Auto-debit rules that were laid down by the Reserve Bank of India (RBI) in 2019 for recurring online transactions finally came into effect on Friday, October 1 — over two years after their initial announcement. The update is expected to impact lakhs of customers who have opted for recurring online transactions. Starting from online subscriptions of services including Netflix and YouTube to payments of phone and utility bills, all auto-debit transactions will now need to go through a new process. The change is also not limited to domestic payments and applies to international recurring transactions as well that are being made through credit and debit cards as well as prepaid payment instruments (PPIs).

First announced in August 2019, the new rules were last due for March 31. RBI, however, extended that deadline by six months until Thursday, September 30.

Industry sources told Gadgets 360 that banks including Axis Bank, Bank of Baroda, Citibank, HDFC Bank, IDFC Victoria secret perfume in pink bottle, Kotak Mahindra Bank, and Standard Chartered are compliant with the new rules. SBI Credit Card is also ready to begin with the new process. However, the debit card division of the State Bank of India (SBI) alongside most other commercial banks are yet to implement the necessary changes at their end. The status of a large number of government banks as well as various co-operative banks is also not very clear to industry stakeplayers.

“Indian banks are like a rocket, this does not mean that they aim for the sky, but they really only work when there is a fire in the backside to complete the timeline to do that. So, if today is the deadline, now we will start looking at the end moment and working overtime to get things done,” said Vishwas Patel, Chairman of Payments Council of India (PCI) and Executive Director of Infibeam Avenues.

Since the onus of implementing the new transaction process is chiefly on banks, payment gateways and merchants remain ineffective in providing a seamless experience from their side.

Patel told Gadgets 360 that PCI wrote a formal letter to RBI earlier this week seeking a delay in the update. The central bank did not respond to the letter.

Various commercial banks have informed their customers that they will decline all non-compliant transactions set at the merchant site or app to follow the new norms. Irrespective of the bank, customers using Mastercard are also likely to be impacted at the present stage — due to an ongoing ban of the card issuer in the country. Apple separately warned developers building apps for its devices about the decline in some transactions due to the update.

How to register for recurring transactions under new RBI rules?

The new auto-debit rules bring a new transaction process in which users need to re-register their card with merchants like Netflix and YouTube for recurring transactions. It also requires two-factor authentication for completing the registration.

Once the registration for a recurring transaction is completed, you will receive an SMS from your bank. You will also be notified through a message when a recurring transaction is due.

For transactions above Rs. 5,000, you will receive an SMS message from your bank 24 hours before it's processed. It will ask you to give consent through a link provided in the text. The transaction will fail if you aren't able to do so. You will not be required to approve a recurring transaction that is up to Rs. 5,000, though you will still get an SMS with a way to cancel the transaction.

In both cases — transactions of up to Rs. 5,000 and above — your bank will send you a link to a standalone webpage through an SMS message to let you cancel or pause them. You will get an OTP that you need to enter on the webpage to disable the recurring transaction. It will also show upcoming recurring transactions that you can cancel.

For customers who don't want to go with the new process or have an account in a bank that is yet to implement the changes, RBI has retained the existing system where you need to make payments manually on a regular basis by going to the merchant's site or app.

Challenges for banks, merchants

RBI has constructed a framework for banks and merchants that needs to be deployed for recurring online transactions. But the technology for that framework has not yet been natively created — neither by banks nor merchants. They instead need to go for a third-party solution that is traditionally called a subscription management platform. Companies including BillDesk, PayU, and Razorpay have developed their own subscription management platforms that are being deployed by leading banks and merchants to comply with the auto-debit santander bank customer service reviews Chief Product Officer Manas Mishra told Gadgets 360 that the subscription management platforms were interoperable as not all banks and merchants would use a single platform.

“The issuer banks didn't have a system or a platform to kind of understand the fundamental shift required under the new rules,” he said. “So, we had to first of all provide the issuer a platform where they can manage this entire lifecycle of their subscription mandate like linking the two transactions, providing user cancellation features, and all that.”

PayU upgraded its existing Zion platform for issuing banks as a standalone solution for recurring transactions. It was originally launched a few years back as a merchant-centric solution to help merchants with registration and payment processes.

Mishra asserted that Zion is capable of providing features including additional factor authentication, notifications to customers, and dashboard for subscription management — all that are mandated by the new auto-debit rules.

Similar to PayU, Razorpay brought Mandate HQ in July for processing e-mandates on recurring online transactions.

“Industry synergies between banks and fintech companies as a result of this new mandate will help enable recurring payments for over 900 million debit cardholders in India,” said Shashank Kumar, CTO and Co-Founder, Razorpay.

Originally, BillDesk enjoyed a monopoly in recurring transactions space with its SI Hub. The proprietary platform was embraced by some early banks and merchants — before the arrival of solutions from PayU and Razorpay.

Deploying a subscription management platform over the existing core banking system is what banks are doing at this moment. Although these platforms are just an API-based solution, the process isn't that easy as banks need to integrate the platforms and test them end-to-end with different merchants.

Merchants, on the other hand, need to deploy these platforms to pass details such as the billing cycle and amount that users are paying.

Subscription management platforms involve certain costs that banks and merchants need to pay. Those costs could have been transferred to customers just like in case of debit cards and cheque books, but RBI clearly directed banks to not levy or recover any charges for providing the new e-mandate facility.

Sources familiar with the development told Gadgets 360 that the government is in plans to develop a unified platform-like solution over time for banks and merchants that would save them the third-party fee. Exact details about its launch are yet to be revealed.

Starting from next month, the auto-payment rules for mobile, utility and other bills are likely to be changed. The Reserve Bank of India (RBI) earlier stated that recurring transactions using debit cards, credit cards, Unified Payments Interface (UPI) or other prepaid payment instruments (PPIs) will need additional factor authentication (AFA) from 1 April. Under the new norms, banks will be required to inform customers in advance about recurring payment due and transaction would be carried following nod from the customer. This rule is likely to impact your monthly subscription charges for different streaming platforms including Netflix, Amazon Prime, Disney+ Hotstar.

All you need to know about RBI's new rule on debit card and credit card auto-payments from April

1) For auto-payments from debit and credit cards or via wallets, an additional authentication will be required by the customer from April. "A cardholder desirous of opting for e-mandate facility on card shall undertake a one-time registration process, with AFA validation by the issuer," RBI said.

2) The limit for auto-debit from cards and wallets is set at ₹5,000. For transactions above the cut-off, an additional one-time password (OTP) will be needed.

4) The regulator earlier asked the banks to introduce additional factor authentication by 31 March, 2021. The user will have an option to choose a mode among available options (SMS, email, etc.) for receiving the pre-transaction notification, the regulator said.

6) To proceed the transaction, customer's consent is must. The cardholder will also have an option to "opt-out of that particular transaction".

8) Banks have started informing its customers about this new rule. “In accordance with regulatory requirements, processing of e-mandates for recurring transactions, which have been registered on your credit or debit card without Additional Factor of Authentication (AFA), will be discontinued w.e.f. April 1, 2021. You may make payments directly through your card at the merchant website or application," read a communication sent by Axis Bank.

How can I make the payment using the ‘Pay by Net Banking’ facility provided by HDFC?

How do I pay using Citi Bank Netbanking (or debit card)?
  1. On the payment step, select “Pay by Netbanking”, select Citi, and hit the “Continue” button.
  2. You’ll be taken to Citi Bank’s netbanking signin page, where you’ll have to enter your debit card number, debit card expiry year + month, and IPIN.
  3. After successfully signing in, the booking amount will be immediately debited from your account. Hit the "Continue" button to complete the tranaction.
  4. You’ll be redirected back to Cleartrip’s website after successfully completing the payment, where we’ll confirm the booking and send you packing on that trip!

While I was paying by net banking, my ‘session expired&rsquo. Say what?
Here’s what happened – your session expired due to security reasons. This happens, simply, when you take too long to make the direct debit payment and don’t manage it in the specified amount of time. Go back to the Cleartrip home page and start over. We know it’s annoying, but it’s all for security.
I made a successful payment by net banking but the system says that the ‘verification has failed&rsquo. Now what?
To make a successful booking, your payment transaction has to get verified successfully at your bank’s direct debit gateway. The verification can fail because of various reasons. If you made a successful payment but the verification failed, don’t sweat. The amount debited from your account will get credited back within 7 working days.
Why do I see a debit by BillDesk in my account statement when I pay by Netbanking on Cleartrip?

Not for booking flights. For trains – 1.5% over and above the ticket cost and Cleartrip charges. You will be shown the ticket cost & the transaction fee separately during the booking process.
How does it work?
You need to have a valid cash card to be able to pay through one. Follow these steps:
  1. On the payment page, select ‘Pay by Cash Card’, select your cash card issuer, and hit ‘Continue&rsquo.
  2. You will be redirected to your cash card’s authentication page. Enter your card number (or login ID) and PIN (or password).
  3. On the next page, verify the payee details and the amount to be paid and hit ‘Continue&rsquo.
  4. You’ll be redirected to Cleartrip where we’ll process your booking.
How long do refunds take?
Usually 1 or 2 working days.

Equated Monthly Installment (EMI)

What is a ‘EMI’?
EMI stands for ‘Equated Monthly Installment’ and is just another manner by which you can pay for your bookings on Cleartrip. With EMI, you can pay for flight or hotel in monthly installments over a period of 3 to 9 months (depending on the tenure selected) instead of paying all at once.
So, how do I pay using this new payment option – EMI?
It’s really simple. Just click on the payment option ‘Pay with EMI’ to make your payment. At the moment you can pay with EMI only using your credit card.
Which credit cards can I use?
We currently support credit cards from HDFC, ICICI, CITI & AMEX.
What are the tenure options or over how many months can I make my payment?
You can select from 3, 6 or 9 months payment option. This means you can make your payment in 3 equal installments over 3 months, 6 equal installments over 6 months or even 9 equal installments over 9 months.
Do I need to pay interest on this payment?
Yes, you’ll be charged a Rate of Interest which varies from bank to bank & depends on your total amount.
Will the credit limit on my credit card reduce?
Yes. The credit limit on your card is blocked till the amount is cleared.
Will I get reward points on this payment?
You will need to check with your bank if you’re eligible for reward points or not.
By what name will the payments appear in my monthly statements?
The name on statement will be CLEARTRIP PVT LTD.
What happens if I close the credit card account in the middle of my tenure?
In the unlikely event that you want to close your credit card account in the middle of your EMI tenure, you will be asked to clear the entire amount due before the card account is closed.
Can I prepay the remaining amount in the middle of my tenure?
Yes, you can prepay the pending amount.
What if I cancel my ticket in the middle of my tenure?
If the ticket is eligible for a refund, the EMI is cancelled and the paid amount is reversed to the card account. Please note that the Cleartrip processing charges will not be refunded and payment is subject to the cancellation charges as given in the flight booking policy.
Are all bookings eligible for payment by EMI?
Bookings of Rs. 2,500 and above are eligible for a 3 month EMI term. Any booking under Rs. 2,500 is not eligible for paying in equal monthly installments. This minimum fare does not include the interest payable.
If I book multiple tickets on EMI and cancel 1 ticket, what would happen?
  1. HDFC Bank: Cleartrip will send the refund back to the Bank for the single ticket after deducting the statutory charges. HDFC bank will cancel the entire EMI amount for remaining tickets and charge you for the same at one go.
  2. ICICI Bank: Cleartrip will send the refund back to the Bank for the single ticket after credit card payment citibank billdesk the statutory charges. ICICI bank will cancel the EMI for single ticket and adjust the same in the outstanding balance. The balance 2 tickets will continue in EMI.
If I cancel all the tickets I have booked, what would happen?
  1. HDFC Bank: In such scenario, Cleartrip will send the refund back to the Bank for the all tickets after deducting the statutory charges. HDFC bank will cancel the entire EMI amount and charge balance outstanding at one go.
  2. ICICI Bank: In such scenario, Cleartrip will send the refund back to the Bank for the all tickets after deducting the statutory charges. ICICI bank will cancel the entire refund amount and balance outstanding will be continue in EMI.

All you need is a bank account with internet banking activated to carry out an RTGS transaction.

It is similar to NEFT & the same steps will be following those described above. You only have to choose RTGS in place of NEFT.
