Wal-Mart unveils pilot program to allow shoppers on food stamps to order groceries online

Wal-Mart said Tuesday it is removing a hurdle that had long prevented food stamp recipients from using its online grocery shopping platform.

The U.S. Department of Agriculture, which oversees the Supplemental Nutrition Assistance Program, requires that customers using electronic benefits transfer, or EBT, pay for their purchases at the "actual time and place" of a sale.

At limited locations, Wal-Mart allows shoppers using EBT to order items through its online grocery pickup platform, then pay in person when they pick up their purchases at stores.

"Access and convenience have long been a part of who we are," Mike Turner, vice president of Wal-Mart's e-commerce operations, said in a blog posted on the company's website.

"Convenience shouldn't be dictated by the way you pay," Turner said.

Currently, Wal-Mart offers the EBT option for online grocery pickup at one store in the Houston area and four stores near Boise, Idaho. The company said it plans to bring the service to more markets "through the holiday season and beyond."

About 44 million individuals benefit from food can you use ebt for walmart delivery in the U.S. today, according to the USDA, and in 2016 supermarkets and superstores redeemed 81 percent of all SNAP benefits.

To be sure, other grocers are also experimenting with EBT cards and online ordering. As the idea of ordering groceries in advance online, then later picking items up on the way home from work or from school, becomes more appealing to shoppers, every retailer wants a share of the market.

FreshDirect, a separate grocery delivery service, has tested a pilot program in New York's Bronx neighborhood, for EBT-dependent shoppers. This particular program evolved in response to the USDA selecting a handful of retailers in January to test online ordering and payment by SNAP participants. Amazon was also on the initial list, but Wal-Mart was not.

Since then, the big-box retailer has been added to the SNAP online purchasing pilot, which now includes eight retailers and will launch in early 2018.

Other grocers are working to expand access as well. Harris Teeter, which is owned by Kroger, says on its website that it will "accommodate" those customers that wish to use EBT ordering through ExpressLane, its online shopping service.

North Carolina-based Lowes Foods has a similar message on its website, where it promises to accommodate customers who go inside stores to make their selections and pampered chef thank you for your order at that time.

Wal-Mart has promised to treat those shoppers using EBT cards no differently than other customers picking up groceries at kiosks in the parking lot. A store associate brings a tablet out to the customer's car, verifies the SNAP information, and sends him or her on the way.

Wal-Mart just earlier this month announced it was planning its 1,000th online grocery pickup location in Amazon's backyard of Seattle. Meanwhile, Amazon has been experimenting with its new purchase in Whole Foods, slashing prices across the store.

Walmart says EBT cards can be used for online grocery shopping at all pickup locations

Customers using Walmart’sonline grocery service can now use an EBT benefit card as payment at all of its more than 2,500 pickup locations, the retailer said.

The ability to place an online order for groceries “and pay for them at pickup using SNAP” -- or the Supplemental Nutrition Assistance Program -- surfaced in 2017 as a pilot program and the rollout wrapped up on Tuesday, a Walmart spokesperson told FOX Business.

The extension of the service marks a notable feat for the company, which also aims to increase pickup locations to total more than 3,100 in the coming months, according to the spokesperson.

MORE ON FOXBUSINESS.COM.

“With this rollout, Walmart becomes the first retailer to offer this method for online grocery pickup customers at scale,” a spokesperson said. “With our goal of having more than 3,100 pickup locations open by the end of the year, the SNAP payment option will make it even easier for more customers, no matter how they pay, to pick up their groceries without even leaving their cars.”

In order to use the service, customers can punch in their zip code to choose a store on the Walmart website or the Walmart Grocery app and start filling out their cart,” the spokesperson said. The option to “select ‘EBT card’ for the payment option,” as well as a pickup time, will come up during checkout.

Your SNAP EBT cannot be used to cover non-eligible costs like delivery and service fee, tips, taxes, and bottle deposit fees. If you incur any of these non-eligible costs, you must use an alternative payment option like cash, credit, or debit card to pay for these extras.

You won’t be able to shop online with your EBT at Aldi stores if you live in a state that doesn’t participate in the USDA’s pilot program. But keep checking back because Aldi is working with Instacart to expand its online grocery shopping program into other cities and states.

Other payment methods accepted at Aldi include cash, debit cards, Visa, MasterCard, Discover, American Express, link cards, and contactless pay such as Google Pay and Apple Pay.

Does Costco do EBT Delivery?

Costco has nearly 558 warehouses in the United States. Per Costco customer service, all Costco locations accept EBT cards for in-store purchases at the register and the everbank metals, Costco doesn’t do EBT delivery. That means you can’t use your EBT card to order groceries online on Costco.com.

You can use other payment options accepted at Costco warehouses and the Costco website, including Visa cards, debit and ATM cards, cash, checks, and Costco Cash cards.

Can You Use EBT at Costco Food Court?

You cannot use your EBT/SNAP benefits or food stamps to pay for food at Costco’s food court. The benefits generally can’t be used to buy hot such as rotisserie chicken, prepared food like hotdogs and sandwiches, or drinks from soda fountains. There are very few fast food places that take food stamps in six states.

Can You Use EBT at Costco Gas Stations?

You cannot use EBT cash cards or food stamps at Costco gas stations.

Does FreshDirect Take EBT?

Fresh Direct takes EBT. It’s one of the grocery stores participating in testing USDA’s pilot program allowing customers to purchase fresh food and groceries in select states.

Customers can only use their EBT cards to purchase SNAP-eligible products on Fresh Direct and have their order shipped home. The shopper must swipe their SNAP EBT card at the tcf credit card credit score of delivery to complete their purchase.

EBT customers shopping online on Fresh Direct are required to place a minimum order of $30. Currently, the EBT program is only available for deliveries to Bronx zip codes 10454 and 10455 at no delivery fee, tax, or surcharge.

Fresh Direct also delivers in six northwest states, including New York, Washington DC, New Jersey, Pennsylvania, Connecticut, and Delaware, but the delivery cost and other surcharges must be paid out of pocket with alternative payment methods.

Other payment methods accepted at Fresh Direct include Visa, MasterCard, Discover, and American Express credit cards, debit cards bearing Visa or MasterCard logo, PayPal, and checks.

Does Sam’s Club take EBT?

There are over 600 Sam’s Club locations in the US, all of which accept SNAP EBT cards for in-club purchases. You must be a warehouse member to use SNAP benefits at Sam’s Club.

Sam’s Club doesn’t take EBT for online purchases. You can’t use your SNAP benefits to pay for purchases on SamsClub.com for home delivery or pickup orders.

Other payment methods accepted at Sam’s Club include Sam’s Club credit, Walmart and Sam’s Club Gift/e-Gift cards, cash or check, debit card, prepaid credit cards, Walmart credit, and Visa, Discover, American Express, and MasterCard credit cards.

What Can You Buy at Sam’s Club with Food Stamps?

You can use your EBT card at Sam’s Club for in-club purchases but not for pickup or delivery orders. Although you can buy almost anything at Sam’s Club, not all items are SNAP-eligible. SNAP restrictions apply at Sam’s Club like any other retail or grocery store.

You can only use food stamps to purchase staple food items that you carry and prepare at home to be eaten as part of a meal. Dairy products, cereals, discount meat, fish bread, fruits and vegetables, snacks, bakery goods, donuts, and customer cakes are eligible food stamp items.

You can’t use food stamps at Sam’s Club to purchase hot or prepared food, liquor, tobacco products, personal care items, diapers, or pet supplies. Also, you will not find Sam’s gas stations that accept EBT.

If your order includes any of these items, be prepared with an alternative payment method. Ask the cashier to split your order so that you can pay with EBT first, and then clear the order balance with your credit card or debit card with a smart chip.

Grocery Stores That Accept EBT Summary

Almost all the major grocery stores accept EBT for in-store purchases, but currently, only a few grocery stores accept EBT for online grocery delivery or store pickups.

SNAP EBT isn’t a widely available online payment option. Food stamp beneficiaries still have to visit a physical store location to shop for SNAP-eligible items and swipe their card to complete the payment in most states.

But there is hope. The USDA has been running a pilot program to allow SNAP recipients to shop for groceries online without leaving the comfort on their houses. The aim is to have all the states include EBT as an online payment option.

Stores like Amazon, Fresh Direct, Publix, Whole Foods, Aldi, Walmart, and Target are among the first to participate in this pilot program. They are now accepting EBT for online grocery delivery and pickup orders in select states.

More states and more stores are expected to include SNAP EBT as an online payment option going forward. If there isn’t a store accepting SNAP near you currently, keep checking back because participating stores continue to partner with delivery services to mitigate hunger by ensuring that food is available to everyone.

DENVER (Nov. 24, 2020) — As Coloradans continue to navigate life during the COVID-19 pandemic, the Colorado Department of Human Services (CDHS) wants to remind residents of grocery options available to families participating in the Supplemental Nutrition Assistance Program (SNAP) that allows the use of Electronic Benefits Transfer (EBT) cards to make safe, contactless purchases online.

Starting in May, the USDA Food and Nutrition Services enabled CDHS to launch a program that allows SNAP recipients to purchase grocery and food delivery online through approved retailers, Amazon and Walmart. In addition, contactless curbside grocery pick-up purchases made with EBT cards were made available at King Soopers across the state.

We are very happy to announce that now, Safeway and Albertsons have launched SNAP EBT for online grocery curb-side pick up through their Drive Up and Go™ service at select stores.

“As Colorado continues to battle the COVID-19 crisis, safe access to food is more important than ever,” Food and Energy Assistance Director Karla Maraccini said. “These resources help individuals and families access the nutritious food they need to survive while lessening the risk of exposure to COVID.”

The authorized SNAP retailers are EBT-enabled for Online Transactions and participants will see an “EBT” icon on the retailer’s website. They will then be able to add their EBT card in the Payment Method after selecting an EBT-enabled store.

More information on the SNAP program can be found here.

How to Buy Groceries Online With Food Stamps

Unforeseen events on a national and personal scale can plunge families into poverty in a span of a few weeks or months. While food insecurity has been an issue across the United States for decades, the recent U.S. recession has made it even harder for some families to feed themselves.

The projected annual food insecurity rate in America—defined as a lack of consistent access to enough food for a healthy life—has increased by 4.1% for adults and 4.9% for children since 2018, according to a fall 2020 report from Feeding America.

Food stamps can help buoy families who can’t afford enough food to feed themselves, but recipients may not know how to use food stamps online. Learn how food stamps can help you and how to properly use them online.

What Are Food Stamps?

The Supplemental Nutrition Assistance Program (SNAP) provides assistance to low-income people in the form of food stamps used to purchase certain types of food. SNAP is a federal program administered by the U.S. Department of Agriculture’s (USDA) Food and Nutrition Service, which has a network of local offices.

State agencies determine eligibility for SNAP benefits, and you can use the USDA’s state directory to find your particular state. If you apply online, you’ll need to register for an account and complete an online application. Most states rely on paper applications, and you may have the option to mail or fax in your application. Check with your state agency directly to learn more about its application process.

The maximum monthly food-stamp assistance you can get varies by where you live and how many people are in your household. The following list shows the various maximum assistance amounts for a family of four:

  • Continental U.S. and Washington, D.C.: $835
  • Alaska: $1,074 to $1,667
  • Hawaii: $1,573
  • Guam: $1,231
  • U.S. Virgin Islands: $1,074

It typically takes up to 30 days to find out if you’re eligible for SNAP benefits. However, if your household has less than $150 in monthly gross income and less than $100 in liquid assets, or if your rent, mortgage, and utilities are more than this amount, you could qualify for approval within seven days.

You can use food stamps to purchase the following: meat, poultry, and fish; vegetables and fruit; bread and cereal; dairy products; snack food; and seeds and plants that produce food. You can’t use food stamps to purchase tobacco, wine, beer, liquor, vitamins, prepared food, and nonfood items like cosmetics, hygiene items, and cleaning supplies.

The Dangers of Grocery Shopping During COVID-19

A steady supply of groceries is essential while hunkering in place, but walking around a grocery store can be a risk amid the coronavirus pandemic. That’s because of the close-contact scenarios found in these types of environments.

One study, conducted in a Boston grocery store, found that 20% of employees tested positive for coronavirus. The study, published in the Journal of Occupational and Environmental Medicine, also found that 76% of the workers who tested positive were asymptomatic.

But the infection works both ways: Because grocery store workers come in contact with so many different shoppers, they’re also more likely to infect shoppers. And for some groups, contracting COVID-19 is significantly more dangerous.

A study published in the American Journal of Preventive Medicine found that there are at least 25 million Americans living in low-income households who are at higher risk of contracting COVID-19.

The Centers for Disease Control and Prevention (CDC) recommends ordering online or using curbside pickup as a safer option for getting groceries. However, if you use food stamps, can you take advantage of grocery delivery or drive-up options?

Where Can You Use Food Stamps Online?

According to George Birrell, CPA and founder of TaxHub, there are quite a few options for people who want to purchase groceries online.

“If you’re looking to purchase the groceries online but go into a store to collect, you can opt for collection at some Safeway, Vons, and Albertsons stores, if the specific store near you offers this option,” Birrell told The Balance via email.

If you’d prefer to have your groceries delivered, Walmart and Amazon allow you to use your Electronic Benefits Transfer (EBT) card—a payment system SNAP participants use—and opt for delivery.

In fact, Shannon Payton, a certified credit counselor at Payton Credit Services, said she often recommends food-stamp recipients use Walmart pickup.

“During the pandemic, food stamps were provided to more families to feed the little ones who are home,” Payton told The Balance via email. “This is a safer and effective way to shop, and not only will they load your trunk, but you can save on the bill by shopping from home—which lowers the risk of hunger shopping.”

These are just some of the companies that accept food stamps for online shopping (for either delivery or pickup):

  • Walmart
  • Amazon
  • Safeway
  • Vons
  • Albertsons
  • Kroger
  • ShopRite
  • FreshDirect
  • Aldi

How to Use Food Stamps for Online Grocery Shopping

The rules for using food stamps online vary by retailer. For example, when shopping on Amazon, you’ll add your SNAP EBT card, then shop for groceries, and when you check out, you’ll enter your EBT pin to pay for eligible purchases.

For Walmart pickup, you’ll order groceries online or through the Walmart grocery mobile app. During checkout, select EBT as your payment method. And when you arrive at your pickup location, the Walmart associate will use a portable card reader to swipe the EBT card.

Usually, you can also include non-SNAP items in the same order, but you’ll need to pay for them separately with a debit or credit card.

Other Ways to Get Online Shopping Assistance

There are also other ways to meet your food insecurity needs. For example, Full Cart has an emergency food assistance program that connects individuals with organizations that can deliver food to your home.

In addition, many religious organizations have food assistance programs. Often these organizations allow you to complete an application online—or just show up on a designated day—and they will bring the groceries out to your vehicle. Some will even deliver groceries if you don’t have transportation.

Using Your Benefits

NJ SNAP benefits are issued on a Families First Electronic Benefits Transfer (EBT) card that works like a debit card. This card can be used in most grocery stores and some participating farmers market. You can find participating grocery stores by clicking here.

Benefits can be used online at:

Recipients seeking to order from these online stores should check with their local store about online SNAP availability. Benefits cannot be used to pay for delivery or other service fees. Be sure to confirm an online store delivers to your home address before ordering.

Benefits are deposited into your account when the application is approved. Each month that you are still eligible, benefits will be deposited at the beginning of the month. Your benefits cannot be given to another person and you cannot sell the items you purchased with your SNAP benefits.

The card can be used at the grocery store, like you would use a debit card, to spend your NJ SNAP benefits. You will need to enter a secret Personal Identification Number (PIN), which should never be shared with anyone.

  • Fruits and vegetables;
  • Beans, fish, poultry, meat;
  • Rice, bread, tortillas, cereal;

Have SNAP? You can now purchase groceries online from Amazon, Walmart

SNAP recipients all over Oregon can now use their benefits to pay online for eligible groceries from Walmart and Amazon. (The Enterprise/File)

NOTE: The Enterprise is providing free access to its content related to the coronavirus as a community service. Subscriptions at $5 a month help the Enterprise keep this up.

ONTARIO – Malheur County residents who receive benefits from the Supplemental Nutrition Assistance Program, known as SNAP, can now pay for their groceries online when they shop from Walmart and Amazon.

Walmart is not offering grocery deliveries in Malheur County at this time. But residents can select and pay for eligible groceries online and schedule to pick up their purchase from the Walmart store located at 1775 E. Idaho Ave. in Ontario. A $30 minimum purchase is needed to unlock the pick-up and delivery options.

"They now have a choice of using their Electronic Benefit Card (EBT) at our local Walmart without having to go inside and from the comfort and added safety of their car," said Dan Ramirez, self-sufficiency programs manager for the Department of Human Services in Ontario.

[Click here to apply for SNAP benefits in Oregon]

The state announced the decision Thursday, citing efforts to keep residents safe from COVID-19 by offering more options for social distancing.

Oregon is one of only five states where the online purchase option is currently available for SNAP recipients.

The U.S. Department of Agriculture, which oversees SNAP benefits at the federal level, kicked off the online purchasing pilot program in New York last April.

Washington state followed suit in January. Alabama, Oregon and Iowa jumped on board this month.

Oregon opened up online purchasing for SNAP recipients in Portland and Grants Pass earlier this month. The state Department of Human Services worked with Walmart and Amazon to roll out the option to the rest of the state in the face of the COVID-19 crisis.

SNAP benefits can be used to pay for eligible food items, but not delivery or service charges.

About 44 million individuals benefit from food stamps in the U.S. today, according to the USDA, and in 2016 supermarkets and superstores redeemed 81 percent of all SNAP benefits.

North Carolina-based Lowes Foods has a similar message on its website, where it promises to accommodate customers who go inside stores to make their selections and pay at that time.

MORE ON FOXBUSINESS.COM...

Does Instacart take EBT? Yes, here's how to buy groceries on the app from participating stores

  • Instacart takes EBT cards from shoppers who are on SNAP and purchasing groceries from participating Aldi stores.
  • These Aldi stores are part of a federal pilot program.
  • EBT cards can be used to pay for the entirety or part of these Instacart orders.
  • Visit Insider's Tech Reference library for more stories.

If you're getting federal food assistance benefits as part of the Supplemental Nutrition Assistance Program (SNAP), you probably already know that ordering groceries online is a challenge.

Most grocery stores in the United States will take EBT (Electronic Benefit Transfer) cards in person. Still, ordering and buying via an app is newer territory.

That's why Aldi and other grocery outlets are participating in a federal pilot program where people can make online purchases using their EBT cards. The program is active in most US states, but you'll want to check. While other retailers such as Wal-Mart and Amazon are allowing online EBT purchases, currently Aldi is the only store available for EBT purchases through Instacart.

To pay for your groceries using your benefits, you'll have to add your EBT card to your Instacart account. Keep in mind: While benefits will pay for most groceries, additional costs such as delivery, service fees, tips, and SNAP-ineligible items won't be covered. So you'll have to add a debit or credit card to complete the payment.

How to add an EBT card to your Instacart account

You can pay using your EBT card at select Aldi stores. If you don't see an option to pay with EBT, update to the latest version of the app. If you still don't see it — check back later to see if the program has expanded.

1. Open your Instacart app or visit the Instacart website.

2. On the app, tap the three lines in the upper left corner. On the website, click the downward-facing arrow beside "Hi, [your name]" and click "Your Account" in the dropdown.

3. On the app, tap "Your account settings."

4. On the website, once you're on your account page, scroll down and click "Payment methods." On the app, tap "Payment methods" after you've selected "Your account settings."

How to remove an EBT card from your Instacart account

You can only have one EBT card connected to your account at a time, so you'll have to delete one card to add another.

1. Tap or click "Account."

2. Tap or click "Your account settings."

3. Tap or click "Payment methods."

4. Tap or click "Edit."

5. Select the EBT card you want to delete.

6. If on your browser, click the three dots and then "Delete." App users, tap the pencil icon. Tap "Delete" and then "Save."
