LANSING, Mich.—The Unemployment Insurance Agency (UIA) has reintroduced a call-in schedule to assist all claimants who certify their eligibility for benefits by phone. The call-in schedule, based on the last two digits of an individual’s Social Security Number (SSN), will help ease incoming call flow and prevent extended wait times while reporting work search activity by phone.

“Although certifying and reporting your work search activity online is quicker and more efficient, this call-in schedule will make it easier for those who may not have online access.” said Liza Estlund Olson, UIA acting director.

Claimants who receive unemployment benefits are required to search for work and report at least one work search activity per week when they certify for benefits. Failure to report a work search activity will result in a loss of benefits for that week.

All claimants who certify by phone will need to call according to the schedule. Claimants who need to report their work search activity must complete the automated certification questions and remain on the line to connect with an agent to report their work search activity for each week.

Beginning Monday, June 7, 2021:

If unable to certify on their scheduled day and time, all claimants may certify on Thursday or Friday of their certification week, regardless of their SSN.The certification day and time will correspond with the last two digits of a claimant’s Social Security Number (SSN). When certifying by phone using MARVIN (866-638-3993), claimants must certify on their scheduled day and time.

MARVIN is available from 8 a.m. through 4:30 p.m., Monday-Friday, but is no longer available on Saturdays.

For faster processing, UIA recommends that claimants certify and report their work search online using the Michigan Web Account Manager (MiWAM). MiWAM is available 24 hours a day, seven days a week. Claimants may sign up for a MiWAM account at Michigan.gov/uia.

A waiver of the work search requirement may be granted due to certain COVID-19 related reasons. Claimants must apply and be approved for the waiver before they certify for benefits for the bi-weekly certification period. Claimants will be notified at the time of the request whether a waiver of the requirement is granted.

COVID-19 unemployment benefit rules expire on April 1

Governor Gretchen Whitmer signed COVID-19 relief bills into law in December, and one of those bills extended unemployment benefits through March 31. Now, those benefits are set to expire.

Through the state's Work Share plan, employees whose hours or wages are reduced can collect partial unemployment. Under the COVID rules, employers could reduce wages by 10-60% and employees would be eligible to receive benefits. Employers now have to reduce hours and wages by 15-45% for employees to collect benefits.

Michigan residents will likely not need to pay back pandemic unemployment benefits

However, Gov. Gretchen Whitmer recently announced that people who followed the rules and received benefits will not need to pay back the money.

The letters were sent out because four criteria the state established for Pandemic Unemployment Assistances no longer qualified as legitimate reasons for payments by the U.S. Department of Labor.

After receiving the letters, Michigan residents were given 20 days to re-certify their PUA claims. The deadline to refile was last weekend, but individuals who missed it, should contact their state representative or the UIA.

Whitmer said the letters were required to be sent by the federal government to keep the state in compliance and protect taxpayers against fraud.

Although some residents might go through the process and learn they weren’t eligible for benefits, Whitmer said a federal waiver guidance will cover residents, as long as their original applications were made in good faith.

“I want to be clear to every Michigander who did the right thing: no one who followed the rules and received benefits through no fault of their own should have to pay back money to the federal government,” Whitmer said in a statement.

This federal waiver guidance, announced in early May, allows states to waive recovery of overpayments for individuals not at fault. In cases where individuals collected benefits fraudulently, the guidance says states must assess monetary penalties, require repayments or potentially pursue criminal prosecution.

Jody Kerbyson is the CEO of GST Michigan Works. She said the best course of action for people confused about their PUA status is to schedule an appointment with the UIA.

“While GST Michigan Works understands the frustration that people are experiencing, unfortunately we are not equipped to assist with these unemployment issues,” Kerbyson said. “Since each situation is different, there is no one solution.”

Kerbyson said her organization is standing by ready to help people with re-employment efforts like completing their work search requirements and registering for work.

In a July 14 press release, Acting UIA Director Liza Estlund Olson said the agency will evaluate each requalification on a case-by-case basis. Olson said the agency is currently reviewing a waiver process, but no specific details on the process have been released yet.

Michigan House Oversight Committee Chairman Steve Johnson announced last week that he plans to launch an investigation into the UIA, calling the agency a “mess.” Johnson said the oversight hearings will include testimony on the “pattern of mismanagement, incompetence and outright fraud” at the agency.

LANSING, Mich.—The Unemployment Insurance Agency (UIA) has reintroduced a call-in schedule to assist all claimants who certify their eligibility for benefits by phone. The call-in schedule, based on the last two digits of an individual’s Social Security Number (SSN), will help ease incoming call flow and prevent extended wait times while reporting work search activity by phone.

“Although certifying and reporting your work search activity online is quicker and more efficient, this call-in schedule will make it easier for those who may not have online access.” said Liza Estlund Olson, UIA acting director.

Claimants who receive unemployment benefits are required to search for work and report at least one work search activity per week when they certify for benefits. Failure to report a work search activity will result in a loss of benefits for that week.

All claimants who certify by phone will need to call according to the schedule. Claimants who need to report their work search activity must complete the automated certification questions and remain on the line to connect with an agent to report their work search activity for each week.

Beginning Monday, June 7, 2021:

If unable to certify on their scheduled day and time, all claimants may certify on Thursday or Friday of their certification week, regardless of their SSN.The certification day and time will correspond with the last two digits of a claimant’s Social Security Number (SSN). MARVIN is available from 8 a.m. through 4:30 p.m., Monday-Friday, but is no longer available on Saturdays.

A waiver of the work search requirement may be granted due to certain COVID-19 related reasons. Claimants must apply and be approved for the waiver before they certify for benefits for the bi-weekly certification period. Unemployment Benefits Increased and Expanded

Governor Whitmer today has announced new programs for workers affected by COVID-19. The governor, under the federal CARES Act, signed an agreement between Michigan and the U.S. Dept. of Labor to implement Pandemic Unemployment Assistance and Compensation programs that grant benefits to workers who do not already qualify for state unemployment benefits. Workers include self-employed, 1099-independent contractors, gig, and low-wage workers who can no longer work because of the pandemic. The agreement also increases weekly benefits for all unemployed workers by $600 a week and extends benefit payments from 26 to 39 weeks. If someone has already applied for unemployment benefits, you DO NOT need to reapply at this time.

The UIA will provide additional guidance regarding eligibility and application details in the coming days as it implements these new programs.

The new system uses alphabetical order to manage web visits and calls. It is being implemented as UIA has moved nearly all of its staff members to customer service positions in order to faster assist Michiganders in filing for benefits. At the same time, the Michigan Department of Technology, Management and Budget is working to expand capacity and infrastructure of the State’s online systems. Potential benefit recipients can help alleviate the system overload by following a few simple steps:

  • Log onto the website during off-hours for better access – late at night or very early in the morning.

  • If you must use the Call Center, please observe the alphabetical system outlined below beginning this Sunday to help ease the burden.

Governor Whitmer Signs “Stay Home, Stay Safe” Executive Order

Governor directs all non-critical businesses to temporarily close

Today, Governor Gretchen Whitmer signed the “Stay Home, Stay Safe” Executive Order (EO 2020-21), directing all Michigan businesses and operations to temporarily suspend in-person operations that are not necessary to sustain or protect life. The order also directs Michiganders to stay in their homes unless they’re a part of that critical infrastructure workforce, engaged in an outdoor activity, or performing tasks necessary to the health and safety of themselves or their family, like going to the hospital or grocery store.  

Effective at 12:01 am on March 24, 2020, for at least the next three weeks, individuals may only leave their home or place of residence under very limited circumstances, and they must adhere to social distancing measures recommended by the Centers for Disease Control and Prevention when they do so, including remaining at least six feet from people from outside the individual’s household to the extent feasible under the circumstances.

“In just 13 days, we’ve gone from 0 to over 1,000 COVID-19 cases,” said Governor Whitmer. “This is an unprecedented crisis that requires all of us working together to protect our families and our communities. The most effective way we can slow down the virus is to stay home. I know this will be hard, but it will be temporary. If we all come together, get serious, and do our part by staying home, we can stay safe and www michigan unemployment gov uia lives.”

“Taking aggressive action to protect our communities is the most important thing we can do to mitigate further spread of COVID-19,” said Michigan Department of Health and Human Services Chief Deputy for Health and Chief Medical Executive Dr. Joneigh Khaldun. “If we do this now, we can make sure our hospitals and healthcare workers are prepared to take care of the sickest people. It is crucial that people do the right thing by staying home and staying safe.”

Executive Order 2020-21 prohibits all businesses and operations from requiring workers to leave their homes, unless those workers are necessary to sustain or protect life or to conduct minimum basic operations. Businesses and operations are to designate the workers that meet those criteria, and must adopt social distancing practices and other mitigation measures to protect workers and patrons in the performance of that necessary in-person work.

Workers that are necessary to sustain or protect life include those in health care and public health, law enforcement and public safety, grocery store workers, and more. For a full list of these critical infrastructure workers, click the link to Executive Order 2020-21 at the bottom of this page.

Additionally, under Executive Order 2020-21, all public and private gatherings of any number of people occurring among persons www michigan unemployment gov uia a single household are temporarily prohibited. Governor Whitmer Signs “Stay Home, Stay Safe” Executive Order

Monday March 23, 2020

Governor directs all non-critical businesses to temporarily close

Today, Governor Gretchen Whitmer signed the “Stay Home, Stay Safe” Executive Order (EO 2020-21), directing all Michigan businesses and operations to temporarily suspend in-person operations that are not necessary to sustain or protect life. The order also directs Michiganders to stay in their homes unless they’re a part of that critical infrastructure workforce, engaged in an outdoor activity, or performing tasks necessary to the health and safety of themselves or their family, like going to the hospital or grocery store.  

Effective at 12:01 am on March 24, 2020, for at least the next three weeks, individuals may only leave their home or place of residence under very limited circumstances, and they must adhere to social distancing measures recommended by the Centers for Disease Control and Prevention when they do so, including remaining at least six feet from people from outside the individual’s household to the extent feasible under the circumstances.

“In just 13 days, we’ve gone from 0 to over 1,000 COVID-19 cases,” said Governor Whitmer. “This is an unprecedented crisis that requires all of us working together to protect our families and our communities. The most effective way we can slow down the virus is to stay home. I know this will be hard, but it will be temporary. If we all come together, get serious, and do our part by staying home, we can stay safe and save lives.”

“Taking aggressive action to protect our communities is the most important thing we can do to mitigate further spread of COVID-19,” said Michigan Department of Health and Human Services Chief Deputy for Health and Chief Medical Executive Dr. Joneigh Khaldun. “If we do this now, we can make sure our hospitals and healthcare workers are prepared to take care of the sickest people. It is crucial that people do the right thing by staying home and staying safe.”

Executive Order 2020-21 prohibits all businesses and operations from requiring workers to leave their homes, unless those workers are necessary to sustain or protect life or to conduct minimum basic operations. Businesses and operations are to designate the workers that meet those criteria, and must adopt social distancing practices and other mitigation measures to protect workers and patrons in the performance of that necessary in-person work.

Workers that are necessary to sustain or protect life include those in health care and public health, law enforcement and public safety, grocery store workers, and more. For a full list of these critical infrastructure workers, click the link to Executive Order 2020-21 at the bottom of this page.

Additionally, under Executive Order 2020-21, all public and private gatherings of any number of people occurring among persons outside a single household are temporarily prohibited. People may leave the house to perform for limited, necessary purposes, and may engage in outdoor activities like walking, hiking, running, cycling, or any other recreational activity, consistent with remaining at least six feet from people from outside a person’s household and with other restrictions imposed by prior executive orders.

Michigan is currently in the top five states in the nation in number of confirmed COVID-19 cases. Several governors across the country have taken similar steps to protect their communities from the spread of COVID-19, including governors Mike DeWine (R-OH), Andrew Cuomo (D-NY), J.B. Pritzker (D-IL), Tom Wolf (D-PA), Gavin Newsom (D-CA), John Bel Edwards (D-LA), Phil Murphy (D-NJ), and Ned Lamont (D-CT).

Governor Whitmer is working to ensure that children who rely on the food provided by schools will have the resources they need. Michigan residents will likely not need to pay back pandemic unemployment benefits

However, Gov. Gretchen Whitmer recently announced that people who followed the rules and received benefits will not need to pay back the money.

The letters were sent out because four criteria the state established for Pandemic Unemployment Assistances no longer qualified as legitimate reasons for payments by the U.S. Department of Labor.

After receiving the letters, Michigan residents were given 20 days to re-certify their PUA claims. The deadline to refile was last weekend, but individuals who missed it, should contact their state representative or the UIA.

Whitmer said the letters were required to be sent by the federal government to keep the state in compliance and protect taxpayers against fraud.

Although some residents might go through the process and learn they weren’t eligible for benefits, Whitmer said a federal waiver guidance will cover residents, as long as their original applications were made in good faith.

“I want to be clear to every Michigander who did the right thing: no one who followed the rules and received benefits through no fault of their own should have to pay back money to the federal government,” Whitmer said in a statement.

This federal waiver guidance, announced in early May, allows states to waive recovery of overpayments for individuals not at fault. In cases where individuals collected benefits fraudulently, the guidance says states must assess monetary penalties, require repayments or potentially pursue criminal prosecution.

Jody Kerbyson is the CEO of GST Michigan Works. She said the best course of action for people confused about their PUA status is to schedule an appointment with the UIA.

“While GST Michigan Works understands the frustration that people are experiencing, unfortunately we are not equipped to assist with these unemployment issues,” Kerbyson said. “Since each situation is different, there is no one solution.”

Kerbyson said her organization is standing by ready to help people with re-employment efforts like completing their work search requirements and registering for work.

In a July 14 press release, Acting UIA Director Liza Estlund Olson said the agency will evaluate each requalification on a case-by-case basis. Olson said the agency is currently reviewing a waiver process, but no specific details on the process have been released yet.

Michigan House Oversight Committee Chairman Steve Johnson announced last week that he plans to launch an investigation into the UIA, calling the agency a “mess.” Johnson said the oversight hearings will include testimony on the “pattern of mismanagement, incompetence and outright fraud” at the agency.

COVID-19 unemployment benefit rules expire on April 1

Governor Gretchen Whitmer signed COVID-19 relief bills into law in December, and one of those bills extended unemployment benefits through March 31. Now, those benefits are set to expire.

For one, not being able to work due to COVID-19 will no longer be a valid reason to claim state unemployment benefits. Those who are eligible for federal unemployment benefits would still be able to collect it for COVID-related reasons.

Under the old rules, people had 28 days from their last day of work to file for unemployment. Now, the rules revert to the original 14 days.

Through the state's Work Share plan, employees whose hours or wages are reduced can collect partial unemployment. Under the COVID rules, employers could reduce wages by 10-60% and employees would be eligible to receive benefits. Employers now have to reduce hours and wages by 15-45% for employees to collect benefits.

There are other changes that include rules regarding retired state employees receiving pensions while employed by UIA, as well as automatic charging from employers' direct accounts. For more information on unemployment programs, Michiganders can visit Michigan.gov/UIA.

Unemployment Benefits Increased and Expanded

Governor Whitmer today has announced new programs for workers affected by COVID-19. The governor, under the federal CARES Act, signed an agreement between Michigan and the U.S. Dept. of Labor to implement Pandemic Unemployment Assistance and Compensation programs that grant benefits to workers who do not already qualify for state unemployment benefits. Workers include self-employed, 1099-independent contractors, gig, and low-wage workers who can no longer work because of the pandemic. The agreement also increases weekly benefits for all unemployed workers by $600 a week and extends benefit payments from 26 to 39 weeks. If someone has already applied for unemployment benefits, you DO NOT need to reapply at this time.

The UIA will provide additional guidance regarding eligibility and application details in the coming days as it implements these new programs.

New Filing Schedule

The new system uses alphabetical order to manage web visits and calls. It is being implemented as UIA has moved nearly all of its staff members to customer service positions in order to faster assist Michiganders in filing for benefits. At the same time, the Michigan Department of Technology, Management and Budget is working to expand capacity and infrastructure of the State’s online systems. Potential benefit recipients can help alleviate the system overload by following a few simple steps:

  • If you have a computer and the internet, please use the website, not the phone system, to apply for benefits: Michigan.gov/UIA.
  • Log onto the website during off-hours for better access – late at night or very early in the morning.
  • Please be patient. If the page is loading slowly, DO NOT refresh. Give it a few minutes to load.
  • View the online tool kit and frequently asked questions before you apply to ensure that you have the appropriate information and documents you will need on hand.
  • If you must use the Call Center, please observe the alphabetical system outlined below beginning this Sunday to help ease the burden.

Online Filing Schedule - Michigan.gov/UIA

  • Last names beginning with letters A-L are asked to file claims on Mondays, Wednesdays and Fridays.
  • Last names beginning with letters M-Z are asked to file claims on Sundays, Tuesdays, or Thursdays.
  • Saturdays will be available for anyone who could not file during their allotted window. 

Call Center Filing Schedule - 866-500-0017:

  • Last names beginning with the letters A-L are asked to call on Mondays and Wednesdays between 8 a.m.-5 p.m.
  • Last names beginning with the letters M-Z are asked to call on Tuesdays and Thursdays between 8 a.m.-5 p.m.
  • Fridays (8 a.m.-5 p.m.) will be available for anyone who could not file during their allotted window.

When you file will NOT affect whether you are approved for benefits or the amount of payment. You will be compensated from the date you were laid-off or released from your employment. You have 28 days from your last day of work to apply for benefits.  UIA understands the urgency that benefit recipients are experiencing, but the fastest way to secure benefits is to follow the UIA guidelines. 

The current situation is unprecedented, and UIA is doing everything in its power to ensure that those who are eligible for benefits receive them. LANSING, Mich.—The Unemployment Insurance Agency (UIA) has reintroduced a call-in schedule to assist all claimants who certify their eligibility for benefits by phone. The call-in schedule, based on the last two digits of an individual’s Social Security Number (SSN), will help ease incoming call flow and prevent extended wait times while reporting work search activity by phone.

“Although certifying and reporting your work search activity online is quicker and more efficient, this call-in schedule will make it easier for those who may not have online access.” said Liza Estlund Olson, UIA acting director.

Claimants who receive unemployment benefits are required to search for work and report at least one work search activity per week when they certify for benefits. Failure to report a work search activity will result in a loss of benefits for that week.

All claimants who certify by phone will need to call according to the schedule. Claimants who need to report their work search activity must complete the automated certification questions and remain on the line to connect with an agent to report their work search activity for each week.

Beginning Monday, June 7, 2021:

If unable to certify on their scheduled day and time, all claimants may certify on Thursday or Friday of their certification week, regardless of their SSN.The certification day and time will correspond with the last two digits of a claimant’s Social Security Number (SSN). When certifying by phone using MARVIN (866-638-3993), claimants must certify on their scheduled day and time.

MARVIN is available from 8 a.m. through 4:30 p.m., Monday-Friday, but is no longer available on Saturdays.

For faster processing, UIA recommends that claimants certify and report their work search online using the Michigan Web Account Manager (MiWAM). MiWAM is available 24 hours a day, seven days a week. Claimants may sign up for a MiWAM account at Michigan.gov/uia.

A waiver of the work search requirement may be granted due to certain COVID-19 related reasons. Claimants must apply and be approved for the waiver before they certify for benefits for the bi-weekly certification period. Claimants will be notified at the time of the request whether a waiver of the requirement is granted.
