date will be announced after Moscow and Washington finalize details.

      White House press secretary Jen Psaki said later that administration officials have “engaged in the possibility” of a Biden-Putin call.

      “It certainly would be an opportunity to discuss our serious concerns about the bellicose rhetoric, about the military buildup that we’re seeing on the border of Ukraine,” Psaki said.

      On Thursday, U.S. Secretary of State Antony Blinken met face-to-face with his Russian counterpart, Sergey Lavrov, in Stockholm to demand that Russia pull back troops from the border with Ukraine. Lavrov retorted that the West was “playing with fire” by denying Russia a say in any further NATO expansion into countries of the former Soviet Union.

      Ukraine has pushed to join the alliance, which has held out the promise of membership but hasn’t set a timeline.

      Ushakov noted that during the call with Biden, Putin will raise his demand for a legally binding agreement that would “exclude any further NATO expansion eastward and the deployment of weapons systems that would threaten us on the territories of neighboring countries, including Ukraine.”

      Russia long has pushed for such arrangements, Ushakov said, emphasizing that it has become particularly acute because of the latest buildup of tension. “It simply can’t continue like that,” he said.

      NATO Secretary General Jens Stoltenberg said this week that Russia had no say in whether Ukraine joined the Western security alliance.

      “It is up to Ukraine and 30 allies to decide when Ukraine is ready to join the alliance,” he said. Russia “has no veto, no right to interfere in that process.”

      Russia and Ukraine have remained locked in a tense tug-of-war after Russia annexed Ukraine’s Crimean Peninsula in 2014 and threw its weight behind a separatist insurgency in Ukraine’s eastern industrial heartland, known as the Donbas. More than 14,000 people have died in the fighting.

      Ukraine’s defense minister warned Friday that an escalation “is a probable scenario, but not certain, and our task is to avert it.”

      “Our intelligence service analyzes all scenarios, including the worst ones,” Reznikov said. “The most probable time when (Russia) will be ready for the escalation is end of January.”

      Konstantin Kosachev, a deputy speaker of the upper house of parliament, reaffirmed Moscow’s denial that it was pondering an attack.

      “We don’t have any plans to attack Ukraine. We don’t have any heightened military activity near Ukraine’s borders. There is no preparation underway for an offensive,” Kosachev told Russia’s state TV channel Russia-24.

      The Kremlin has voiced concern that Ukraine may use force to reclaim control of the rebel east. And adding to the tensions, the head of a Russian-backed, self-proclaimed separatist republic in eastern Ukraine said Thursday that he could turn to Moscow for military assistance if the region faced a Ukrainian attack.

      Reznikov said Ukraine wouldn’t do anything to provoke Russia but is prepared to respond in case of an attack. “Ukraine is most interested in political and diplomatic resolution,” the defense minister said.

      He said that Ukraine will launch construction this month of two naval bases with British assistance — one in Ochakiv on the Black Sea and another one in Berdyansk on the Sea of Azov.

      “The development of the navy and the missile program are among our priorities,” he said.
