In the 1990's, deregulation of the energy markets in New York seemed like a great idea and quickly gained momentum. The move would open an otherwise monopolistic market to competition and allow third-party energy suppliers, known as Energy Service Companies (ESCOs), to compete with traditional utilities like Con Edison. The prevailing thought was that competition would drive down prices and increase the availability of budget-certain fixed-rate plans and green energy options not offered by ConEd, which charges an often volatile and unpredictable variable rate. As the turn of the century approached, the New York energy markets were deregulated and New Yorkers ushered in a new era of consumer energy choices with high expectations.

Things didn't quite turn out as planned. As ESCOs entered the marketplace, ratepayer complaints started pouring in. Consumers accused the ESCOs of overcharging them, switching them from their traditional utility providers without permission, charging them hidden or monthly and enrollment fees, and even pretending to represent Con Edison to deceive them into signing costly contracts. As complaints started to pile up, the public became leery and came to view the ESCO industry as a scam and one which should be avoided. Overwhelming consumer discontent and outrage prompted the New York Public Service Commission (PSC) to launch an investigation and wage an all-out war with the ESCOs. Citing their investigation, which found that consumers were overpaying ESCOs hundreds of millions of dollars, the Commission prohibited the energy service companies from selling to low-income consumers and threatened to "de-deregulate" the industry as a whole.

While the New York energy market has remained deregulated, the question is, Should savvy New Yorkers stay away from the ESCO market?Is the dream of consumer energy choice and lower electricity prices dead in New York?

At least two companies disagree. Choose Energy and PowerSetter are on a mission to inform and empower consumers on their electricity choices while giving them the opportunity to compare ESCOs, their prices and plans. They encourage consumers to learn about the process, shop around, and take advantage of the competitive marketplace in a smart way, avoiding all the major pitfalls.

In business since 1998, Choose Energy has helped hundreds of thousands of consumers choose alternative energy providers. The company, whose board members include former Expedia CEO Erik Blachford, is backed by Kleiner Perkins Caufield & Byers which is one of the "largest and most established" venture capital firms in the world, according to WSJ. This visionary venture capital firm had also funded early Google and Amazon and its backing provides a much-needed credibility boost to the ESCO industry.

Start-up PowerSetter provides New Yorkers with the comparison tools and information they need to make an educated decision regarding their energy choices. Specializing in energy price comparisons in the New York and Connecticut markets, PowerSetter negotiates with ESCOs to secure exclusive deals and extra discounts. The company also carefully selects only the most trusted and reliable ESCOs (out of several hundred) and their plans, eliminating those with any hidden, monthly, and enrollment fees, which is a major source of complains. PowerSetter also sends out a timely reminder about contract expiration date, so you can avoid being overcharged, which is another major source of complains.

Both the New York Public Service Commission and Con Edison are also trying to help consumers by offering their own comparison and information sites. Through poweryourway.com, ConEdison offers consumers information and tips on how to choose an energy supplier but there is no information about pricing. While the PSC website, newyorkpowertochoose.com, does offer pricing and state whether the plan has a cancellation penalty, it doesn't always show monthly, enrolment and enrollment fees.

ESCOs also come in all shapes and sizes. While some of them are small operators, many are surprisingly large. Exelon, the parent company of Constellation Energy, is twice as large as ConEd. Direct Energy, another example of a large alternative energy supplier, boasts 6,000 employees and 6 million customers in Canada and the United States.

Now that you know where to look for more information, pricing, and supplier alternatives, the question is, how can savvy New Yorkers take advantage of and benefit from the competitive market to, get lower rates, lock in fixed-rate plans, and reduce their Con Edison bill?

Here is a 5-step guide:

1. Your first step is to learn how the process of electricity consumption and billing works. Generally speaking, it consists of two components: delivery and supply. Since ConEd owns the existing physical infrastructure, they are the only ones that can deliver electricity to your home. As a result, there is nothing you can do about ConEd's delivery You can, however, choose another company for your electricity supply component, allowing you to obtain lower rates and lock in a fixed-rate plan—a choice not available through ConEd. This is where the ESCOs come in. It is important to note that no matter who supplies your electricity (Con Edison or an alternative supplier), ConEd will continue to deliver your electricity and be responsible for any interruption in service, outages, and even billing. You will still receive your bill from ConEd but if you switch suppliers, you will see your new supplier reflected in your monthly billing statement. The process of switching typically takes approximately 1 or 2 billing cycles to go into effect and consists of filling out the new supplier's online application. No one will have to go to your home and you won't have to make any in-person appointments.

2. Find out how much ConEd is actually charging you. Even if you decide not to switch, it's helpful to know the details of your variable rate plan and how much you are paying for your electricity to Con Edison. Measured in kilowatt hours, or kWh, your supply rate, which is always variable if supplied by ConEd, is displayed on your bill. It typically looks something like this:

But 9.3¢ is not your true variable supply rate. If you look closely at your bill, you should be able to locate this disclosure clause:

What this means is that you need to add $1.20 divided by the number of kWh to obtain your true variable rate for the period. The number of kWh is also found on your bill and will be displayed in a format similar to this:

In this example, you would add your stated electricity supply cost of 9.3¢ to the $1.20 billing and payment processing charge, divided by 307 kWh. This will give you your true variable rate of 9.7¢ for the month.

More simply, 9.3¢ + $1.20/307 kWh = 9.7¢

3. Now that you know your true ConEd variable rate, you can shop around and compare it with the rates of budget-certain fixed-rate plans offered by the ESCOs. Go to Choose Energy and PowerSetter.com to compare energy rates, current offers and plans by reputable energy service companies. Avoid plans that charge monthly fees and know exactly what your early termination fee is. While both sites offer similar comparison features, PowerSetter only offers plans that do not have hidden or monthly charges. The site also indicates which plans are exclusive deals with extra discounts.

4. Now that you're ready to make the switch, make sure you know when your contract lapses. Similar to your contracts with cable, cell phone, or credit card companies, the ESCO is free to increase your rate after your contract expires. You can easily avoid being overcharged by setting a reminder approximately 30 days prior to your contract expiration date. This will give you plenty of time to compare offers and plans prior to your contract expiration.

5. Now that you know your existing variable rate, compared plans and offers, and explored your choices from reputable companies, there is no reason to overpay for your electricity. You can make the savvy switch and enjoy greater peace of mind, lower rates, fixed-rate plans and savings.

Like many Bucks readers, I don’t give many service providers the privilege of siphoning money directly from my checking account. Several companies automatically charge my credit card each month, but only a sacred few — a student lender and an insurer – are allowed to pull money directly.

So I’ve often wondered why some companies, often big utilities, make it so difficult to pay by credit card. Con Edison, for instance, provides several payment options, including one that will automatically deduct money from your bank account each month. But if you want to pay by credit card, it will generally cost $4.75 a pop. Plus, you have to call (or initiate a new transaction via the Web) each and every month. National Grid offers similar options to customers (at least in my neighborhood), and charges $2.25 to pay by credit credit.

Not surprisingly, these restrictions are related to costs. For its part, a Con Ed spokesman said that its customers must pay the transaction fees because otherwise the total fees that the utility would pay to accept cards  would end up as a “a cost that would be absorbed by all other customers.” The Con Ed spokesman also said that as a public utility, its goal is to provide services at the lowest possible cost.

Several years ago, in an effort to get more utilities to accept cards, both Visa and MasterCard reduced the fees that utilities would pay. Visa said that it now has thousands of utilities that offer the option to pay by card.

But the utilities must still absorb the costs, even if they are reduced, or pass them on to consumers, which can be tricky. Many public utilities may need to get permission from regulators to increase their rates to absorb the costs they would incur from accepting card payments.

Only under certain circumstances will Visa allow any entity that accepts its cards to charge consumers a fee for using plastic. For instance, a merchant or service provider can charge a convenience fee to cover the costs of consumers making a purchase in another channel (like buying movie tickets over the Web or phone instead of at the theater’s ticket booth). And those fees must apply to all payments made in that channel (like debit cards or other payment cards).

In Con Ed’s case it has, in effect, created another channel by asking a third party provider to handle all card payments. It could simply absorb the costs and try to raise rates. But if a utility like Con Ed doesn’t want to make that ask of its regulators, then it simply goes on not accepting cards or hires a third party that is able to levy a fee on people who use cards.

MasterCard, meanwhile, allows certain educational and government institutions — including public utilities — to charge a convenience fee, if they choose to do so.

The situation at the utilities, however, does serve as a reminder of the costs we pay for convenience. What is it worth to you, if anything?

Paying Over the Phone

To pay your bill by phone, call 1-888-925-5016. This is Con Edison's Payment Express service, an automated phone line eligible to all Con Edison customers with checking or savings accounts.

You will need to have the following information handy when paying your bill by Payment Express:

  • Your Con Edison account number
  • Your checking or savings account number
  • The bank identification number (located on the bottom of your check)

Con Edison uses the secure third party service BillMatrix for payment by credit or debit card. BillMatrix accepts Visa, MasterCard, Discover, and American Express, as well as debit/ATM cards with the STAR, Pulse, NYSE, or Accel logos. Note that there is a flat $3.35 processing fee for using this service (which goes to BillMatrix, not Con Edison), and allows up to $1,500 per transaction. Online Payment Options

You have several options for paying your bills online.

You can have your bill paid automatically each month and avoid late fees by using Direct Payment. Direct Payment is the easiest way to pay your bill. The amount due is automatically withdrawn before the bill due date. When you use direct payment, you always pay full amount owed, meaning the current bill and any outstanding fees. You pay once every billing period, 10 days after the bill is sent to you (ensuring that you always pay before the payment deadline). Once direct payment is set up, it continues until you decide to cancel it. This payment method takes around 1 billing cycle to be put in place. You will be notified by mail.

You can also make one-time (non-recurring) payments online, by using Con Edison's Pay-by-Internet service. This service is free of charge, and requires you to provide your checking/savings information to pay your bill directly.

Con Edison also accepts online payment by credit or debit card, including payment by Visa, MasterCard, Discover, and American Express, as well as debit/ATM cards with the STAR, Pulse, NYSE, or Accel logos. They use the secure third party service BillMatrix for debit/credit card payments, which charges a flat $3.35 fee per credit/debit transaction on residential accounts and allows payments of up to $1,500. Payment Assistance

Level Payment

Con Edison's Level Payment plan allows you to avoid unpredictable bills by spreading out your projected total annual bill into 12 equal payments.

How it works: Con Edison estimates your energy usage for the entire upcoming year and divides it into 12 equal monthly payments. This means that even though both the price of electricity and/or gas and your consumption will change from month to month, you pay the same amount every month.

Payment Assistance Programs

There are various payment assistance programs for people who have difficulty in paying their bill due to low financial problems, medical difficulties, or for other reasons:

  • Home Energy Assistance Program (HEAP): this is a federal grant program which helps eligible customers in paying for energy costs, repairs and weatherization. Customers may receive either a regular monthly payment, or an emergency one-time payment. For the 2014 - 2015 period, the funds opened November 17, 2014, and closed on March 27, 2015. The Department of Social Services will accept applications on or after those dates.

STATEN ISLAND, N.Y. — Savvy scammers are using hotels near university at buffalo payment apps like CashApp, Venmo and Zelle to steal city residents’ money by threatening of utility cutoffs if demands are not met.

Con artists are calling the company’s customers and telling them they need to make an immediate payment using one of the apps or risk having service slashed from their homes, Con Edison announced in a release.

The company said it does not accept payments via payment platforms and does not demand immediate payment. If residents receive a call requesting a bill payment through these apps, they should hang up the phone.

“The emergence of payment apps as the favorite method of scammers shows how inventive these people are,” said James Duggan, a department manager in Con Edison’s Corporate Security group. “They never stop looking for dirty tricks they can use to steal from our customers. We want to be just as relentless in urging our customers to recognize signs that someone is a scammer.”

In 2021 alone, scammers have received more than $550,000 from Con Edison customers, though the company noted the problem is likely to be more widespread as many people who are targeted do not file complaints.

Con Edison said it continues to receive calls daily from customers who were targeted by impostors claiming to be from the company.

The slick scam artists use technology capable of making a Con Edison phone number show up on the resident’s caller ID, the company said. Both residential and business customers are targeted, while Spanish-speaking customers often receive calls from scammers fluent in the language.

What to Do If You're Having Trouble Paying Bills

The coronavirus pandemic has devastated the finances of millions of Americans who have lost jobs or seen their income reduced.

With the arrival of April, many now face mortgage payments, credit card bills and other debts that they might not be able to repay.

But that assistance will take a few weeks to arrive, and some bills are due now. If you expect to have trouble paying off debts, there are several things you can do to keep your head above water.

First, figure out how bad your situation is. Get a handle on your how much cash you have coming in and how much needs to go out. Then prioritize your payments.

“Normally, you might focus on paying down your highest-interest rate debts first, but these aren’t normal times,” says Katie Ross, education development manager at American Consumer Credit Counseling, a nonprofit organization.

You may have to focus instead on essentials, such as rent, utilities, and pharmacy bills. And with creditors being much more forgiving during the crisis, you may be able to make only partial payments.

But you have to ask. Contact your landlord, your bank, and your utility company and request a hardship accommodation. Many have programs for those affected by COVID-19, whether it’s an illness, a job loss, or a reduction in income because of employer cutbacks.

Just don’t wait.

“If you don’t ask your creditor for accommodations until after you fall behind on your payments, it’s much harder to get that corrected, and late payments can hurt your credit score,” says Ted Rossman, industry analyst at CreditCards.com.

Here are some guidelines on working with creditors and lenders.

Most major banks, including Capital One, Citi, and JP Morgan Chase, are giving concessions to cardholders who are suffering financial hardship due to the coronavirus pandemic.

The accommodations may include deferring payments for a month or more, waiving fees, and arranging an extended payment plan.

Generally, these concessions are being worked out on a case-by-case basis, which will require you to contact a customer service representative, Rossman says.

One exception: Apple Card announced it is allowing all customers affected by COVID-19 to postpone payment by one month, with no interest being charged. You can find links to COVID-19 programs on your bank’s website.

Given the volume of requests being made right now, you will probably find it difficult to get through to the bank. But if you keep getting put on hold, don’t panic.

You generally have up to 30 days beyond the due date to pay off the balance without it hurting your credit score, so you may have more time to negotiate than you think, says Francis Creighton, president and CEO of the Consumer Data Industry Association, a trade association representing credit reporting agencies.

If you get a hardship accommodation, ask that your payments be marked current on your credit file, rather than delinquent. That will permanently ensure that your FICO score won’t be affected by late payments related to the COVID-19 pandemic, according to Greg Jawski, a spokesperson for FICO. Be sure to get the agreement in writing, in case the credit agency later makes a mistake.

If you can’t get a concession from your credit card issuer, try to at least make a minimum payment, which will help you maintain your credit rating, says Chi Chi Wu, staff attorney at the nonprofit National Consumer Law Center. If you can’t manage that much, your credit score will take a hit. But once you’re back on track, you’ll see it rebound.

Wu and other advocates, including CR Advocacy, would like to see stronger financial protections for consumers in the next economic stimulus bill being discussed by Congress, including a four-month moratorium on negative information appearing in credit reports.

For renters, options will vary widely, depending on where you live and the type of landlord you have.

In many states, including California (PDF), New York, and Texas, landlords have been ordered to suspend evictions for a few weeks to 90 days for renters who can’t pay because of COVID-19 issues.

The Department of Housing and Urban Development is also halting all eviction proceedings (PDF) for the 6.7 million tenants in properties it owns. Similarly the Federal Housing Finance Agency announced that Fannie Mae and Freddie Mac, which the agency regulates, will offer multifamily property owners loan deferrals if they promise not to evict tenants.

So check to see whether there are relief programs that apply to your area. Then reach out to your landlord and explain your situation, says Jay Abolofia, a certified financial planner in Weston, Mass.

“Given the financial crisis, with so many renters feeling strapped, you may find that the landlord is willing work with you, rather than try to find new tenants while everyone is sheltering in place,” Abolofia says.

The CARES Act gave a break to homeowners who have federally backed mortgages, such as those held by Fannie Mae, Freddie Mac, and other government sponsored agencies.

At the homeowner’s request, the agencies will grant forbearance, which allows mortgage payments to be postponed for up to 180 days. An additional 180 days is also available—again, upon request.

Borrowers are not required to provide proof of financial hardship to get the postponement.

If you don’t know if your mortgage is backed by a federal agency or government sponsored enterprise, check the loan look-up tool on the Fannie Mae website (800-2FANNIE) or try the look-up tool for Freddie Mac (800-FREDDIE).

Your mortgage servicer also may know—and you’ll need to contact them to take advantage of the new protections anyway, says Keith Gumbinger, vice president of HSH.com, a mortgage-information resource.

Be aware that some states have placed a moratorium on mortgage payments, as they have for renters. So check to see whether that relief applies in your area.

Many states are barring utilities and other essential services from cutting off service during the coronavirus crisis.

A number of utilities, including Ameren, Con Edison, and Pacific Gas and Electric, also have ramped up assistance programs, which may offer deferred payment plans to those affected by COVID-19. Check your provider’s home page for its COVID notice.

Telecom companies are making a few, more limited concessions. Verizon, for one, says it is willing to waive some fees and promising not to cut off service for a certain period. Comcast is also promising no disconnects or late fees, as well as offering a new free internet service to low-income customers.

Once again, you will need to reach out to get these accommodations.

For those who are looking to free up some cash, now may be a good time to haggle with your internet provider.

“These companies are worried about losing customers during the pandemic,” says Abolofia, who recently negotiated a 50 percent reduction on his internet bill by threatening to disconnect service. (Consumer Reports offer tips on saving money by cutting the cable cord.)

Under the CARES Act, student loan borrowers will not have to make any payments for six months (through Sept. 30, 2020) on federal student loans, though that money how to pay con edison bill with credit card have to be paid later. Interest during the six-month period will be waived entirely.
