Bountiful food pantry takes on new curbside service to limit spread of COVID-19; donations needed

BOUNTIFUL, Utah — Food pantries across the state are looking for donations as need increases in wake of the COVID-19 pandemic.

Inside of the Bountiful Community Food Pantry volunteers were hard at work sorting donations, filling grocery bags, and organizing them into portioned carts for different sized families.

In the back, cans of food and other non-perishable items fill metal bins – in the front "shopping" area, perishable goods, canned goods and other items, are neatly organized onto shelves.

It may look the same, but in recent weeks the facility (like many others in the state) has had to undergo major changes.

“What we’ve done is used basically an approach of curbside service,” said Bountiful Community Food Pantry Director, Lorna Koci.

Large bottles of hand sanitizer are now scattered throughout the building, volunteers are armed with facemasks, and disinfecting has become a never-ending job.

“We’re trying to do everything we can to be safe, keep our volunteers safe, so we can continue serving at this time of need,” said Koci.

Part of that safety is the aforementioned curb-side service. Clients are no longer allowed inside of the facility to ‘shop’ and must now wait in their cars.

“We have volunteers inside that get that food ready, put it in a grocery cart for [the client] and then bring it outside for them to put into their car,” Koci said. “We’re trying to have as few people in the building that we need to get the work done that we need to do. We have people that want to be volunteering and we wish we could use them.”

Despite having less staff and more expectations for workers, the demand is high.

“We had a big blip in March, we had a significant increase in the amount of people coming to get food,” Koci said.

Koci believes the now-steady uptick in clientele can be attributed to the rising unemployment rates.

“We know Department of Workforce Services is being inundated with requests, so we are really helping to fill that gap for many people who have applied for assistance but haven’t been able to start yet with it,” she said.

“To see the number of people who are out of work,” she continued. “It is really difficult.”

With less staff, more expectations and more demand, they are still doing everything they can to keep donation bins and carts full.

“We don’t want anybody to be hungry,” Koci said.

It’s not easy, but their hearts have never been fuller.

“This food means a great deal in these uncertain times, we have people say they don’t know what they would do if it weren’t for the help that they get from the pantry,” Koci said. “[Exposure to the virus] is concerning, but our passion for helping is greater than our concern.”

Bountiful Community Food Pantry isn’t the only one feeling the brunt of the pandemic.

According to a new survey conducted by Utahns Against Hunger, which weighed the impact of the pandemic, many food pantries across the state have seen this same increase in the skeleton key in hindi download -- and while pantries are meeting the needs of their clients, the survey suggests there is concern for long-term sustainability without additional resources and funding.

“Many pantries have seen decreases in staff, volunteers, hours of operation and capacity to serve, and at least eight pantries closed due to the quarantine or concerns about COVID-19.”

The survey also found 59-percent of pantries reported a ‘non-food need,’ as shown in the chart below.

    USU Extension Food Pantry Garden Helps Utahns in Need

    Several Utah food banks were recent recipients of 7,112 pounds of produce donated by the Utah State University Extension Food Pantry Garden at the Utah Botanical Center in Kaysville.

     

    The first Utah Botanical Center Food Pantry Garden was planted last spring by three Boy Scouts for their Eagle Scout projects with the help of approximately 60 other people who planted 100 pounds of seed potatoes, 450 tomato plants, 4,000 corn plants and 200 melon plants. The 12,000 square-foot plot was maintained throughout the growing season and harvested in the fall by 1,100 community volunteers assisted by Utah Botanical Center staff members.

     

    “It has been great to see the goodness and enthusiasm of the community as they have volunteered in such huge numbers to support this effort,” said JayDee Gunnell, Utah State University Extension horticulture agent in Davis County. “In our busy lives, there is something therapeutic about getting back to the basics. Working in the dirt seems to cleanse the soul.”

     

    Produce donations included 2,379 pounds to the Bountiful Community Food Pantry, 1,580 pounds to the Family Connection Food Bank in Layton and 3,153 pounds to the Utah Food Bank in Salt Lake City. In addition, 8,200 pounds of onions were donated to the Utah Food Bank by Boy Scouts volunteering at the Kaysville Experiment Station onion research plot.

     

    “The things they grew were wonderful, they were well accepted and people enjoyed them,” said Kathy Jones, assistant operations manager of the Bountiful Community Food Pantry. “We appreciate their donations and sincerely thank them for their generosity and kindness. Last month our facility served more than 1,900 people, so their donation made quite a dent in local hunger.”

     

    Gunnell said the Utah Botanical Center staff looks forward to next year’s garden.

     

    “Since this was our first year, we weren’t sure what to expect,” he said. “We were amazed and appreciative that well over a thousand people took time out of their summers to participate in this project with us, and we are grateful so many Utahns in need were the recipients of their labors. We anticipate that next year’s garden will be even bigger and better.”

    Bountiful food pantry takes on new curbside service to limit spread of COVID-19; donations needed

    BOUNTIFUL, Utah — Food pantries across the state are looking for donations as need increases in wake of the COVID-19 pandemic.

    Inside of the Bountiful Community Food Pantry volunteers were hard at work sorting donations, filling grocery bags, and organizing them into portioned carts for different sized families.

    In the back, cans of food and other non-perishable items fill metal bins – in the front "shopping" area, perishable goods, canned goods and other items, are neatly organized onto shelves.

    It may look the same, but in recent weeks the facility (like many others in the state) has had to undergo major changes.

    “What we’ve done is used basically an approach of curbside service,” said Bountiful Community Food Pantry Director, Lorna Koci.

    Large bottles of hand sanitizer are now scattered throughout the building, volunteers are armed with facemasks, and disinfecting has become a never-ending job.

    “We’re trying to do everything we can to be safe, keep our volunteers safe, so we can continue serving at this time of need,” said Koci.

    Part of that safety is the aforementioned curb-side service. Clients are no longer allowed inside of the facility to ‘shop’ and must now wait in their cars.

    “We have volunteers inside that get that food ready, put it in a grocery cart for [the client] and then bring it outside for them to put into their car,” Koci said. “We’re trying to have as few people in the building that we need to get the work done that we need to do. We have people that want to be volunteering and we wish we could use them.”

    Despite having less staff and more expectations for workers, the demand is high.

    “We had a big blip in March, we had a significant increase in the amount of people coming to get food,” Koci said.

    Koci believes the now-steady uptick in clientele can be attributed to the rising unemployment rates.

    “We know Department of Workforce Services is being inundated with requests, so we are really helping to fill that gap for many people who have applied for assistance but haven’t been able to start yet with it,” she said.

    “To see the number of people who are out of work,” she continued. “It is really difficult.”

    With less staff, more expectations and more demand, they are still doing everything they can to keep donation bins and carts full.

    “We don’t want anybody to be hungry,” Koci said.

    It’s not easy, but their hearts have never been fuller.

    “This food means a great deal in these uncertain times, we have people say they don’t know what they would do if it weren’t for the help that they get from the pantry,” Koci said. “[Exposure to the virus] is concerning, but our passion for helping is greater than our concern.”

    Bountiful Community Food Pantry isn’t the only one feeling the brunt of the pandemic.

    According to a new survey conducted by Utahns Against Hunger, which weighed the impact of the pandemic, many food pantries across the state have seen this same increase in demand -- and while pantries are meeting the needs of their clients, the survey suggests there is concern for long-term sustainability without additional resources and funding.

    “Many pantries have seen decreases in staff, volunteers, hours of operation and capacity to serve, and at least eight pantries closed due to the quarantine or concerns about COVID-19.”

    The survey also found 59-percent of pantries reported a ‘non-food need,’ as shown in the chart below.

    Bountiful » The smartly dressed woman behind the wheel of a new Cadillac didn't drive up to the Bountiful Community Food Pantry to drop off a cash donation or to volunteer.

    She quietly stepped into the office to get her own bag of groceries that are regularly handed out to the needy. As she chatted with a nonpaid staffer, it soon became apparent that she was in a borrowed car, on her way to a job interview.

    "You learn never to make assumptions," said longtime volunteer Craig Cobb. "There's no one description you can give of people in need."

    Cobb helps organize the 200,000 pounds of food stored in the warehouse, often doubling as a forklift operator. He's one of a dozen or so volunteers who help supervise the hundreds of people who come to the pantry to sort, organize and rotate boxes and pallets of food.

    Jaynann Johnson, who hands out items to those in need, says it's not unusual to see expressions of embarrassment or relief when she asks them what type of frozen meat they prefer from the freezer, just behind the main counter.

    "Some people just break down in tears," she said. "I give them a hug and say, "Hey, we're just neighbors helping neighbors.' ''

    Until last fall, frozen meat cuts were so rare that a family of four received one pound of ground hamburger and a single package of hot dogs -- for the month.

    But in November, Smith's Marketplace in Salt Lake City began giving fresh and prepared food nearing expiration dates to Utah Food Bank Service, which in turn distributed it to neighborhood pantries statewide.

    Bountiful Pantry director of operations Dave Karcher calls the program miraculous. Now, instead of the grocer discarding meats, dairy, produce and other perishable items on the "sell by" date, the food is given to the needy.

    "It took a look of effort and work to get through liability issues," he said of the program. "And then it took equipment such as freezers and refrigerated trucks, as well as food handlers licenses, to get the food from the supermarkets to the food pantries."

    Meats, for instance, are immediately frozen, picked up by refrigerated trucks and stored in freezers to maintain a constant temperature. Needy families may now enjoy a roast beef dinner, fish, chicken and other cuts that in the past neither they nor the pantry could afford. Now pantries can use cash donations to purchase other needed items such as fresh milk with money that would have been spent for meat.

    Smith's Grocery Rescue program has expanded to 39 of Smith's stores in Utah. About 45 percent of the donated foods are bakery items, 41 percent produce and the 14 percent are meat, cheese and other perishable items.

    "Our goal is to capture nutritious items like meat, produce and dairy that are safe yet unsellable and help local pantries feed hungry people with well-balanced meals," said Smith's spokeswoman Marsha Gilford.

    Still, the needs are great at the Bountiful Pantry. The number of individuals served in March 2006 totaled 720, compared with 1,568 last March. Summer is a particularly difficult time for the pantry after food drives have been completed. Donations won't pick up again until the Thanksgiving holiday season, leaving volunteers to worry and sometimes scramble in the ensuing months.

    Kathy Jones, who volunteers about 30 hours weekly, remembers dividing up baby wipes into sandwich-sized plastic bags because there weren't enough boxes to hand out to parents. Diapers also can run low -- as can incontinence products for older individuals. And, there's always a need for cooking oil, sugar, ketchup, mayonnaise -- as well as the old standby, canned goods.

    Since Smith's unveiled its Grocery Rescue program, other stores, such as Albertsons, Target, Wal-Mart and Costco, have joined in the effort to pass along groceries nearing expiration dates.

    By July 1, Smith's expects to have all its 48 Utah stores participating in the program, which will triple the amount of the chain's overall donation efforts.

    Grocery Rescue is a business partnership between grocery chains and Feeding America, formerly called America's Second Harvest, the nation's largest domestic hunger-relief charity.

    Smith's parent company, Kroger, which works closely with Feeding America, has donated more than 135 million pounds of food and groceries, valued at more than $200 million, to more than 85 local food banks during the past five years.

If the charity does report a diversion, then we check to see if it complied with the Form 990 instructions by describing what happened and its corrective action. This metric will be assigned to one of the following categories:

    • Partial Credit: There has been a diversion of assets within the last two years and the charity has used Schedule O on the Form 990 to explain: the nature of the diversion, the amount of money or property involved and the corrective action taken to address the matter.     Audited financial statements provide important information about financial accountability and accuracy. They should be prepared by an independent accountant with oversight from an audit committee. (It is not necessary that the audit committee be a separate committee. Often at smaller charities, it falls within the responsibilities of the finance committee or the executive committee.) The committee provides an important oversight layer between the management of the organization, which is responsible for the financial information reported, and the independent accountant, who reviews the financials and issues an opinion based on its findings. We check the charity's Form 990 reporting to see if it meets this criteria.

    • Full Credit: The charity's audited financials were prepared by an independent accountant with an audit oversight committee.

    • Partial Credit: The charity's audited financials were prepared by an independent accountant, but it did not have an audit oversight committee. In this case, we deduct 7 points from the charity's Accountability and Transparency score.
    • No Credit: The charity did not have its audited financials prepared by an independent accountant. In this case, we deduct 15 points from the charity's Accountability and Transparency score.

    Does Not Provide Loan(s) to or Receive Loan(s) From Related Parties ... (More)
    Making loans to related parties such as key officers, staff, or Board members, is not standard practice in the sector as it may divert the charity's funds away from its charitable mission and can lead to real and perceived conflict-of-interest problems. This practice is discouraged by sector trade groups which point to the Sarbanes-Oxley Act when they call for charities to refrain from making loans to directors and executives. And the IRS is concerned enough with the practice that it requires charities to disclose on their Form 990 any loans to or from current and former officers, directors, trustees, key employees, and other "disqualified persons." Furthermore, some state laws go so far as to prohibit loans to board members and officers. And although employees and trustees are permitted to make loans to charities, this practice can also result in real and/or perceived conflict of interest problems for the charity.     The IRS requires that any compensation paid to members of the charity's governing body be listed on the Form 990. Furthermore, all members of the governing body need to be listed whether or not they are compensated. It is not unusual for some members of the board to have compensation listed. The executive director of the organization frequently has a seat on the board, for instance, and is compensated for being a full time staff member. However, it is rare for a charity to compensate individuals only for serving on its Board of Directors.     Donors have expressed extreme concern about the use of their personal information by charities and the desire to have this information kept confidential. The exchanging and sale of lists for telemarketing and the mass distribution of "junk mail," among other things, can be minimized if the charity assures the privacy of its donors. Privacy policies are assigned to one of the following categories:

    • Yes: This charity has a written donor privacy policy published on its website, which states unambiguously that (1) it will not share or sell a donor's personal information with anyone else, nor send donor mailings on behalf of other organizations or (2) it will only share or sell personal information once the donor has given the charity specific permission to do so.

    • Opt-out: The charity has a written privacy policy published on its website which enables donors to tell the charity to remove their names and contact information from lists the charity shares or sells. How a donor can have themselves removed from a list differs from one charity to the next, but any and all opt-out policies require donors to take specific action to protect their privacy.
    • No: This charity either does not have a written donor privacy policy in place to protect their contributors' personal information, or the existing policy does not meet our criteria.

    The privacy policy must be specific to donor information. A general website policy which references "visitor" or "user" personal information will not suffice. A policy that refers to donor information collected on the website is also not sufficient as the policy must be comprehensive and applicable to both online and offline donors. The existence of a privacy policy of any type does not prohibit the charity itself from contacting the donor for informational, educational, or solicitation purposes.
