The IRS has issued more than 169 million payments in the third round of direct stimulus aid, with more than 2 million people in July receiving the $1,400 checks. But some lawmakers are pushing for a fourth round of stimulus aid that would effectively send recurring payments until the pandemic ends.

So far, the federal response to the economic crisis caused by the coronavirus pandemic has paid out $3,200 stimulus checks updates eligible adults: $1,200 under the Coronavirus Aid Relief and Economic Security Act in March 2020; $600 in a December relief green dot customer service number and $1,400 under the American Rescue Plan signed in March by President Joe Biden. 

Despite that financial assistance, millions of Americans remain in financial distress, and the spread of the Delta variant is creating new economic headwinds. Almost one-quarter of Americans struggled to pay their household expenses in the previous week, according to new Census survey data that polled people during the last two weeks of August.

The unemployment rate stands at 5.2%, still higher than its pre-pandemic level of 3.5%. Economists are signaling alarm over the spread of the Delta variant, with Oxford Economics recently cutting its forecast for 2021's global economic growth to 5.9% from 6.4%.

At the same time, 9.1 million people lost enhanced unemployment benefits on Labor Day, when the federal benefits expired. That will wipe out about $5 billion in weekly benefits that had been flowing to unemployed workers — aid that had supported those workers in paying for groceries, rent and other essentials. 

For many people, in short, the latest round of $1,400 checks is long gone even as other pandemic stimulus is coming to an end — an issue that is on the minds of many Americans who continue to struggle with joblessness and a weak labor market. Indeed, more than 2.8 million people have signed a Change.org petition started last year that calls on lawmakers to pass legislation stimulus checks updates recurring $2,000 monthly payments. 

Some lawmakers have picked up the idea. Twenty-one senators — all Democrats — signed a March 30 letter to Mr. Biden in support of recurring stimulus payments, pointing out that the $1,400 payment being distributed by the IRS won't tide people over for long. 

"Almost 6 in 10 people say the $1,400 payments set to be included in the rescue package will last them less than three months," the senators wrote in the letter. 

Meanwhile, some states are creating their own form of stimulus checks. About two-thirds of California residents are likely to qualify for a "Golden State Stimulus" check via a new effort from Governor Gavin Newsom. That effort will provide $600 for low- and middle-income residents who have filed their 2020 tax returns. Florida and parts of Texas have authorized bonuses for teachers to help offset the impact of the pandemic.

The letter from the U.S. senators doesn't specify how large are the payments they are seeking, but a separate effort from Democratic lawmakers in January pushed for $2,000 monthly checks until the pandemic ends. Instead, the American Rescue Plan authorized $1,400 for each eligible adult and dependent. 

Child Tax Credit: July 15 deposits

Some families received another form of stimulus aid on July 15 when the IRS deposited the first of six monthly cash payments into bank accounts of parents who qualify for the Child Tax Credit (CTC). Families on average received $423 in their first CTC payment, according to an analysis of Census data from the left-leaning advocacy group Economic Security Project.

Eligible families will receive up to $1,800 in cash through December, with the money parceled out in equal installments over the six months from July through December. The aid is due to the expanded CTC, which is part of President Joe Biden's American Rescue Plan. 

Families who qualify will receive $300 per month for each child under 6 and $250 for children between 6 to 17 years old. Several families that spoke to CBS MoneyWatch said the extra money would go toward child care, back-to-school supplies and other essentials. 

Families may enjoy more of a tax break in coming years, if Mr. Biden's American Families Plan moves forward. Under that plan, the Child Tax Credit's expansion would last through 2025, giving families an additional four years of bigger tax breaks for children.

Emergency funds, saving

So far, people who have received the three rounds of stimulus payments said they're using most of the funds to pay down debt or sock away the money in savings, according to a recent analysis from the Federal Reserve Bank of New York. That could indicate that people are using the money to whittle down debt they incurred during the pandemic as well as to build up an emergency fund in case of another shock. 

Almost 7 in 10 Americans who have received, or believed they would soon get, a third payment said it's important for their near-term finances, Bankrate.com said in April. That's down from about 8 in 10 people in March 2020, when the pandemic caused widespread unemployment, but overall the share of people who need additional support remains elevated more than a year later, according to the personal finance firm.

About 1 in 3 people said the stimulus aid would help support them for less than one month, the survey found.

Millions of Americans were spared hardship due to the three rounds of stimulus payments, researchers have found. But when stimulus has faltered, such as last fall when Congress was deadlocked on another round of aid, hardship increased "markedly" in November and December, according to a May analysis of Census data from the University of Michigan.

Still living paycheck to paycheck

Some top economists have called for more direct aid to Americans. More than 150 economists, including former Obama administration economist Jason Furman, signed a letter last year that argued for "recurring direct stimulus payments, lasting until the economy recovers."

Although the economy is improving, millions of people continue to suffer from reduced income and have not been able to tap government aid programs, Nasif said. Only 4 in 10 jobless workers actually received unemployment aid, according to a March study from economist Eliza Forsythe. 

Many people never applied for unemployment benefits because they didn't think they were eligible, while others may have given up due to long waits and other issues.

"You'll see reports about how the economy is starting to grow, but there are a lot of Americans living paycheck to paycheck, and for a lot of them the government relief programs haven't been able to help," said Greg Nasif, political director of Humanity Forward.

How likely is a fourth stimulus check?

Don't hold your breath, according to Wall Street analysts. "I think it's unlikely at this time," Raymond James analyst Ed Mills told CNBC. One reason is that the Biden administration is focused on advancing its infrastructure plan, which would reshape the economy by rebuilding aging schools, roads and airports, as well as investing in projects ranging from affordable housing to broadband.

The proposal, which the White House says would be funded by boosting the corporate tax rate from 21% to 28%, will likely consume lawmakers this fall, said Stifel's Brian Gardner in an August 11 research note. 

"The fall is shaping up to be a busy time in Washington as Congress tries to finish two infrastructure bills (one which includes tax hikes), approve the annual spending bills, and raise the debt ceiling," he noted.

Delta headwinds?

At the same time, the economic rebound is facing headwinds as the Delta variant spreads through the nation. Some states with low vaccination rates are experiencing a spike in COVID-19 cases that could dissuade people from taking service jobs in restaurants and other jobs that involve exposure to the public.

Texas' failure to stem the COVID-19 surge in its state has led to nearly 72,000 job losses and an annualized decline in output of more than $13 billion, a recent https adminservices optumhealth com found. Fear of contracting COVID-19 is also leading to job losses in Texas as workers opt to stay home or must stay home to care for family members with the illness, the study noted.

Meanwhile, federal pandemic unemployment benefits expired on September 6, marking the end of innovative programs that had extended jobless aid to gig workers, part-time workers and others that typically don't qualify for unemployment benefits. That could increase hardship for many households, experts say.

"This cliff threatens the economic recovery progress we have made by draining the economy of consumer spending, and will put millions of workers at risk of lasting hardship," said Century Foundation senior fellow Andrew Stettner in a statement.

COVID relief bill with 3rd stimulus check poised for House floor vote

WASHINGTON -- The House Budget Committee voted Monday to advance President Joe Biden's $1.9 trillion relief package, setting up the legislation aimed at fighting the COVID-19 pandemic and its economic fallout to go to the House floor for a vote later this week.

The package includes direct aid to small businesses, $1,400 direct checks to Americans making less than $75,000 annually, an increase in the child tax credit, direct funding to state and local governments and more money for vaccine distribution. The bill also includes funding for schools both at the secondary and higher education level.

However, in order for any package to become law it must pass both the House and the Senate. In the Senate, Democratic and Republican staffers will sit down as soon as Tuesday with Parliamentarian Elizabeth MacDonough to hash out whether the $15 minimum wage is allowed under the budget reconciliation process, which would allow the package to pass with just 50 votes as opposed to 60 votes. MacDonough's decision will determine the outcome of the next steps for Biden's stimulus package and whether a minimum wage increase is included.

How Much Will You Get?

If you're eligible for a third stimulus check (not everyone qualifies for one), the "base amount" for your payment is $1,400. If you're married and file a joint tax return, the base amount jumps to $2,800. Then, for each dependent in your family, the IRS will tack on an stimulus checks updates $1,400. So, for example, a family of five could end up with a $7,000 third stimulus check.

Information from Your 2019 or 2020 Tax Return

In most cases, the IRS will get the information it needs to calculate your third stimulus check from either your 2019 or 2020 tax return. If your 2020 tax return isn't filed and processed by the time the IRS starts processing your third stimulus check, it will use your 2019 tax return to get the necessary information. If your 2020 return is already filed and processed, then your stimulus check will be based on that return.

If, however, your 2020 return is not filed and/or processed until after the IRS sends you a stimulus check, but before August 16, 2021 (or September 1 if the May 17 filing deadline is pushed back any further), the IRS will send you a second payment for the difference between what your payment should have been if based on your 2020 return and any payment actually sent based on your 2019 return.

If you don't file a 2019 or 2020 tax return, the IRS can get enough information to send you a check from the Social Security Administration, Railroad Retirement Board, or Veterans Administration if you receive regular benefits from one of these other federal agencies. You might not get the full amount, though. For instance, those other federal agencies might not be able to provide the IRS with information about your dependents. So, you might not get the extra $1,400-per-dependent payment added to your third stimulus check.

Recovery Rebate Credits

If you don't get a third stimulus check, or you don't get the full amount you're entitled to, there's a way to get the money you're owed – but you'll have to wait until next year to get it. When you file your 2021 tax return in 2022, you may be able to claim the Recovery Rebate tax credit.

As with the first two stimulus payments, your third stimulus check is simply an advance payment of the credit. So, if your stimulus check (i.e., advance payments) is less than the Recovery Rebate credit amount, you can get the difference back on your 2021 tax return in the form of a larger tax refund or a lower tax bill. On the other hand, if your stimulus check is greater than the credit amount, you don't have to repay the difference. So you can't lose with this credit.

Alabama Stimulus

In the state of Alabama, the likelihood of another stimulus check is not high. The state government launched the 'Altogether' campaign, but this isn't providing residents or business with much COVID-19 relief. Alaska Stimulus

Arkansas Stimulus

Arkansas has even gone to court in a legal battle against its own residents after ending federal unemployment benefits worth 300 dollars per week early. There were 26 states that ended this support early and Arkansas was one of them, suggesting this isn't a state keen to give our money to its citizens. But, Arkansas is providing the Supplemental Nutrition Assistance Program (SNAP) initiative, which offers support for low-income families when it comes to buying food.

California Stimulus - Golden State Stimulus II

California is the state that has been the most helpful to its citizens so far, launching the Golden State Stimulus in two parts: Golden State Stimulus I and Golden State Stimulus II. The checks of Golden State Stimulus II were for between 600 dollars and 1,100 dollars and should have been received by October 31. But, some of those who filed taxes late or who were due to receive paper checks might instead receive their new stimulus check in November.

Colorado Stimulus

Colorado still has a range of programs for those in need of financial assistance. As the state government put it, "Despite the arrival of COVID-19 vaccines, the pandemic and its economic consequences continue to affect Colorado and we recognize that Coloradans still need human services". On the state government website, there are links for people to apply for: cash assistance (TANF), child care assistance, employment assistance, energy assistance (LEAP) and food assistance (SNAP).

Georgia is another state that has looked after educators. The plan was for full-time teachers and administrators to pocket 1,000 dollars and part-time teachers to take 500 dollars. Payments were also expected for pre-K educators.

Hawaii Stimulus

In Hawaii, lawmakers sought to offer 2,200 dollars to teachers, yet it was vetoed by Governor David Ige, as he said that lawmakers didn't have the authority to instruct the Department of Education on how to utilise federal money. But, Ige has looked to help Hawaii residents through other payments and his island's government will use federal funds to offset some everyday costs for Hawaiians, such as in education.

Idaho Stimulus

In Idaho, taxpayers received a one-time tax refund of 50 dollars. But, this was just a one-time payment and is already long forgotten by residents who had hoped for a larger payment. Idaho was also one of the first states to withdraw from the federal unemployment benefits, so it has been tough there.

Illinois Stimulus

In Illinois, there were never any plans for a state-level stimulus check. But, the state has been generous with several of the other benefits, such as unemployment benefits, child tax credit and earned income tax credit.

Indiana Stimulus

Indiana governor Eric Holcomb ended unemployment benefits early, doing so on June 19. That was well ahead of the September 6 end date that was written in the American Rescue Plan. Jobseekers in Indiana took action against the state and a legal battle broke out. After much toing and froing, the end result was that Indiana kept paying federal unemployment benefits to those eligible until the federal end date, reluctantly. But, this isn't a state looking to provide much financial aid, if it can be avoided.

Iowa Stimulus

From the start, there were no plans in Iowa for a fourth stimulus check to be paid out at the state level. This was also one of the first states to pull out of the federal unemployment programs.

Kansas Stimulus

According to Internal Revenue Service records, the state of Kansas either refused, paid back or failed to cash over 17 million dollars in stimulus checks (12,921 checks). However, there is currently no new information on whether Kansas will be offering further stimulus checks.

Kentucky Stimulus

A rise in unemployment in Kentucky led to non-concrete talk of a new round of stimulus payments, but there is already good news check costco cash card balance online the state as a result of the cost-of-living adjustment of 5.9 percent next year, which is the largest increase since 1982. Maine is one of the states not planning another round of stimulus payments before the end of 2021.

Maryland Stimulus

Maryland was one of the most generous states in terms of coronavirus relief payments, with no state or local taxes levied on unemployment benefits. Massachusetts Stimulus

Minnesota Stimulus

It has just been reported in Minnesota that the state didn't actually lose any tax money during the coronavirus pandemic. This means there is a huge surplus and state legislators are working out what to spend this one. Some are calling for infrastructure investment, while Minnesotans hope there could be another stimulus check.

Mississippi Stimulus

Mississippi was one of the first states where the unemployment benefits stimulus payments ended early and there are currently no plans for more stimulus checks to be paid out. The conversation right now is instead on how to spend the 1.8 billion dollars from the American Rescue Plan.

Missouri Stimulus

Missouri residents haven't had much financial support, compared to other states. This was even one of the first states to end the federal unemployment benefits program.

Montana Stimulus

In Montana, state officials decided early on not to provide more stimulus checks, instead using coronavirus funding for local infrastructure projects, including 86 water and sewer projects around the state.

Nebraska Stimulus

In November of 2021, Nebraska's unemployment rate is just 2.2 percent. That's the lowest of all states, so there is little pressure on state lawmakers to send out more stimulus checks.

Nevada Stimulus

Nevada received a lot of federal funds, but this isn't going on a fourth stimulus check. But, the Child Tax Credit sees between 3,000 and 3,600 dollars per child handed to almost all working families in Nevada. Half of the credit is going out in monthly payments, which started going out in July and will continue until December 2021, while the remaining half will be given through 2021 tax refunds. The state of Nevada is doing very well in terms of its response from the COVID-19 pandemic, with the gaming industry in the state bringing in around a billion dollars a month, although they recognise that once stimulus checks are a thing of the past this may decrease.

New Hampshire Stimulus

Some payments took time to come out, though, and some of those eligible are still waiting.

Ohio Stimulus

There are no plans for a fourth stimulus check in Ohio, although the state has organised a number of alternative initiatives to help residents and these can be found on the state's website.

Oklahoma Stimulus

Oklahoma's approach was to try to ease unemployment numbers, which is why the state offered a one-time payment of 1,200 dollars to those who got off unemployment benefits and back to work.

Oregon Stimulus

There have been no new updates since August on COVID-19 related relief funds for Oregon residents.

Pennsylvania Stimulus

Pennsylvania hasn't offered residents new stimulus payments. Considering the state reportedly has 7bn dollars in unspent federal funds, this is causing some anger.

Rhode Island Stimulus

Workers in Rhode Island were hoping for a fourth stimulus check of 1,400 dollars for Social Security recipients. Despite online campaigns, it has not come to fruition.

South Carolina Stimulus

Through Joe Biden's American Rescue Plan Act, 8.8bn dollars was allocated to South Carolina. A lot of that money will go to education, but there is still some coronavirus relief money that hasn't yet been allocated. "We've got a lot of money we can use and we're in a great position to make some big steps, some transformative steps," said Governor Henry McMaster.

South Dakota Stimulus

South Dakota was the only state that chose not to receive the federally funded 300 dollar weekly unemployment benefit, in the form of the Lost Wages Assistance, which was issued for up to six weeks starting in August.

Tennessee Stimulus

In Tennessee, there have been a fresh round of payments, but only to some workers. A bill was passed by the Tennessee state legislature to give teachers hazard pay to show appreciation to educators during the pandemic. Full-time teachers were to get 1,000 dollars and part-time teachers will 500 dollars. These checks are due to be received before the end of 2021, so these checks should arrive in November or December if they haven't already.

Texas Stimulus

Nothing state-wide has been confirmed, but some school districts are increasing their teachers' pay. For example, Fort Worth and Arlington will increase the pay of district employees by four percent. Denton and Mansfile will increase pay by two percent, while Denton employees will also be given a bonus of 500 dollars.

Utah Stimulus

In July, it was announced that Utah households received the most valuable stimulus checks in the third round of payments, with the average check worth 2,784 dollars. That, plus the fact that the state has the second-lowest unemployment rate in November 2021, of 2.9 percent, means no more stimulus checks are planned.

Vermont Stimulus

Despite calls for a fourth round of checks in Washington, the state has cooled talks of such a possibility.

West Virginia Stimulus

In West Virginia, there were thousands of stimulus checks that were left unclaimed. The state government pushed for people to check their eligibility and it is still possible to do so. Elsewhere, the state government is focusing on helping residents in serious need through emergency housing vouchers.

Wisconsin Stimulus

Wisconsin brought in the Wisconsin Emergency Rental Assistance (WERA) program earlier in 2021, while the state also has an Emergency Assistance program that could see in-need families given a one-off payment.

Wyoming Stimulus

Although Wyoming received around 1.5 billion dollars via the American Rescue Plan, there are no plans to use these funds for to be used stimulus checks updates fourth stimulus checks for families. If you’d lost hope of another stimulus payment coming your way, don’t despair: The concept is back in action in Washington, receiving renewed attention now that the Internal Revenue Service (IRS) has sent out most payments from round three. Here’s a roundup of who is saying what:

  • House Ways and Means Committee: On Monday, six members of the committee sent President Biden a letter encouraging recurring direct payments. They suggested that the payments be tacked onto the American Families Plan, and tied to economic conditions, noting that two more checks would keep 12 million out of poverty. This signals that the idea is still in play.
  • The White House: Biden has not committed to checks, but he has also not ruled them out. When asked about fourth checks earlier this month, White House Press Secretary Jen Psaki said, “We’ll see what members of What is the routing number for first interstate bank propose, but those are not free.” Translation: punting. Biden is currently focused on passing the American Jobs Plan and the American Families plan, as well as a spiraling crisis in the Middle East.

  • Democratic Congresspeople: Newsweekreports that over 80 Democrats in Congress are now on board with the idea. Six weeks ago, top Democrats had sent a letter to Biden encouraging payments. Nancy Pelosi has not ruled it out. Nine weeks ago, she memorably replied to a query about more stimulus payments with, “You’ll have to ask the virus.”
  • The People: Almost two-thirds of voters think more stimulus payments are a good idea according to a January poll. A petition on Change.org for monthly stimulus checks through the duration of the pandemic now has north of 2.2 million signatures. Who woulda thought that free payments from the Treasury are popular?

It seems unlikely that the federal government will distribute a fourth stimulus check at this time.

But even though the federal government is not issuing an official fourth stimulus check for everybody, there is one group of people eligible for additional relief money: parents who gave birth to a child in 2021.

Here is what to know about this select group of people eligible for the money in 2022.

How are parents of newborns in 2021 eligible for the stimulus in 2022?

The parents of these newest Americans are eligible to receive payments up to $1,400 from the third and, as of right now, final round of stimulus checks issued in March.

To receive the payment, parents of the newborn child must file a tax return for 2021 in 2022 so they can receive the money in 2022.

Single parents earning up to $75,000 per year and couples making up to $150,000 per year are eligible to receive the full amount of the check.

Are parents of 2021 newborns also eligible for the expanded child tax credit?

Yes. Parents with 2021 newborns are also eligible to receive assistance through the expanded child tax credit that is also part of the federal government’s stimulus package.

Although you could have decided to tell the Internal Revenue Service (IRS) about your little one to get the monthly tax credit installments in 2021, you can still get the full $3,600 credit when you file your 2021 tax return in 2022 and claim the infant as a first-time dependent.

List of what's in Democrat stimulus package: 3rd stimulus check, unemployment benefits and more



The vote will take place Friday, House Majority Leader Steny Hoyer tweeted Tuesday.


The House Budget Committee vote Monday was 19 to 16, with one Democrat, Stimulus checks updates. Lloyd Doggett of Texas, joining Republicans in voting against the relief package. However, Doggett's spokesman said in a statement the vote against the package was an accident and that Doggett "supports the COVID-19 relief legislation."

The committee will continue to hold votes on non-binding resolutions, but Monday afternoon's advancing of the bill takes the official step toward the vote by the full chamber.
The more than 590-page bill marks the first major piece of legislation to be advanced under the Biden administration and is the first opportunity for congressional Democrats to legislate with control of the White House, Senate and House of Representatives.

House Speaker Nancy Pelosi will have a narrow margin to pass the bill later this week, unable to lose more than five votes. Buoying the bill's chances is the fact many members on both the moderate and progressive side do not have an appetite to torpedo the Biden administration's first major ask.

The task in the Senate could be more difficult as two Democratic moderates -- Sens. Joe Manchin of West Virginia and Kyrsten Sinema of Arizona -- have made it clear they are not comfortable voting for a coronavirus relief bill that includes an increase in the minimum wage to $15 an hour over five years.



The provision, which was in the House bill, may not survive the budget process and the parliamentarian's review that requires every section of the bill to meet a strict set of rules.
