IMPORTANT: Please note that the department is transitioning from paying unemployment insurance claimants their benefits with a Bank of America debit card to direct deposit or paper check through Wells Fargo. Claimants will begin receiving their benefit payments via direct deposit or paper check in May 2021. Find more information about the transition and next steps claimants need to take.

A facsimile of the Unemployment Insurance debit card and the white Unemployment Insurance debit card envelopeIn order to provide benefit payments in a secure and quick manner, the State of Maryland issues unemployment insurance benefit payments with the Maryland Unemployment Insurance (UI) Benefits Debit Card. If you wish to receive your benefit payments by having a paper check mailed to your address instead, please call:

  • 667-207-6520 (outside of Maryland or within the Baltimore-metro calling area);
  • Otherwise, call 1-800-827-4839 to request this option.

This Visa® debit card is issued through Bank of America. There is no activation fee or purchase fee to use the Bank of America Visa® debit card. View additional disclosures about the debit card.

If your Ul payments are not approved, you will not receive a debit card. Some reasons that could prevent you from being approved for payment are: you do not have sufficient wages to be eligible; you have been denied Ul benefits; or you have not filed a timely continued claim (request for payment). You will also not receive a debit card if you choose to receive your benefit payment by paper check.

If your Ul payments are approved, you will receive a notice entitled "Notice of First Benefit Payment Approval and Mailing of Your Bank of America Benefits Debit Card." You will then receive your debit card within 7-10 days. The card will arrive in a WHITE envelope with the State of Maryland flag and a Gray, Tennessee return address in the upper left-hand corner. Once you receive your card, you may access your first payment. If you continue to meet all of the eligibility requirements of the Maryland Ul Law and file timely continued claims (request for payment), you will have a safe and convenient way to receive and access your Maryland Ul benefits. Your Bank of America Debit card is valid for three years.

To access your funds with your card, free of charge, you can:

  • Access cash through bank tellers at any bank that accepts Visa.
  • Withdraw cash from a Bank of America ATM fee free.
  • Get cash back at select retail point-of-sale locations.
  • Make purchases through signature or pin-based transactions.
  • Make 6 fee free withdrawals per month using an ATM outside of the Bank of America ATM network. The owner of the ATM may charge a fee.

You also have the option of having your UI benefit payments transferred from the debit card to your personal bank account. Bank of America will include instructions for choosing this option when you receive the UI debit card package. You must have an e-mail address in order to transfer funds into your personal bank account.

You will also have the option of having your Ul benefits paid by a paper check mailed to your address. You may choose the paper check option when you initially file for benefits or you may choose the paper check option after you have been approved for benefit payments. Your address must be up-to-date and correct in order to receive a paper check.

Report any address change immediately to the Division of Unemployment Insurance ONLY, by calling 667-207-6520 or 1-800 827-4839 (from outside Baltimore area but within Maryland).

When you receive the card, for security purposes, be sure to immediately sign your name on the back of the card in ink. You cannot use the card until it has been activated. To activate your card and create a PIN, you must call Bank of America at 1-855-847-2029; TTY 866-656-5913. PLEASE DIAL CAREFULLY! Choose a PIN that only you would know. Never share your PIN or your card with anyone. You will be held legally responsible for all activity connected to the card.

Important: DO NOT THROW AWAY OR DESTROY your debit card if you stop filing for UI benefits as the card is valid for a three (3) year period.

Stopping criminals
Sometimes criminals will try to trick individuals into disclosing personal information in a text, email or on a phone call. Phony emails may direct you to a fraudulent website that looks like a Bank of America website. These phony emails may even ask you to call a phone number and provide account information. Please remember that:

  • Bank of America will never ask you in an email or text to disclose any personal information, such as your Social Security Number, PIN (Personal Identification Number) or Prepaid Card Number

About the Debit Card

New Cardholders

If you have never had a debit card from the EDD before, Bank of America will mail you a card after your first benefit payment has been issued by the EDD . It can take 7 to 10 business days to receive your card in the mail.

To activate a new card, use one of the following methods:

Existing Cardholders

Your card is valid for three years from the date it is issued and is used for all EDD benefit programs. If you previously participated in an EDD benefit program using a card, and began participating in an EDD benefit program again within three years of the date the card was issued, you will not have to wait for a new card to receive benefits. We will continue to load funds on your existing card and you will have immediate access to them.

Replacement and Expired Cards

If your card is lost or stolen, you must call Bank of America at 1-866-692-9374 (TTY: 1-866-656-5913). When prompted, choose the “lost or stolen” option from the automated menu. You do not need to have your old card number or speak to a representative.

If your card is damaged, you can order a replacement card online by visiting the Bank of America debit card website.

Replacement cards will be delivered in 7 to 10 business days from the date you order it. Once you order a replacement card, avoid requesting a second one. Ordering a second card will permanently block the first one and this may cause a delay in receiving your payments.

Note: Bank of America representatives cannot answer questions about your claim or pending payments.

Expired Cards

Card Activity within the Last 90 Days or $20 or Greater Balance

If you have activity on your card within the last 90 days, or if there is a balance of $20 or more, Bank of America will automatically mail you a new card before your card expires.

No Card Activity within the Last 90 Days and Balance Less Than $20

If you did not have any activity on the card within the last 90 days, or if you have a balance of less than $20, contact Bank of America debit card customer service to request a new card. You can check your remaining balance by calling one of the telephone numbers listed in the Additional Information section of this page.

If you no longer want to use your card, contact Bank of America to retrieve any remaining funds, and then destroy your card. Do not mail your card to the EDD for any reason. The EDD cannot accept returned debit cards and cannot remove funds from the debit card. Payments

It takes at least three weeks to process a claim for unemployment benefits and issue payment to most eligible workers. Payment information for Unemployment Insurance is updated daily and is available through your UI Online account or by calling the UI Self-Service Phone Line at 1-866-333-4606.

Payment information for Disability Insurance or Paid Family Leave can be accessed through your SDI Online account or by calling one of the toll-free numbers provided at Contact Disability Insurance and Paid Family Leave.

Emergency Cash Assistance

Bank of America can assist you with a domestic emergency cash transfer if you need cash from your debit card immediately, such as if your card is lost or you are still waiting for your card to arrive in the mail. You can speak with a Bank of America customer representative by calling one of the phone numbers listed in the Additional Information section of this page. Visit Bank of America’s website and select Fee Information for information about emergency cash transfer fees.

Track Your Payments

Keep track of your debit card payments and balance information by downloading the Bank of America Prepaid Card app from any app store. Payment information is updated daily and is available through your UI Online or SDI Online account or by calling one of the toll-free numbers provided on Contact EDD.

Loyalty, Award and Promotion Prepaid Digital Account Agreement Effective Date: September 1, 2019

This is the Loyalty, Award and Promotion Prepaid Digital Account Agreement governing the Loyalty, Award and Promotion Digital Account issued by Bank of America, N.A. (“Agreement”). Please read this Agreement carefully and keep it for your records. Please register and activate the Loyalty, Award and Promotion Digital Account (“Account”) immediately. By accepting and using the Digital Account, you agree to be bound by this Agreement. Loyalty, Award and Promotion Prepaid Digital Account or “Account” means the Account issued by Bank of America, N.A. “You” means the person who has received the Account. “We”, “us”, “our”, and “Bank” means Bank of America, N.A., its successors, affiliates or assignees. The Account remains the property of Bank and must be surrendered upon demand. The Account is nontransferable and it may be cancelled, repossessed or revoked at any time without prior notice subject to applicable law. The Account is a payment account that can be used (until the expiration or cancellation of the Account) to make online or phone purchases at merchants that have agreed to accept Mastercard ® or Visa® debit cards. This Account is issued for loyalty, award or promotional purposes and is not a gift card. The Account is not a credit card. When you use the Account, the amount available on the Account will be reduced by the amount of the purchase until it reaches zero. The payment from the Sponsor to you, including the amount of the payment and ownership of the funds are matters between you and the Sponsor and we are not responsible for resolving any disputes between you and the Sponsor. For purposes of this Agreement, our business days are Monday through Friday, excluding bank holidays.

Personal Identification Number (“PIN”). You must select a PIN at the time you activate your Account and prior to using your Account for transactions. The Account will expire at 12:00 midnight, Eastern Time, on the Expiration Date set forth on the front of the digital image of the prepaid card you received. After the Expiration Date, you will not be able to use the Account, you will lose all rights in or to the Account, and you agree that you will have no right to any amount remaining on the Account.

Under the Bank of America “zero liability” policy, you may incur no liability and the Account will not be charged for unauthorized use of the Account up to the amount of the unauthorized transaction, provided you notify us within a reasonable time of the loss or theft of the Account or Account number or its unauthorized use, and subject to the following terms and conditions:

2) for any other reason we conclude that the facts and circumstances do not reasonably support a claim of unauthorized use.

(a) If, through no fault of ours, the amount on the Account is insufficient to complete the transaction; or

(b) If, through no fault of ours, the funds on your Account are not available because the funds are uncollected, or subject to legal process; or

(c) If the online or phone terminal or equipment was not working properly and you knew about the breakdown when you started the transaction; or

(d) If circumstances beyond our control (such as power outages, equipment failures, fire or flood) prevent the transaction, despite reasonable precautions that we have taken; or

(e) If the Account has been reported to be, or suspected of being, lost or stolen, and we have taken action to prevent transactions with the Account; or

(f) If we have reason to believe that the transaction is unauthorized, suspicious, or fraudulent; or

(g) If you attempt to complete an impermissible transaction with or at a merchant; or

(h) If you attempt to complete a transaction contrary to the terms and conditions of this Agreement.

Call or write us as soon as you can in case of errors or questions about transactions arising from the use of the Account. We must hear from you no later than 60 days after the date of the transaction in question.

(a) Tell us your name and Account number.

(b) Describe the error or the transaction you are unsure about, and explain as clearly as you can why you believe it is an error or why you need more information.

(c) Tell us the dollar amount of the suspected error. If you tell us orally, we may require that you send us your complaint or question in writing within 10 business days.

We will determine whether an error occurred within 10 business days after we hear from you and will correct any error promptly. If we need more time, however, we may take up to 45 days to investigate your complaint or question. If we decide to do this, we will credit the Account within 10 business days for the amount you think is in error, so that you will have the use of that amount during the time it takes us to complete our investigation. If we ask you to put your complaint or question in writing and we do not receive it within 10 business days, we may not credit the Account. For errors involving: (i) Digital Accounts issued less than 30 days, (ii) point-of-sale, or (iii) foreign-initiated transactions, we may take up to 90 days to investigate your complaint or question. For Digital Accounts issued less than 30 days, we may take up to 20 business days to credit the Account for the amount you think is in error. We will tell you the results within three business days after completing our investigation. If we decide that there was no error, we will send you a written explanation. You may ask for copies of documents that were used in the investigation.

In no event will we be liable for any claims of special, indirect or consequential damages.

As part of establishing your Account, you will receive with your Account a copy of the Prepaid Card Privacy Notice which generally addresses our policy for handling and disclosing information for your Account. You may view our Prepaid Card Privacy Notice at xxx.xxxxxxxxxxxxx.xxx/xxxxxxxxxxxxxx. With respect to any information we collect from you as a result of your Account, we will only share such information related to your Account, from time to time, subject to any applicable financial privacy laws or other laws or regulations, (a) where it is necessary for completing transactions; (b) in response to any subpoena, summons, court or administrative order, or other legal process which we believe requires our compliance; (c) in connection with collection of indebtedness or to report losses incurred by us; (d) in compliance with any agreement between us and a professional, regulatory or disciplinary body; (e) in connection with potential sales of businesses; and (f) to service providers who help us meet your needs by assisting us in providing the services under this Agreement.

You may not make preauthorized regular payments through the use of the Account.

We may record or monitor telephone calls between you and us. We need not remind you of our recording or monitoring before each call unless required to do so by law.

This Agreement will be governed by the laws and regulations of the United States and, to the extent not so covered, by the laws and regulations of the State of North Carolina. A determination that any part of this Agreement is invalid or unenforceable will not affect the remainder of this Agreement.

You may request to convert from a Digital Account to a physical card embossed with your name. Youunderstand and acknowledge that the use of the physical card is subject to the Loyalty, Award andPromotion Prepaid Card Agreement which will be provided to you along with the physical card. Once you convert to a physical plastic card, you will no longer be able to use your Digital Account. You mayplace this request by calling us toll free at 0.000.000.0000.

Only individuals who can lawfully enter into and form contracts under applicable law and have reached the age of majority may have an Account. We may refuse to provide an Account to anyone, at any time, in our sole discretion.

We, in our sole discretion, may terminate this Agreement, your access to your Account, or your access to our site for any reason. We will provide you any notice required by applicable law. If any funds remain on your Account, we will pay them to you by issuing a check. We may terminate this Agreement immediately, without prior notice, if you commit any fraudulent, illegal or impermissible acts or provide false information to us, in which event we may withhold from any payment to you any amount we reasonable believe you owe as a result of any wrongful conduct in connection with your Account or our site. You acknowledge and agree that we may set off the amount of any outstanding fees or payment due to us prior to issuing any authorized refunds.

Client acknowledges and agrees that the Sites, and all intellectual property and proprietary rights therein and thereto, anywhere worldwide, including such rights in copyrights, trademarks, service marks, trade dress, patents, patent applications and trade secrets and other proprietary and/or confidential information (collectively, "IP"), are the valuable property of Bank of America and/or its affiliates and licensors. Other than the license granted hereunder, Client obtains no rights to the Sites. Client may not access or use the Sites in any way that may infringe any IP right of Bank of America or its Affiliates or licensors. Client promptly shall notify Bank of America of any actual or threatened infringement or misappropriation of IP, or any portion thereof, of which it becomes aware. Client agrees that it will not, and will not authorize or permit any person ("Authorized Person") under its control, under any circumstance to:

  • sell, lease, transfer, recirculate, republish, redistribute, make available or otherwise provide access to the Sites, or any portion thereof or data thereon, to any person other than its Authorized Persons, including through oral, written, or electronic means whether as a demonstration or otherwise;

All cost and expense of equipment, operating platforms, and software necessary to access and use the Sites, and the maintenance thereof shall be the sole responsibility of Client.

No provision of these Terms and Conditions shall restrict Client from taking any action required by any Applicable Law, any self-regulatory organization or any governmental entity to which it is subject. Prior to taking any such action, Client shall, to the extent reasonably practicable given the then-current circumstances, notify Bank of America in writing thereof and consult with Bank of America regarding the steps to be taken to ensure compliance with Applicable Law.

CLIENT ACKNOWLEDGES AND AGREES THAT IT WILL BE RESPONSIBLE TO ENSURE THAT ANY ACTIVITY UNDERTAKEN BY CLIENT OR ITS AUTHORIZED PERSONS IN ANY JURISDICTION AND WITH ANY PERSON IN WHOLE OR IN PART ON OR THROUGH THE SITES IS IN COMPLIANCE WITH APPLICABLE LAW.

Client agrees to provide Bank of America with all information, cooperation and assistance, documents and data as shall reasonably be requested by Bank of America in order to enable Bank of America to comply with any and all Applicable Law. Client understands and agrees that Bank of America may report such information to regulatory authorities to the extent necessary, in its reasonable discretion, to comply with Applicable Law.

SECURITY

Bank of America shall assign to each Authorized Person a unique User ID ("User ID") and a corresponding password and/or other access codes (each, an "Access Code") to enable Authorized Persons to access and use such functions within the Sites as Client shall authorize. Client shall (i) maintain, (ii) take appropriate steps to ensure that its officers and employees maintain, and (iii) inform all Authorized Persons of Client's obligation to maintain, the confidentiality of User IDs and Access Codes and the security of the Sites. Client shall not permit any person other than an Authorized Person to access or use the Sites on its behalf or to use any User ID or Access Code and shall educate and familiarize those Authorized Persons who access and/or use the Sites with Client's obligations under this Agreement. Client acknowledges and agrees that Client and/or its Authorized Persons may access the Sites through the World Wide Web or other Internet service which is not necessarily secure, and Bank of America does not warrant that such system is secure. Client agrees to be bound by all communications (and the consequences thereof) placed on, executed through or facilitated by the Sites that are accompanied by a valid User ID and a valid Access Code assigned to Client or an Authorized Person. Upon becoming aware of, or if Client suspects, a technical failure or any improper access to or use of the Sites or Access Codes by any Authorized Person or other person, Client shall promptly notify Bank of America of such occurrence, and shall, as promptly as practicable, to the extent any improper access or use is by an Authorized Person, take immediate actions to terminate such Authorized Person's access to and use of the Sites. Bank of America reserves the right to limit or terminate Client’s or any Authorized Person’s access to and use of the Sites immediately and without notice.

NO OFFERS

COMPLIANCE WITH LAWS AND INDEMNITY

Client agrees that it and any of its Authorized Persons shall comply with this Agreement, applicable laws, rules, regulations, ordinances and other similar national and international requirements of the country, state and province in which you are accessing and using the Sites.

Client agrees to abide by applicable export control laws and not to transfer, by electronic transmission or otherwise, any content on the Sites subject to restrictions under such laws to a national destination prohibited under such laws, without first obtaining, and then complying with, any requisites government authorization. Client further agrees not to upload to the Sites any data or software that cannot be exported without prior written government authorization, including, but not limited to, certain encryption software. This assurance and commitment shall survive termination of these Terms and Conditions. GOVERNING LAW

This Agreement shall be governed by and construed under the law of the State of New York and the Federal law of the United States. You hereby consent and submit to jurisdiction in the Federal or state courts of the State of New York, U.S.A. You hereby irrevocably waive your rights to a jury trial.

THIRD-PARTY LICENSORS

The Sites may, from time to time, provide Client with various licensed programs ("Licensed Programs") from third-party vendors ("Vendors") which have been licensed by Bank of America for Client use and/or which require Client to sign a third-party license agreement ("License Agreement"). In using the Licensed Programs, Client agrees that it will

  • protect any confidential information of Bank of America, its Affiliates or Vendors contained in the Licensed Programs;
  • restrict the use of the Licensed Programs by Client solely to conditions agreed upon in the Agreement and the License Agreement;
  • restrict the copying of Licensed Programs to that number reasonably required for Client use and backup purposes
  • include Bank of America and Vendor copyright and all other proprietary notices in the use of all Licensed Programs;
  • prohibit the sale, relicensing, leasing, rental, lending and transferring of Licensed Programs;
  • prohibit, and take reasonable measures to prevent, the decompiling, disassembly, reverse engineering or modification of Licensed Programs;
  • comply with all export laws in respect of Licensed programs;
  • disclaim any liability on the part of Vendors for damages, liabilities, costs or expenses incurred by Client in the use of License Programs; and
  • make all vendors a third-party beneficiary of all Client waivers, disclaimers, limitation of liabilities, confidentiality and IP provisions contained in the Agreement.

Loyalty, Award and Promotion Prepaid Digital Account Agreement Effective Date: September 1, 2019

This is the Loyalty, Award and Promotion Prepaid Digital Account Agreement governing the Loyalty, Award and Promotion Digital Account issued by Bank of America, N.A. (“Agreement”). Please read this Agreement carefully and keep it for your records. Please register and activate the Loyalty, Award and Promotion Digital Account (“Account”) immediately. By accepting and using the Digital Account, you agree to be bound by this Agreement. Loyalty, Award and Promotion Prepaid Digital Account or “Account” means the Account issued by Bank of America, N.A. “You” means the person who has received the Account. “We”, “us”, “our”, and “Bank” means Bank of America, N.A., its successors, affiliates or assignees. The Account remains the property of Bank and must be surrendered upon demand. The Account is nontransferable and it may be cancelled, repossessed or revoked at any time without prior notice subject to applicable law. The Account is a payment account that can be used (until the expiration or cancellation of the Account) to make online or phone purchases at merchants that have agreed to accept Mastercard ® or Visa® debit cards. This Account is issued for loyalty, award or promotional purposes and is not a gift card. The Account is not a credit card. When you use the Account, the amount available on the Account will be reduced by the amount of the purchase until it reaches zero. After the Expiration Date, you will not be able to use the Account, you will lose all rights in or to the Account, and you agree that you will have no right to any amount remaining on the Account.

Under the Bank of America “zero liability” policy, you may incur no liability and the Account will not be charged for unauthorized use of the Account up to the amount of the unauthorized transaction, provided you notify us within a reasonable time of the loss or theft of the Account or Account number or its unauthorized use, and subject to the following terms and conditions:

2) for any other reason we conclude that the facts and circumstances do not reasonably support a claim of unauthorized use.

(a) If, through no fault of ours, the amount on the Account is insufficient to complete the transaction; or

(b) If, through no fault of ours, the funds on your Account are not available because the funds are uncollected, or subject to legal process; or

(c) If the online or phone terminal or equipment was not working properly and you knew about the breakdown when you started the transaction; or

(d) If circumstances beyond our control (such as power outages, equipment failures, fire or flood) prevent the transaction, despite reasonable precautions that we have taken; or

(e) If the Account has been reported to be, or suspected of being, lost or stolen, and we have taken action to prevent transactions with the Account; or

(f) If we have reason to believe that the transaction is unauthorized, suspicious, or fraudulent; or

(g) If you attempt to complete an impermissible transaction with or at a merchant; or

(h) If you attempt to complete a transaction contrary to the terms and conditions of this Agreement.

Call or write us as soon as you can in case of errors or questions about transactions arising from the use of the Account. We must hear from you no later than 60 days after the date of the transaction in question.

(a) Tell us your name and Account number.

(b) Describe the error or the transaction you are unsure about, and explain as clearly as you can why you believe it is an error or why you need more information.

(c) Tell us the dollar amount of the suspected error. If you tell us orally, we may require that you send us your complaint or question in writing within 10 business days.

We will determine whether an error occurred within 10 business days after we hear from you and will correct any error promptly. If we need more time, however, we may take up to 45 days to investigate your complaint or question. If we decide to do this, we will credit the Account within 10 business days for the amount you think is in error, so that you will have the use of that amount during the time it takes us to complete our investigation. If we ask you to put your complaint or question in writing and we do not receive it within 10 business days, we may not credit the Account. For errors involving: (i) Digital Accounts issued less than 30 days, (ii) point-of-sale, or (iii) foreign-initiated transactions, we may take up to 90 days to investigate your complaint or question. For Digital Accounts issued less than 30 days, we may take up to 20 business days to credit the Account for the amount you think is in error. We will tell you the results within three business days after completing our investigation. If we decide that there was no error, we will send you a written explanation. You may ask for copies of documents that were used in the investigation.

In no event will we be liable for any claims of special, indirect or consequential damages.

As part of establishing your Account, you will receive with your Account a copy of the Prepaid Card Privacy Notice which generally addresses our policy for handling and disclosing information for your Account. You may view our Prepaid Card Privacy Notice at xxx.xxxxxxxxxxxxx.xxx/xxxxxxxxxxxxxx. With respect to any information we collect from you as a result of your Account, we will only share such information related to your Account, from time to time, subject to any applicable financial privacy laws or other laws or regulations, (a) where it is necessary for completing transactions; (b) in response to any subpoena, summons, court or administrative order, or other legal process which we believe requires our compliance; (c) in connection with collection of indebtedness or to report losses incurred by us; (d) in compliance with any agreement between us and a professional, regulatory or disciplinary body; (e) in connection with potential sales of businesses; and (f) to service providers who help us meet your needs by assisting us in providing the services under this Agreement.

You may not make preauthorized regular payments through the use of the Account.

We may record or monitor telephone calls between you and us. We need not remind you of our recording or monitoring before each call unless required to do so by law.

This Agreement will be governed by the laws and regulations of the United States and, to the extent not so covered, by the laws and regulations of the State of North Carolina. A determination that any part of this Agreement is invalid or unenforceable will not affect the remainder of this Agreement.

You may request to convert from a Digital Account to a physical card embossed with your name. Youunderstand and acknowledge that the use of the physical card is subject to the Loyalty, Award andPromotion Prepaid Card Agreement which will be provided to you along with the physical card. Once you convert to a physical plastic card, you will no longer be able to use your Digital Account. You mayplace this request by calling us toll free at 0.000.000.0000.

Only individuals who can lawfully enter into and form contracts under applicable law and have reached the age of majority may have an Account. We may refuse to provide an Account to anyone, at any time, in our sole discretion.

We, in our sole discretion, may terminate this Agreement, your access to your Account, or your access to our site for any reason. We will provide you any notice required by applicable law. If any funds remain on your Account, we will pay them to you by issuing a check. We may terminate this Agreement immediately, without prior notice, if you commit any fraudulent, illegal or impermissible acts or provide false information to us, in which event we may withhold from any payment to you any amount we reasonable believe you owe as a result of any wrongful conduct in connection with your Account or our site. You acknowledge and agree that we may set off the amount of any outstanding fees or payment due to us prior to issuing any authorized refunds.

Pre-paid Debit Card - Unemployment Insurance

IMPORTANT: Please note that the department is transitioning from paying unemployment insurance claimants their benefits with a Bank of America debit card to direct deposit or paper check through Wells Fargo. Claimants will begin receiving their benefit payments via direct deposit or paper check in May 2021. Find more information about the transition and next steps claimants need to take.

If you wish to receive your benefit payments by having a paper check mailed to your address instead, please call:

  • Otherwise, call 1-800-827-4839 to request this option.

This Visa® debit card is issued through Bank of America. There is no activation fee or purchase fee to use the Bank of America Visa® debit card. View additional disclosures about the debit card.

If your Ul payments are not approved, you will not receive a debit card. Some reasons that could prevent you from being approved for payment are: you do not have sufficient wages to be eligible; you have been denied Ul benefits; or you have not filed a timely continued claim (request for payment). You will also not receive a debit card if you choose to receive your benefit payment by paper check.

If your Ul payments are approved, you will receive a notice entitled "Notice of First Benefit Payment Approval and Mailing of Your Bank of America Benefits Debit Card." You will then receive your debit card within 7-10 days. The card will arrive in a WHITE envelope with the State of Maryland flag and a Gray, Tennessee return address in the upper left-hand corner. Once you receive your card, you may access your first payment. If you continue to meet all of the eligibility requirements of the Maryland Ul Law and file timely continued claims (request for payment), you will have a safe and convenient way to receive and access your Maryland Ul benefits. Your Bank of America Debit card is valid for three years.

To access your funds with your card, free of charge, you can:

  • Access cash through bank tellers at any bank that accepts Visa.
  • Withdraw cash from a Bank of America ATM fee free.
  • Get cash back at select retail point-of-sale locations.
  • Make purchases through signature or pin-based transactions.
  • Make 6 fee free withdrawals per month using an ATM outside of the Bank of America ATM network. The owner of the ATM may charge a fee.

You also have the option of having your UI benefit payments transferred from the debit card to your personal bank account. Bank of America will include instructions for choosing this option when you receive the UI debit card package. You must have an e-mail address in order to transfer funds into your personal bank account.

You will also have the option of having your Ul benefits paid by a paper check mailed to your address. You may choose the paper check option when you initially file for benefits or you may choose the paper check option after you have been approved for benefit payments. Your address must be up-to-date and correct in order to receive a paper check.

Report any address change immediately to the Division of Unemployment Insurance ONLY, by calling 667-207-6520 or 1-800 827-4839 (from outside Baltimore area but within Maryland).

When you receive the card, for security purposes, be sure to immediately sign your name on the back of the card in ink. You cannot use the card until it has been activated. To activate your card and create a PIN, you must call Bank of America at 1-855-847-2029; TTY 866-656-5913. PLEASE DIAL CAREFULLY! Choose a PIN that only you would know. Never share your PIN or your card with anyone. You will be held legally responsible for all activity connected to the card.

Stopping criminals
Sometimes criminals will try to trick individuals into disclosing personal information in a text, email or on a phone call. Phony emails may direct you to a fraudulent website that looks like a Bank of America website. These phony emails may even ask you to call a phone number and provide account information. Please remember that:

  • Bank of America will never ask you in an email or text to disclose any personal information, such as your Social Security Number, PIN (Personal Identification Number) or Prepaid Card Number
     
  • Offers that sound too good to be true often are. You may be asked to fill out a short survey in exchange for money being credited to your account at the account number you provide. Bank of America will never request your information in this way
     
  • Claims that your account may be closed if you fail to confirm, verify or authenticate personal information are not from Bank of America

New Chip-Enabled Debit Cards

Starting July 25, you will receive a new chip-enabled debit card if you:

  • Are a new claimant receiving EDD benefits for the first time.
  • Have a card that is expiring soon.
  • Need a replacement card because your card is expired or has been lost, stolen, or damaged. Learn more about replacement and expired cards.

About the Debit Card

The EDD issues benefit payments for Disability Insurance, Paid Family Leave, and Unemployment Insurance claims using a visa debit card. This prepaid debit card is a fast, convenient, and secure way to get your benefit payments and is not subject to a credit check or monitoring by the EDD. With the debit card you can:

  • Get your money sooner.
  • Use it everywhere VISA is accepted (in stores, online, and by phone).
  • Withdraw cash at ATMs, banks, and stores with cash back options.
  • Transfer funds to the financial institution of your choice at no additional cost.
  • Be notified when a deposit is made to your card or when you have a low balance.
  • Receive fraud protection from a Zero Liability Policy.

Note: Your card is valid for three years from the date it is issued and is used for all EDD benefit programs, so you should keep it until it expires.

New Cardholders

If you have never had a debit card from the EDD before, Bank of America will mail you a card after your first benefit payment has been issued by the EDD . It can take 7 to 10 business days to receive your card in the mail.

To activate a new card, use one of the following methods:

  • Online - Visit the Bank of America debit card website and select Activate My Card.
  • By phone - If you are calling from within the United States, call 1-866-692-9374 or 1-866-656-5913 (TTY). If you are calling from outside of the United States, call collect at 1-423-262-1650.

Existing Cardholders

Your card is valid for three years from the date it is issued and is used for all EDD benefit programs. If you previously participated in an EDD benefit program using a card, and began participating in an EDD benefit program again within three years of the date the card was issued, you will not have to wait for a new card to receive benefits. We will continue to load funds on your existing card and you will have immediate access to them.

Replacement and Expired Cards

If your card is lost or stolen, you must call Bank of America at 1-866-692-9374 (TTY: 1-866-656-5913). When prompted, choose the “lost or stolen” option from the automated menu. You do not need to have your old card number or speak to a representative.

If your card is damaged, you can order a replacement card online by visiting the Bank of America debit card website.

Replacement cards will be delivered in 7 to 10 business days from the date you order it. Once you order a replacement card, avoid requesting a second one. Ordering a second card will permanently block the first one and this may cause a delay in receiving your payments.

Note: Bank of America representatives cannot answer questions about your claim or pending payments.

Expired Cards

Card Activity within the Last 90 Days or $20 or Greater Balance

If you have activity on your card within the last 90 days, or if there is a balance of $20 or more, Bank of America will automatically mail you a new card before your card expires.

No Card Activity within the Last 90 Days and Balance Less Than $20

If you did not have any activity on the card within the last 90 days, or if you have a balance of less than $20, contact Bank of America debit card customer service to request a new card. You can check your remaining balance by calling one of the telephone numbers listed in the Additional Information section of this page.

Returned Cards

If you no longer want to use your card, contact Bank of America to retrieve any remaining funds, and then destroy your card. Do not mail your card to the EDD for any reason. The EDD cannot accept returned debit cards and cannot remove funds from the debit card. If you return a card to the EDD, we will forward it to Bank of America for destruction.  If you have an overpayment established on your claim and would like to make a payment to the EDD, visit Benefit Overpayment Services to learn how.

Payments

It takes at least three weeks to process a claim for unemployment benefits and issue payment to most eligible workers. Payment information for Unemployment Insurance is updated daily and is available through your UI Online account or by calling the UI Self-Service Phone Line at 1-866-333-4606.

Payment information for Disability Insurance or Paid Family Leave can be accessed through your SDI Online account or by calling one of the toll-free numbers provided at Contact Disability Insurance and Paid Family Leave.

Emergency Cash Assistance

Bank of America can assist you with a domestic emergency cash transfer if you need cash from your debit card immediately, such as if your card is lost or you are still waiting for your card to arrive in the mail. You can speak with a Bank of America customer representative by calling one of the phone numbers listed in the Additional Information section of this page. Visit Bank of America’s website and select Fee Information for information about emergency cash transfer fees.

Track Your Payments

Keep track of your debit card payments and balance information by downloading the Bank of America Prepaid Card app from any app store. Loyalty, Award and Promotion Prepaid Digital Account Agreement Effective Date: September 1, 2019

This is the Loyalty, Award and Promotion Prepaid Digital Account Agreement governing the Loyalty, Award and Promotion Digital Account issued by Bank of America, N.A. (“Agreement”). Please read this Agreement carefully and keep it for your records. Please register and activate the Loyalty, Award and Promotion Digital Account (“Account”) immediately. By accepting and using the Digital Account, you agree to be bound by this Agreement. Loyalty, Award and Promotion Prepaid Digital Account or “Account” means the Account issued by Bank of America, N.A. “You” means the person who has received the Account. “We”, “us”, “our”, and “Bank” means Bank of America, N.A., its successors, affiliates or assignees. The Account remains the property of Bank and must be surrendered upon prepaid bankofamerica com. The Account is nontransferable and it may be cancelled, repossessed or revoked at any time without prior notice subject to applicable law. Under the Bank of America “zero liability” policy, you may incur no liability and the Account will not be charged for unauthorized use of the Account up to the amount of the unauthorized transaction, provided you notify us within a reasonable time of the loss or theft of the Account or Account number or its unauthorized use, and subject to the following terms and conditions:

(a) If, through no fault of ours, the amount on the Account is insufficient to complete the transaction; or

(c) If the online or phone terminal or equipment was not working properly and you knew about the breakdown when you started the transaction; or

(d) If circumstances beyond our control (such as power outages, equipment failures, fire or flood) prevent the transaction, despite reasonable precautions that we have taken; or

(e) If the Account has been reported to be, or suspected of being, lost or stolen, and we have taken action to prevent transactions with the Account; or

(f) If we have reason to believe that the transaction is unauthorized, suspicious, or fraudulent; or

(g) If you attempt to complete an impermissible transaction with or at a merchant; or

(h) If you attempt to complete a transaction contrary to the terms and conditions of this Agreement.

Call or write us as soon as you can in case of errors or questions about transactions arising from the use of the Account. We must hear from you no later than 60 days after the date of the transaction in question.

(b) Describe the error or the transaction you are unsure about, and explain as clearly as you can why you believe it is an error or why you need more information.

(c) Tell us the dollar amount of the suspected error. If you tell us orally, we may require that you send us your complaint or question in writing within 10 business days.

We will determine whether an error occurred within 10 business days after we hear from you and will correct any error promptly. If we need more time, however, we may take up to 45 days to investigate your complaint or question. If we decide to do this, we will credit the Account within 10 business days for the amount you think is in error, so that you will have the use of that amount during the time it takes us to complete our investigation. For errors involving: (i) Digital Accounts issued less than 30 days, (ii) point-of-sale, or (iii) foreign-initiated transactions, we may take up to 90 days to investigate your complaint or question. We will tell you the results within three business days after completing our investigation. If we decide that there was no error, we will send you a written explanation. You may ask for copies of documents that were used in the investigation.

In no event will we be liable for any claims of special, indirect or consequential damages.

As part of establishing your Account, you will receive with your Account a copy of the Prepaid Card Privacy Notice which generally addresses our policy for handling and disclosing information for your Account. You may view our Prepaid Card Privacy Notice at xxx.xxxxxxxxxxxxx.xxx/xxxxxxxxxxxxxx. With respect to any information we collect from you as a result of your Account, we will only share such information related to your Account, from time to time, subject to any applicable financial privacy laws or other laws or regulations, (a) where it is necessary for completing transactions; (b) in response to any subpoena, summons, court or administrative order, or other legal process which we believe requires our compliance; (c) in connection with collection of indebtedness or to report losses incurred by us; (d) in compliance with any agreement between us and a professional, regulatory or disciplinary body; (e) in connection with potential sales of businesses; and (f) to service providers who help us meet your needs by assisting us in providing the services under this Agreement.

You may not make preauthorized regular payments through the use of the Account.

We may record or monitor telephone calls between you and us. We need not remind you of our recording or monitoring before each call unless required to do so by law.

This Agreement will be governed by the laws and regulations of the United States and, to the extent not so covered, by the laws and regulations of the State of North Carolina. A determination that any part of this Agreement is invalid or unenforceable will not affect the remainder of this Agreement.

You may request to convert from a Digital Account to a physical card embossed with your name. Youunderstand and acknowledge that the use of the physical card is subject to the Loyalty, Award andPromotion Prepaid Card Agreement which will be provided to you along with the physical card. Once you convert to a physical plastic card, you will no longer be able to use your Digital Account. You mayplace this request by calling us toll free at 0.000.000.0000.

Only individuals who can lawfully enter into and form contracts under applicable law and have reached the age of majority may have an Account. We may refuse to provide an Account to anyone, at any time, in our sole discretion.

We, in our sole discretion, may terminate this Agreement, your access to your Account, or your access to our site for any reason. We will provide you any notice required by applicable law. If any funds remain on your Account, we will pay them to you by issuing a check. We may terminate this Agreement immediately, without prior notice, if you commit any fraudulent, illegal or impermissible acts or provide false information to us, in which event we may withhold from any payment to you any amount we reasonable believe you owe as a result of any wrongful conduct in connection with your Account or our site. You acknowledge and agree that we may set off the amount of any outstanding fees or payment due to us prior to issuing any authorized refunds.

Pre-paid Debit Card - Unemployment Insurance

IMPORTANT: Please note that the department is transitioning from paying unemployment insurance claimants their benefits with a Bank of America debit card to direct deposit or paper check through Wells Fargo. If you wish to receive your benefit payments by having a paper check mailed to your address instead, please call:

  • Otherwise, call 1-800-827-4839 to request this option.

If your Ul payments are not approved, you will not receive a debit card. Some reasons that could prevent you from being approved for payment are: you do not have sufficient wages to be eligible; you have been denied Ul benefits; or you have not filed a timely continued claim (request for payment). You will also not receive a debit card if you choose to receive your benefit payment by paper check.

If your Ul payments are approved, you will receive a notice entitled "Notice of First Benefit Payment Approval and Mailing of Your Bank of America Benefits Debit Card." You will then receive your debit card within 7-10 days. The card will arrive in a WHITE envelope with the State of Maryland flag and a Gray, Tennessee return address in the upper left-hand corner. Once you receive your card, you may access your first payment. If you continue to meet all of the eligibility requirements of the Maryland Ul Law and file timely continued claims (request for payment), you will have a safe and convenient way to receive and access your Maryland Ul benefits. Your Bank of America Debit card is valid for three years.

To access your funds with your card, free of charge, you can:

  • Access cash through bank tellers at any bank that accepts Visa.
  • Withdraw cash from a Bank of America ATM fee free.
  • Get cash back at select retail point-of-sale locations.
  • Make purchases through signature or pin-based transactions.
  • Make 6 fee free withdrawals per month using an ATM outside of the Bank of America ATM network. The owner of the ATM may charge a fee.

You also have the option of having your UI benefit payments transferred from the debit card to your personal bank account. Bank of America will include instructions for choosing this option when you receive the UI debit card package. You must have an e-mail address in order to transfer funds into your personal bank account.

You will also have the option of having your Ul benefits paid by a paper check mailed to your address. You may choose the paper check option when you initially file for benefits or you may choose the paper check option after you have been approved for benefit payments. Your address must be up-to-date and correct in order to receive a paper check.

Report any address change immediately to the Division of Unemployment Insurance ONLY, by calling 667-207-6520 or 1-800 827-4839 (from outside Baltimore area but within Maryland).

When you receive the card, for security purposes, be sure to immediately sign your name on the back of the card in ink. You cannot use the card until it has been activated. To activate your prepaid bankofamerica com and create a PIN, you must call Bank of America at 1-855-847-2029; TTY 866-656-5913. PLEASE DIAL CAREFULLY! Choose a PIN that only you would know. Never share your PIN or your card with anyone. You will be held legally responsible for all activity connected to the card.
