The Alexandria Police Department has received complaints from local businesses about a phone scam regarding their “past due” Duke Energy bill. The caller advises they are from or a representative of Duke Energy. The victim is told their account is overdue and may be instructed to purchase a pre-paid debit card or to put money on a Green Dot card, after which a phone number that sounds like a Duke Energy line is given for the victim to call back with the Green Dot number. Duke Energy officials said they do not use that method to deal with overdue payments. Customers who are contacted about the scam are asked to call police at 859-292-3622 and Duke Energy 1-800-777-9898.
Duke has issued the following tips to customers to help protect them from scams:
• At no time should anyone from Duke Energy offer to pay a customer's bill in exchange for a fee. The only time a convenience fee is charged is when a payment is made using Duke Energy's automated phone system and one-time payment through the website. Do not accept any offer from an individual who claims to be a Duke Energy employee who can pay a customer's total bill or provide any other service for a fee.
• Anyone with a question about whether someone is a legitimate representative of Duke Energy can contact Duke at 1-800-544-6900 to verify the person's identity.
• Duke Energy bill payments are accepted online through its Online Services program, by mail, by phone, or by pay agent locations.
• Occasionally, Duke Energy MAY call you to discuss your account. If we do, we will provide you with information that only you and Duke Energy would know in order to validate that our call is legitimate. If, after receiving the information, you are uncomfortable providing personal information by phone, or if you believe the call is a scam, hang up and call the company directly at 800.777.9898.

CHARLOTTE, N.C. — Duke Energy electric customers in North Carolina will see a new line-item charge on their bills to repay $1 billion in special bonds the company issued last week to repay the company for its infrastructure repairs after 2018 and 2019 storms.

Starting with December's bills, a storm-recovery rider will be charged to the 3.5 million electric customers that the Charlotte-based utility serves in the state to cover $1.3 billion in principal and interest that's now due over 20 years, Duke Energy announced Thursday.

In late 2019, the North Carolina legislature granted Duke Energy the ability to cover the storm costs for rebuilding the electrical system, repairing transformers and completing other projects through issuing the debt.

Such borrowing will cost $300 million less than had the company's two electric subsidiaries in the state sought repayment through conventional rate increase requests with the state Utilities Commission, the company said. That's because the bond interest rate is less than the investment return that Duke Energy would be granted by law and the commission on its activities. Through using normal rate-paying channels, the overall cost would have been $1.6 billion for customers, the utility said.

Still, the average residential customer of Duke Energy Progress, which generally serves eastern North Carolina — including Raleigh and Wilmington — and portions of the mountains like Asheville, will see bills increasing by $2.44 per month. For Duke Energy Carolinas, which covers the Greensboro and Charlotte areas, along with far-west portions of the state, the monthly rider for the average residential customer will be 49 cents.

“Our first priority is to safely restore service to our customers, which we achieved quickly and efficiently, substantially limiting outage time,” Stephen De May, Duke Energy’s North Carolina president, said in a news release. “We are also constantly mindful of customer bills, so we’re very pleased this new cost recovery tool enabled us to drastically reduce storm repair costs for our customers.”

The Duke Energy Progress rider is higher because the damage was greater in eastern North Carolina, particularly with hurricanes Florence and Dorian and winter storm Diego. The bonds also cover repayment of repairs after Hurricane Michael.

Customers already see line-item surcharges on their bills, such as one for renewable energy initiatives.

Duke Energy Scam Awareness

As the COVID-19 pandemic continues, it’s absolutely critical to remind all utility customers to beware of impostors attempting to scam them. In the first 10 months of 2020, about 11,000 Duke Energy customers in North Carolina reported scam attempts. Of these customers, about 300 paid the scammers, which resulted in nearly $150,000 lost.

This week, Duke Energy has joined forces with utilities across the continent to bring awareness to these criminal scam tactics on the fifth annual Utility Scam Awareness Day on Nov. 18. Utility Scam Awareness Day is part of the week-long International Scam Awareness Week, an advocacy and awareness campaign focused on educating customers and exposing the tactics used by scammers. Click here to read the company’s news release on the subject.

Know what to look for:

Common scam tactics include:

  • Threat to disconnect: Scammers may aggressively tell a customer their utility bill is past due, and service will be disconnected—usually within an hour—if a payment is not made.
  • Request navy federal online banking number immediate payment: Scammers might instruct a customer to purchase a prepaid card, cryptocurrency, or to send funds via a mobile app to make a bill payment.
  • Request for prepaid card or payment through certain mobile apps: Customers are instructed to pay with a prepaid debit card. The impostor asks for the prepaid card’s number, which grants instant access to the card’s funds. More recently, customers have also been instructed to send a payment through a mobile app. Duke Energy currently does not accept payments through the Cash App, Venmo or Zelle apps. However, customers can make payments on Duke Energy’s mobile app available in the Apple App Store for iOS and the Google Play Store for Android.
  • Personal information: During the COVID-19 crisis, criminals are promising to mail refund checks for overpayments on their accounts if they can confirm their personal data, including birthdays and, in some cases, Social Security numbers. Duke Energy will apply refunds as a credit to customers’ accounts and will not contact customers to verify personal information by phone, email or in person in order to mail a check.

Protect yourself

  • Customers should never purchase a prepaid card to avoid service interruption. Duke Energy, Piedmont Natural Gas Offer Additional Help to Customers During Coronavirus

NORTH CAROLINA -- Duke Energy and Piedmont Natural Gas say they are adding more steps to help customers experiencing payment challenges during the coronavirus pandemic.

Shortly after the pandemic began, both companies announced the suspension of key credit processes, which included disconnections for nonpayment, late payment fees, and fees for credit card and other forms of payment.

“We were proud to give our customers peace of mind that their electric and natural gas services would remain on as pandemic conditions left many families without incomes,” said Barbara Higgins, Duke Energy senior vice president and chief customer officer. “Now, we want to help customers prepare as states contemplate fully reopening their economies.”

Duke Energy has released the following information about steps that will be added to assist customers during these troubling times:

Enhanced Customer Care

Duke Energy is monitoring restart activities and local orders in each of the states where the company operates to determine when standard billing and payment practices can resume, and those timelines may be different.

“The financial impacts from this pandemic are far from over,” Higgins said. “We will be following the states’ lead for when we resume options, and while the timelines may be different, our commitment to customers and the solutions-focused care we offer will be abundant and consistent.”

Expanded Assistance Options

Duke Energy and Piedmont Natural Gas will continue to provide assistance to residential and business customers whose accounts have fallen behind due to illness or lost wages.

Support for these efforts include: 

  • Online tools so customers can directly choose an extended payment arrangement that best fits their needs.
  • Simplified processes for accessing Low Income Home Energy Assistance Program (LIHEAP) and other funds available through communities’ agencies.
  • Professional guidance for small business customers to help analyze their energy usage, discuss energy rates and identify solutions to help lower their energy bills as they are reopening.
