The North Carolina Division of Employment Security provides claimants the option to receive unemployment benefit payments by direct deposit or on a debit card. The debit card option is particularly useful for recipients who don’t have bank accounts. The cards are cost-efficient, secure and easy to use for making withdrawals and purchases.

Important Notice

In November 2021, the N.C. Division of Employment Security (DES) will transition to using the U.S. Bank ReliaCard for all unemployment benefits paid by debit card. Claimants will no longer receive unemployment benefits on Bank of America debit cards after Nov. 15. 

You may change your preferred payment method in your DES online account at any time.

Choosing U.S Bank ReliaCard

  • By Nov. 15, 2021, all debit card payments will be deposited onto U.S. Bank ReliaCards.

Customer Service for Bank of America Debit Cardholders and Lost/Stolen Cards

If your card is lost or stolen, the Bank of America “Zero Liability” Policy protects you against fraudulent transactions (subject to certain conditions). Contact the North Carolina DES Debit Card Customer Service Center at (855) 847-2026 to report your card lost or stolen and to request a replacement card. 

If the card has been used, the bank will issue the replacement card in the amount of the remaining balance. 

If the post office is unable to deliver a North Carolina DES Debit Card, it will be returned to the bank. Contact the North Carolina DES Debit Card Customer Service Center at (855) 847-2026 to update your address information and request a new card be mailed to you.

If you’re like most TD Bank customers, you use a combination of cash, checks, online banking, and your debit card to pay bills and make everyday purchases. Your available balance tells you how much money is currently available for you to spend. Different types of transactions affect your available balance in different ways. It’s important to remember that your available balance may not be the same as the balance on your statement, due to pending transactions.

Let’s examine how Available Balance works by looking at a typical customer’s day so you can better understand how to manage your own checking account and avoid overdrafts.
Sam begins the day by using online banking to check his account. He sees that a $500 direct deposit has been made, and his available balance shows as $2000. Sam’s available balance doesn’t reflect any checks he’s written or any scheduled bill payments that have not yet cleared.

Sam remembers he wrote a personal check for $100 to his babysitter and has a $50 check to his niece. Sam should consider this money as unavailable for any future purchases and keep enough money in his account for those payments to process to avoid overdrafts.

While running errands at lunch, Sam buys a cup of coffee using his debit card. His available balance is reduced by $5 right away, and the purchase appears in his Pending Transactions. He also purchases the new bestseller and pays with his debit card, which reduces his available balance by $20 immediately, and will appear in his Pending Transactions. Since this money has already been spent, it will no longer be considered available.

You can check your pending transactions online, on your mobile phone, at a TD Bank store, or by calling TD Customer Service.

On the way home from work, Sam stops by TD Bank to make a deposit: a $200 check, $50 cash, and a $300 check. Sam receives immediate availability for cash deposits, and a $100 courtesy for the total value of all checks he deposited.

Now, let’s look at how Sam’s banking transactions were processed overnight to help you understand what you may see in your own account. All transactions are processed at the end of the business day and are sorted in the following manner.

First, we process transactions based on the date and time that the transaction occurred. Note that pending transactions will impact the available balance, but won’t incur any potential overdraft fees until after the items clear. If Sam had any Wire, Overdraft, or Return Item fees, they would be sorted here, based on the time they were processed by TD Bank. Checks drawn on Sam’s account will all process as if they occurred at 11 pm. When there are multiple checks, they will be processed by check number, from lowest to highest. Lastly, any interest earned or other fees generated by the end of the day, such as non-TD ATM fees, Monthly Maintenance fees, or Paper Statement fees will then be applied.

When the day is done, Sam’s end-of-day available balance is $1975.

Lost Debit Card? Here’s What to Do Next

A lost debit card probably means one of two things: You either misplaced it or someone stole it. Either way, don’t let panic set in. Here’s what you can do.

Today: Report or lock the missing card

Report the loss to your bank or credit union as soon as you realize your debit card is missing. If you act quickly, you’re legally protected from major losses from any unauthorized charges. Skip to the end of the article for a list of bank customer service numbers.

Generally, a bank’s service representative will deactivate the card and issue a replacement. If you think the card is misplaced and there’s a good chance you’ll locate it soon, you may want to ask about the option of a temporary freeze. With a Wells Fargo lost card, for example, you can “lock” your card via a mobile app to prevent the card from being used. If the card turns up under your couch cushions after a few days, you can reactivate it easily. In the meantime, the lock will prevent unauthorized spending.

If you can’t find the card and believe it’s truly gone: Get it canceled and have a new one sent your way. Some financial institutions may charge a fee for the replacement. Getting the new card may take as long as one week, unless you request a rush delivery, which typically cuts the wait time to a couple of days but may come with an additional fee.

When you contact the bank, make a note of any confirmation number you receive. This will help you document the status of the account for future reference.

Inspect your account. Log in to your account on a computer or mobile device and check your recent payment history to see if there are any transactions you didn’t make. If you find any fraudulent charges, jot down the details, including the amount, merchant, location and processing date. Pass that information along to your financial institution.

Tomorrow: Follow up with a written confirmation

After you call your bank or credit union, follow up by email or letter, or use any secure messaging service that the bank offers, including online or mobile apps. Document information you’ve already provided, including the date and time of your original report, plus the details of any questionable charges.

This document serves as your written confirmation of the report, which the card issuer may request if it conducts an investigation. If you don’t have a confirmation, you may not be credited for any losses.

Your card issuer typically has 10 business days to investigate any bogus charges and an additional three days to report its findings to you.

If the investigation takes longer, the bank or credit union must temporarily credit your account for the disputed amount, minus a charge of up to $50. Then the bank may have up to 90 days to resolve the issue, depending on the nature of the transactions.

What you owe in case of debit card theft

Debit cards don’t have the same fraud protections as credit cards. Still, federal law limits the liability on fraudulent charges on a stolen or lost bank debit card, but only if you act quickly. The amount of money for which you’re on the hook is determined by how quickly you report the card as missing.

  • If you contact your financial institution within two business days of the discovery of the missing card and if fraudulent charges have already been made, the most you’ll be responsible for is $50.

  • If you wait longer to report, your liability increases to $500.

  • If you don’t inform your card issuer for more than 60 days after receiving your next statement, you’ll be on the hook for all unauthorized charges.

Many major prepaid debit card issuers offer similar protections, but there may be some variation. Review the fine-print information for each card to see the protections it offers.

Lowering your risk going forward

Take precautions now to help reduce your risk of any future losses.

  • Keep your information accessible. Write down the customer service number that’s on the back of the card, along with your account information, and save it in a safe, accessible place. In case your card is lost or stolen, you’ll have the information needed to report it to your financial institution.

  • Monitor transactions. Use online banking or a mobile app to keep an eye on your checking account on a daily basis. Take action if you come across any suspicious transactions.

By following these steps, you can ensure that a missing debit card doesn’t lead to something more serious.

First, we process transactions based on the date and time that the transaction occurred. Note that pending transactions will impact the available balance, but won’t incur any potential overdraft fees until after the items clear. If Sam had any Wire, Overdraft, or Return Item fees, they would be sorted here, based on hotels near university at buffalo time they were processed by TD Bank. Debit Card Support

The North Carolina Division of Us bank need new debit card Security provides claimants the option to receive unemployment benefit payments by direct deposit or on a debit card. The debit card option is particularly useful for recipients who don’t have bank accounts. The cards are cost-efficient, secure and easy to use for making withdrawals and purchases.

Division of Employment Security (DES) will transition to using the U.S. Bank ReliaCard for all unemployment benefits paid by debit card. Claimants will no longer receive unemployment benefits on Bank of America debit cards after Nov. 15.

  • At any time, you may change your payment method to direct deposit using the ‘Change Personal Information’ link in your DES online account.  

Choosing U.S Bank ReliaCard

  • By Nov. 15, 2021, all debit card payments will be deposited onto U.S. Bank ReliaCards. 
  • If you are currently receiving payment by Bank of America debit card and do not change your payment method to direct deposit by Nov. 1, 2021, you will receive a new U.S. Bank ReliaCard and instructions in the mail before Nov. 15, 2021.

Customer Service for Bank of America Debit Cardholders and Lost/Stolen Cards

If your card is lost or stolen, the Bank of America “Zero Liability” Policy protects you against fraudulent transactions (subject to certain conditions). Contact the North Carolina DES Debit Card Customer Service Center at (855) 847-2026 to report your card lost or stolen and to request a replacement card. 

If the card has been used, the bank will issue the replacement card in the amount of the remaining balance. 

If the post office is unable to deliver a North Carolina DES Debit Card, it will be returned to the bank. Contact the North Carolina DES Debit Card Customer Service Center at (855) 847-2026 to update your first time direct deposit chime information and request a new card be mailed to you.
